Abstract
본 연구에서는 코로나19 상황에서 사회복지관에 종사하는 사회복지사가 사회복지 사업을 수행하기 위하여 대처하는 과정에서 발생한 무형식학습을 질적 사례연구 방법으로 살펴보았다. 코로나19와 같이 급격한 변화로 인하여 도전적이고 복잡한 업무방식을 필요로 하는 상황에서는 무형식학습이 발생한다(Marsick & Watkins, 1990/2015; Watkins & Marsick, 2021). 무형식학습은 형식학습과 비교하였을 때 구조화되지 않은 학습 환경에서 학습 외적으로 목적을 둔 경험에서 발생한다는 점에서 자연스럽고 일상적이다. 특히 경험에서 학습자 스스로 성찰한다는 점에서 학습자에게 학습의 주도권이 있으며, 기존과는 다른 새로운 지식을 학습한다는 점에서 주목을 받고 있다. 사회복지관의 사회복지사는 코로나19 상황에서 감염병의 확산을 방지하면서 지역 주민들에게 필요한 사회복지서비스를 공백 없이 제공하기 위하여 다양한 역할을 수행하여야 했다(김윤정 외, 2021; 보건복지부, 2020b; Dominelli, 2021; Okafor, 2021). 이는 대면을 기본으로 하는 사회복지 사업의 변화가 필요하므로, 사회복지사에게 도전적인 상황으로 볼 수 있다. 따라서 본 연구에서는 코로나19 상황에서 사회복지관에서 근무하는 사회복지사가 사업을 수행하면서 어떠한 무형식학습을 경험하는지 발견하였다. 본 연구의 목적은 무형식학습을 심층적으로 이해함으로써, 무형식학습을 지원할 수 있는 학습 환경에 대한 시사점을 제시하는 데 있다. 이러한 연구 목적에 따라 설정한 연구 질문은 다음과 같다. 첫째, 코로나19 발생 이후 사회복지관의 사회복지사는 사회복지 사업을 수행하는 과정에서 어떠한 조직 환경과 개인적인 변화를 경험하였는가? 둘째, 변화를 대처하는 과정에서 무형식학습이 어떻게 발생하였는가? 본 연구를 위하여 사회복지관에 종사하고 있는 다섯 명의 사회복지사를 의도적 표본추출과 기준에 의한 표집에 따라 연구 참여자로 초청하였다. 연구 참여자를 대상으로 개별면담을 3회씩 실시하였으며, 연구자의 현장메모와 연구 참여자가 제시한 문서도 추가로 살펴보았다. 자료를 수집하며 Stake(1995/2000)가 제시한 사례 내 분석과 사례 간 분석을 통해 연구 참여자 별 사례를 이해하고, 다섯 사례를 비교분석 하였다. 또한 연구의 타당성을 높이기 위하여 연구 참여자 점검 과정을 거쳤다. 연구자가 설정한 연구 질문을 중심으로 연구 결과를 요약하면 다음과 같다. 먼저, 무형식학습의 맥락이 되는 코로나19 발생 이후 사회복지 사업을 수행하는 과정에서 다음과 같은 변화를 겪었다. 첫 번째, 정부의 권고에 따라 사회복지관 운영의 제한을 받았다. 이에 사회복지관은 휴관을 비롯한 운영방식의 변화를 필요로 하였고, 기관을 이전과 동일하게 운영할 수 없었다. 게다가 끊임없이 변동되는 대응지침에 따라 운영 제한의 수준이 달라졌으며, 이는 사회복지사의 사업 수행 방식의 지속적인 변화를 만들었으며, 소진을 야기하였다. 두 번째, 지역 주민의 어려움이 증가하였다. 장기화된 코로나19로 인하여 사회복지관을 이용하는 지역 주민은 실직 등의 이유로 경제적 어려움을 겪고, 사회적 거리두기로 인하여 고립감을 경험하고 있었다. 세 번째, 조직의 코로나19에 대한 인식이 상이하게 나타났다. 코로나19에 대한 다른 인식은 김현정 외(2021)의 연구에서 나타난 바와 같이 코로나19에 대한 다른 대응방식으로 이어졌다. 특히 조직 관리자의 지원이 있는 경우 코로나19 초기에도 대응책을 적극적으로 마련하는 모습을 보였다. 반면에 동료들이 코로나19를 위기로 인식하지 않고, 적극적으로 대응하지 않는 경우 사회복지사의 소진을 야기하였다. 본 연구에서는 코로나19 발생이후 사회복지사가 사회복지 사업을 수행하는 과정에서의 변화를 대처하는 과정에서 다음과 같은 무형식학습이 발생하였음을 확인하였다. 첫 번째, 선후배, 전문가, 지역 주민 등 다양한 인적자원과의 상호작용을 통한 무형식학습이 발생하였다. 팀 내 협력을 통한 대응은 협력 자체로도 학습하고자 하는 의도이자 실행의 형태를 보였다. 선배들은 후배의 본보기로서 사업의 방향성을 제고하였다. 선배 사회복지사가 후배에게 지식을 전달하고자 하는 의도에서 시작하였으나, 후배의 태도나 반응을 통하여 선배가 성찰하고 행동을 교정하는 등 기존에 의도와는 다른 형태를 보였다. 또한 다양한 인적자원과의 상호작용은 기존에 사회복지사의 지식을 확장하는 역할을 하였다. 지역 주민은 피드백을 주는 대상이자, 학습하고자 하는 의도로서 역할을 하여 끊임없이 무형식학습을 지속하게끔 만들었다. 그리고 이는 사회복지사에게 확신을 주었다. 이처럼 사회복지사가 다양한 사람들과 소통을 통하여 대처하는 방법을 습득하고 있음을 확인할 수 있었다. 두 번째, 이전 사업의 경험이나, 코로나19 발생 초기의 시행착오를 통하여 무형식학습이 발생하였다. 코로나19 발생 이전 사업의 경험은 주로 사업을 계획하는 시기에 발생하였으며, 이전 사업을 통한 확신은 방향성을 유지하되 사업을 추진하는 방법의 변화를 꾀하게 만들었다. 또한 코로나19가 장기화됨에 따라 발생 초기의 시행착오는 성찰하는 과정을 거쳐 학습으로 이어졌다. 이를 통하여 코로나19 발생 초기에 비하여 유연하고 적극적으로 대처할 수 있었다. 세 번째, 사회복지사는 자발적으로 성찰함을 통하여 학습하였다. 사회복지사가 기록하는 행위는 사업을 점검하고자 하는 의도이자, 사업을 계획할 때 활용할 수 있는 성찰의 도구가 되었다. 또한 빠르게 변화하는 상황임에도 기관의 미션, 비전, 사회복지사의 본질과 같이 기관과 자신의 가치관에 빗대어 사업을 점검하는 모습을 보였다. 또한 개인의 경험에 비추어 사업 수행에 적용하였다. 마지막으로 사회복지사는 다른 기관 홈페이지, 신문 기사, 다른 기관의 사례 등의 외부 자원을 통하여 사업의 아이디어를 얻고 학습하였다. 전례가 없는 코로나19 관련 정보의 부족으로 인하여 외부 자원을 빠르게 습득하고 즉시 적용하는 모습을 확인할 수 있었다. 연구 결과를 종합하여 볼 때 일터에서 무형식학습을 지원하는 방안에 대한 시사점은 다음과 같다. 첫째, 코로나19 상황에서 대처하는 방안을 공유하여 학습자의 스스로와 다른 직원의 성찰을 촉진할 필요가 있다. 본 연구 결과, 자신의 지식을 전달하는 행위와 다른 사람의 생각과 경험을 전달 받는 경험은 학습자의 성찰을 촉진시켰다. 특히 후배와의 소통에서도 의도하지 않았지만, 학습자 스스로 성찰함을 통하여 업무를 추진하는 방법을 변화시킬 수 있었다. 이처럼 무형식학습을 통해 습득하는 지식은 바로 적용할 수 있다는 장점이 있다. 빠른 변화로 인하여 명확한 매뉴얼이 존재하기 어려운 코로나19 상황에서 다양한 사례를 주고받고 성찰함은 학습자 스스로의 매뉴얼을 만들어가는 과정이 될 것이다. 둘째, 업무 수행 과정을 기록함으로써 성찰할 수 있는 기회를 부여할 필요가 있다. 본 연구 결과 연구 참여자들의 기록이 성찰의 중요한 도구로 활용되었다. 이는 업무 수행 과정을 기록함으로써 학습자 스스로 자신의 생각과 행동을 인식하고, 성찰이 발생함을 의미한다. 따라서 인식을 통한 성찰을 촉진하기 위하여 기록을 독려할 필요가 있다. 셋째, 직원들이 동의하는 기관의 방향성 설정이 필요하다. 본 연구의 참여자들은 방향성 설정을 위하여 팀원들과 논의 하고, 매뉴얼을 개정하는 등의 행동을 보였다. 또한 학습자가 직접 참여하여 합의한 기관의 미션과 비전을 기준으로 사업 수행을 성찰하는 모습이 나타났다. 이는 학습자 개인의 학습을 지원하기 위해서는 조직차원의 지원이 필요함을 시사한다. 본 연구의 한계와 후속연구를 위한 제언사항은 다음과 같다. 첫째, 협력하는 과정에서 발생하는 무형식학습 연구가 필요하다. 둘째, 본 연구는 연구 참여자들이 인식한 무형식학습만 담아냈을 가능성이 있으므로 향후 연구에서는 학습자의 업무현장을 참여 관찰하여 연구 참여자도 놓칠 수 있는 무형식학습의 역동성을 보완할 필요가 있다. 마지막으로 코로나19 상황에서 다양한 일터 환경에서 발생한 무형식학습을 탐구할 필요가 있다. 위와 같은 후속연구를 통해 코로나19 이후 다른 재난상황이 발생하였을 때 대응할 수 있는 방안이 모색되기를 바란다.;In this study, informal learning that occurred in the process of social workers working in social welfare centers in the COVID-19 situation in order to carry out social work was examined as a qualitative case study method. In situations that require challenging and complex work styles such as COVID-19, informal learning occurs (Marsick & Watkins, 1990/2015; Watkins & Marsick, 2021). Informal learning is natural and routine in that it arises from experiences aimed outside of learning in an unstructured learning environment compared to formal learning. In particular, learners have the initiative in learning in that learners reflect on themselves in experience, and are attracting attention in that they learn new knowledge different from the previous one. Social workers in social welfare centers had to play various roles to provide necessary social welfare services to local residents without a gap while preventing the spread of infectious diseases in the COVID-19 situation (Kim Yoon-jung, 2021; Ministry of Health and Welfare, 2020b; Dominelli, 2021; Okafor, 2021). This can be seen as a challenging situation for social workers because it is necessary to change social welfare projects based on face-to-face. Therefore, this study explored informal learning experienced by social workers working at social welfare centers while carrying out projects in the COVID-19 situation. The purpose of this study is to present implications for a learning environment that can support informal learning by understanding informal learning in depth. The research questions set according to the purpose of this research are as follows. First, what organizational environment and personal changes did social workers in social welfare centers experience in the process of carrying out social works after the outbreak of COVID-19? Second, how did informal learning occur in the process of coping with change? For this study, five social workers engaged in the social welfare center were invited as study participants according to intentional sampling and criterion-based sampling. Individual interviews were conducted three times for the study participants, and the researcher's on-site memo and documents presented by the study participants were additionally examined. While collecting data, the cases by study participants were understood through in-case analysis and inter-case analysis presented by Stake (1995/2000), and five cases were compared and analyzed. In addition, in order to increase the validity of the study, the study participant checking process was performed. The summary of the research results is as follows, focusing on the research questions set by the researcher. After the outbreak of COVID-19, which is the context of informal learning, the following changes were made in the process of conducting social works. First, according to the government's recommendation, the operation of the social welfare center was restricted. Accordingly, the social welfare center needed a change in the operation method, including closure, and the institution could not be operated the same as before. In addition, the level of operational restrictions changed according to the constantly changing response guidelines, which made a continuous change in the way social workers perform their business, and caused psychological exhaustion. Second, the difficulties of local residents have increased. Due to the prolonged COVID-19, local residents using the social welfare center were experiencing economic difficulties due to unemployment and experiencing isolation due to social distancing. Third, the organization's perception of COVID-19 was different. Other perceptions of COVID-19 led to different responses to COVID-19, as shown in a study by Kim Hyun-jung et al. (2021). In particular, if there is support from organizational managers, they were actively preparing countermeasures even in the early stages of COVID-19. On the other hand, if colleagues did not recognize COVID-19 as a crisis and did not actively respond, it caused the psychological exhaustion of social workers. In this study, it was confirmed that the following informal learning occurred in the process of coping with changes in the process of social workers carrying out social welfare projects after the outbreak of COVID-19. First, informal learning occurred through interactions with various human resources such as seniors and juniors, experts, and local residents. Responses through cooperation within the team showed the intention and form of implementation to learn from the cooperation itself. The seniors improved the direction of the project as an example of their juniors. It started with the intention of a senior social worker to convey knowledge to his juniors, but it showed a different form from the previous intention, such as reflection and correcting behavior through the attitude or reaction of his juniors. In addition, interactions with various human resources played a role in expanding the knowledge of social workers. Local residents played a role as an object of giving feedback and an intention to learn, making informal learning continuous. And this convinced the social worker. As such, it was confirmed that social workers are learning how to cope through communication with various people. Second, informal learning occurred through the experience of the previous work or trial and error in the early stages of the COVID-19 outbreak. The experience of the project before the outbreak of COVID-19 occurred mainly at the time of planning the social work, and confidence through the relocation project maintained direction but made a change in the way the project was promoted. In addition, as COVID-19 was prolonged, trial and error in the early stages of occurrence led to learning through the process of reflection. Through this, it was possible to cope flexibly and actively compared to the early stages of the COVID-19 outbreak. Third, social workers voluntarily learned through reflection. The act of recording by a social worker has become an intention to inspect the project and a tool of reflection that can be used when planning the project. In addition, despite the rapidly changing situation, it showed that the business was checked against the institution's values, such as the mission of the institution, vision, and the nature of the institution. It was also applied to social work in light of individual experience. Finally, social workers obtained and learned ideas of the project through external resources such as the website of other institutions, newspaper articles, and cases of other institutions. Due to the unprecedented lack of information related to COVID-19, it was confirmed that external resources were quickly acquired and applied immediately. The implications for supporting informal learning in the workplace are as follows. First, it is necessary to promote reflection of the learner himself and other employees by sharing measures to cope with the COVID-19 situation. As a result of this study, the act of conveying one's knowledge and the experience of receiving other people's thoughts and experiences promoted learners' reflection. In particular, it was not intended in communication with juniors, but it was possible to change the method of promoting work through reflection by learners themselves. As such, there is an advantage that knowledge acquired through informal learning can be applied immediately. In a COVID-19 situation where it is difficult to have a clear manual due to rapid changes, exchanging and reflecting various cases will be the process of creating the learner's own manual. Second, it is necessary to give an opportunity to reflect by recording the work performance process. As a result of this study, the records of the study participants were used as an important tool for reflection. This means that by recording the work performance process, learners themselves recognize their thoughts and actions and reflection occurs. Therefore, it is necessary to encourage recording to promote reflection through recognition. Third, it is necessary to set the direction of the institution agreed by the employees. Participants in this study showed actions such as discussing with team members and revising the manual to set the direction. In addition, it was seen that learners directly participated and reflected on the social work based on the mission and vision of the institution agreed upon. This suggests that organizational support is necessary to support individual learners' learning. The limitations of this study and suggestions for subsequent studies are as follows. First, informal learning research that occurs in the process of cooperation is needed. Second, since this study is likely to contain only informal learning recognized by research participants, it is necessary to supplement the dynamics of informal learning that even research participants can miss by participating and observing learners' work sites in future studies. Finally, it is necessary to explore informal learning that has occurred in various workplace environments in the COVID-19 situation. Through the above follow-up research, it is hoped that a plan to respond to other disaster situations after COVID-19 will be found.
