미디아 센타에 있어서의 경영정보시스템(MIS)도입에 관한 연구

Abstract

This is to suggest the steps that contribute to the development of an effective Management Information System(MIS) for Media Center, which are summarized in the followings. MIS for Media Center will play a supporting role in the information systematization and decision-making to operate Media Center with program and regulation. To accomplish such a system, the systematic approach in managing a Media Center is required. Planning System : Basic system plan must be set up which will give shape to the Media Center strategic plan. Also the pre-program on the office-regulation and performance procedure at each stage should be established, which will control the goal foundation and the development process in managing Media Center. Basic Design stage : In this stage, a basic model of MIS for Media Center, management information, restrictive factors in the system plan, and etc, have to be analyzed. In addition, it is required to comprehend not only the system in each branch of Media Center management which can be largely devided into strategic plan, control, personnel, finance and service management, but also the definitions of management information pertaining to the system. And the relations between the system and the definitions is also required to be comprehended. Detail Design Stags : In this stage,' the MIS Medea Center be activly on the performing station. Therefore a thorough project management Structure is required, and all activities of branches of management embodied by basic design and the relation of those activities should be comprehended. For this purpose the study of computer system is also demanded which the development of database and the efficiency of the development in the view of time and cost. Implementation Stage : Media Center management must be converted into the management information system, which should be fully tested. The reform of Media Center staffs consciousness state and the education and training should be followed. Evaluation and Maintenance Stage : The function of evaluation and main -tenence lies in measuring the supporting role of MIS for Media Center. For this purpose the following evaluations should be performed : evaluation of the value of information offered for decision-making, evaluation of the technique of computer system, evaluation of the economics in cost-benefit analysis of the development, and etc. And the evaluation should be linked to the function of feedback to improve the Media Center management process.;눈부신 공학의 발달과 더불어 조직의 내부에서 발생되는 새롭고 폭넓은 요구를 충족시키기 위하여 행정조직은 최근 많은 변화를 겪고 있다. 특히, 오늘날 고등교육기관에서 미디아 서비스와 관련된 미디아 센타의 관리업무는 이러한 급속한 변화들에 적절하게 대처하기 위한 경영의 다각화, 조직의 다양화 등 내/외적으로 많은 어려움을 지니고 있다. 그러므로 미디아 센타는 모기관인 대학의 적극적인 정보조직체로서의 목적을 달성하기 위해서 계획되고, 조직, 통제되어야 하는 것으로 이를 위해서는 합리적 경영기술이 요구된다. 이러한 경영활동에 필요하게 되는 정보는 미디아 센타 각 관리자의 관리의사 결정과 밀접한 관계를 맺고 있으며, 합리적인 의사결정을 지원할 수 있는 미디아 센타에서의 경영정보시스템 체계를 요구하게 된다. 즉, 미디아 센타에 적용된 경영정보시스템이란 미디아 센타에서 이루어지고 있는 대상업무에 대한 미디아 센타 제반 업무에 대한 측정방법의 개발, 평가 기술의 개발을 통해서 미디아 센타의 모든 문제를 정확히 도출하고 모델화하여, 컴퓨터를 이용한 합리적인 미디아 센타 관리를 도모하는 것이라 할 수 있다. 그러므로써 미디아 센타는 미디아 센타의 대상업무에 대한 효과를 계량화 시킬 수 있게 될 것이고 그 가치를 측정하여 미디아 센타 경영을 미디아 센타 장의 결정을 중심으로 하는 합리성 있는 계획과 통제에 의한 경영패턴으로 바꿀 수 있어서 정보화 사회의 중추적 교육기관인 대학의 서비스 조직체로서의 미디아 센타 목적을 실현시킬 수 있다고 할 수 있다. 이러한 경영정보시스템의 미디아 센타에의 적용을 위하여 단계별로 논의되어야 할 주요과제는 다음과 같이 요약할 수 있다. (1) 경영정보시스템의 미디아 센타에의 적용 목적은 합리적인 미디아 센타의 운영 및 관리에 필요한 정보의 조직화와 의사결정의 지원적 역할수행에 있으며 이러한 시스템 개발을 이루기 위하여 미디아 센타 관리에 있어서의 체제적인 접근을 필요로 한다. (2) 개발계획의 기본은 우선 모기관인 대학의 교육목적을 살펴봄으로써 미디아 센타의 계획을 보다 전략적인 측면에서 계획할 수 있으며, 또한 이러한 미디아 센타 전략계획은 경영정보시스템의 전략계획으로 구체화시킬 수 있는 개발계획의 전략안을 수립하는 것이다. 그 후에 미디아 센타가 추구하는 목표를 달성할 수 있는 미디아 센타 경영정보시스템 목적이 설정되어야 하며 이러한 목적하에 개발 전단계의 통제수단이 될 수 있는 직무규정과 이들 직무 각 수행절차에 관한 계획이 요구된다. (3) 미디아 센타 경영정보시스템의 개략적 모형을 제시할 수 있는 기본설계를 위하여 미디아 센타의 전반적인 관리분석이 행해져야 하며 구체적으로 미디아 센타 경영정보시스템을 형성하는 미디아 센타 서비스 관리 분야별 시스템과 이에 필요한 관리정보의 파악 및 이들의 관계 흐름파악이 요구된다. (4) 미디아 센타 경영정보시스템으로서의 완벽한 기능수행을 위한 세부적 설계에서는 철저한 프로젝트 관리조직이 요구되며 기본설계에 의해 구체화된 수행 상의 요구를 만족시키기 위하여 미디아 센타 서비스 관리 분야에 포함되는 모든 활동과 이들 활동 사이의 관련성 평가와 데이타베이스의 개발 및 컴퓨터 시스템에 관한 연구를 필요로 한다. (5) 미디아 센타 관리의 경영정보시스템 체제로의 전환에는 무엇보다도 미디아 센타 요원의 새로운 인식과 능동적인 자세가 요구되며 이에 관한 교육 및 훈련이 필요하다. (6) 미디아 센타 경영정보시스템의 평가.유지기능은 미디아 센타의 목적달성을 위한 경영정보시스템의 지원적 수행 측정에 있는 것으로 미디아 센타 관리 과정에 있어서 효율적, 효과적인 시스템이 되도록 피드백 작용이 이루어져야 한다. 특히, 평가과정에서는 의사결정에 제공된 정보의 측면, 시스템 설계의 내용과 기술적 측면 및 비용:누익 분석에 따른 경제적 측면에서의 평가가 고려되어야 한다. 본 연구에서는 미디아 센타에 경영정보시스템을 적용하는 각 단계를 제시하였다. 그러나, 정보화 사회에서의 미디아 센타의 성장 및 존재 역할의 확장등으로 인하여 미디아 센타 관리에 대한 새로운 인식과 관리기술이 조만간 요구될 것으로 보아 미디아 센타 경영정보시스템의 개발은 필수적인 요건이라 볼 수 있다. 그러므로 미디아 센타 경영정보시스템의 구축을 위한 각 단계별 과제에 관한 체계적인 분석과 관리분야별 시스템 및 이것에 포함된 하위시스템의 정의와 실무상의 설계 등의 구체적인 연구가 계속되야 할 것이다.
