정보시스템 아웃소싱 실행성과를 향상시키기 위한 계약에 관한 연구

Abstract

As Information Technology (IT) evolves rapidly and the corporate environment becomes more complex, increasing number of companies are using their information systems as strategic weapon. There are commonly two methods for building corporate information systems : insourcing and outsourcing. Recently, the outsourcing method has received much attention due to the changes in the climate of IT industry and corporate environment. According to the case studies we have examined, although Korean companies have recognized the importance of strategic outsourcing and thus have invested significantly, the performance of outsourcing projects have been unsatisfactory. Other current researches in this area have shown that the main cause of this failure is due to the lack of understanding of outsourcing contract issues. The purpose of this thesis is to examine the contract issues that can improve outsourcing performance. According to our studies on a card company, once the company decides the outsourcing scope based on its environmnet and strategy, the contract process and the contract structure play important roles in outsourcing performance. Furthermore, for a company to achieve its contract goals, it must closely manage the project and ensure that the project is evolving in accordance with the company's contract structure. In this thesis, we have developed a contract framework that illustrates the performance effects of contract processes and structure. The framework consists of three components : 1) the decision stage to choose between the Insourcing and the outsourcing method based on the corporate environment analysis, the corporate strategy and the information system strategy, 2) the measuring of outsourcing projects during development and after its completion, and 3) the application of contract processes and structure to improve the outsourcing performance. Our thesis focused on the third component with additional effort to integrate the first two components with the third. The purpose of our framework is to help the company to avoid classic mistakes in outsourcing contracts and to provide the outsourcing model in which the company can effectively assess various outsourcing strategies. Also, our framework points out that the company's vague expectation that its outsourcing projects will be successful is in many cases incorrect, and that with the proper application of contract processes and structure, the company can effectively increase the outsourcing performance. We believe our outsourcing framework contributes the following: First, it provides the framework in which outsourcing contracts can be assessed easily. Secondly, our contract processes and structure can be used by companies to improve their outsourcing performance.;정보기술이 발전하고 기업환경이 복잡해 짐에 따라, 기업이 정보기술을 경쟁전략의 수단으로 활용하는 경향이 증가하고 있다. 기업이 정보시스템을 확보하는 방안으로는 크게 두가지 (Insourcing, Outsourcing)가 수행되고 있는데, 최근에는 산업환경과 기업내부적 요인으로 인해 아웃소싱에 대한 관심이 고조되고 있다. 그러나, 정보시스템 아웃소싱의 전략적 중요성이 커지고 있음에도 불구하고, 국내외의 여러 정보시스템 아웃소싱 사례들은 기업이 많은 자원과 노력, 시간을 투자하고도 아웃소싱 실행성과를 효과적으로 향상시킨 예가 거의 없음을 보여주고 있다. 90년대 들어, 이런 아웃 소싱 프로젝트의 실패 원인을 규명하는 일련의 연구에서, 아웃소싱 계약(Outsourcing Contract)에 관련된 이슈들이 중요한 요인으로 나타나고, 이는 아웃소싱에 대한 새로운 연구의 동기를 제공해 주고 있다. 이에, 본 연구는 기존의 정보시스템 아웃소싱 연구들을 기초로, 기업이 아웃소싱 실행성과를 향상시키기 위해 중요하게 고려해야 할 계약관련요인을 파악하는 것을 목적으로 하였다. 신용카드업에 종사하는 기업을 대상으로 한 사례 연구 결과, 기업 환경, 기업전략 그리고 정보시스템 전략에 적합한 아웃소싱 대상범위를 선정하고 계약을 체결한 후 아웃소싱을 수행해 가는 일련의 단계에서, 계약과정과 계약구조가 실행성과에 영향을 미친다는 알 수 있었다. 즉, 기업이 정보시스템 아웃소싱을 통해 목적으로 하는 가치를 달성하기 위해서는, 계약과정부터 체계적으로 시작해서 이를 계약구조로 연결시켜야 한다. 본 연구는 이런 연구과정을 바탕으로, 아웃소싱 실행성과를 향상시키기 위한 계약 과정과 계약구조의 영향을 보여주는 연구모형을 제안할 수 있다. 연구 모형은 3부분으로 이루어 진다. 즉, 첫째 기업환경 분석, 기업전략 그리고 정보시스템 전략에 따라 경영활동을 지원할 수 있는 정보시스템 구현 선택안중에서 아웃소싱을 결정하는 단계, 둘째 아웃소싱 추진으로 인한 실행성과 측면, 셋째 상기한 두 부분을 연결시키면서 긍정적으로 영향을 미치도록 작용하는 계약과정과 계약구조부분으로 구성된다. 본 연구모형은, 그 동안 거듭되어 왔던 기업의 정보시스템 아웃소싱수행에서 발생하는 시행착오를 미연에 방지하고, 보다 효과적으로 아웃소싱을 추진할 수 있는 방안들이 분석적인 틀 안에서 구조화될 수 있도록 한다. 일반적으로 기업의 정보시스템 아웃소싱 결정이 곧 실행성과를 향상시킬 것이라는 막연한 기대에서 근거한 한계를 극복하고, 그 사이에 계약과정과 계약구조라는 요인을 연관시킴으로써 아웃소싱 현상의 객관적이고 정교한 분석 가능성을 보여주고 있다. 따라서, 본 연구의 의의는 다음과 같다. 첫째 학문적으로 정보시스템 아웃소싱 계약 관련연구분야에서 합리적인 계약과정 및 구성요소를 발견함으로써 향후 계약이론 연구에 도움을 줄 수 있다. 둘째 실무적으로 장차 정보시스템 아웃소싱을 추진하고자 하는 기업들이 아웃소싱을 성공적으로 수행하기 위해서 계약과정과 계약구조에서 무엇을 고려해야 하고 어떤 노력을 경주해야 하는지를 제시하고 있다.
