R. Nolan의 정보시스템 성장단계모형의 검증연구

Abstract

기업의 업무에 컴퓨터가 도입되어 컴퓨터 정보시스템이 발전하고 그 활용이 기업 전체적 수준으로 확산되어짐에 따라 그러한 컴퓨터 정보시스템에 투자되는 예산도 급격히 증가하게 되었다. 그러나 이렇게 엄청나게 증가되는 예산에 비해 사용자의 기대와 불만이 급증하고, 그러한 투자액의 효과에 대한 타당성에 대한 의심이 대두되면서 정보시스템 부문만의 단순한 계획에서 벗어나서 전사적인 관점에서의 조직의 목표와 비젼을 달성하기 위해 정보시스템 기능에 대한 전략적인 계획수립이 필요하게 되었다. 이러한 정보시스템 부문의 전략 계획과 관련된 연구들 중 조직내에서 정보시스템 부문의 성장발전 단계에 따라 나타나는 제 특징을 규명하고 효과적인 다음단계로의 이행을 위한 전략적 처방을 도와주는 성장단계이론들은 그동안 학계와 산업계의 폭 넓은 관심과 실무의 대상이 되어 왔다. 이러한 성장단계 이론은 1973년 Nolan의 4단계 성장단계이론에서 시작되었는데, Nolan은 1979년, 1983년에 각각 6단계 이론과 수정 6단계 이론을 제시하였다. Nolan은 그의 성장단계이론에서 조직에 컴퓨터 하드웨어가 도입되면서 그에 따른 비용곡선이 S자 형태로 증가한다는 연구결과를 통해서 조직내에서 정보시스템 부문의 성장발전를 6단계로 구분하고, 응용시스템 포트폴리오, 정보시스템 조직, 정보시스템 계획과 통제, 이용자 의식수준, 관건이 되는 기술 등의 관점에서 각 단계별로 특징(Benchmark)이 파악된다는 이론을 제시하였다. 이러한 Nolan의 이론은 조직이 정보시스템 계획을 수행하는 중요한 틀의 역할을 해왔고, 국내에서도 Nolan의 이론을 국내 정보시스템 부문에 적용하여 단계를 진단하는 연구들이 수행되었다. 그러나 미국에서도 Nolan의 연구모형 자체에 대한 타당성 연구가 있었음에도 불구하고 일관성있는 결과를 얻지 못했다. 또한 한국 기업의 경우, 미국 보다 15년 정도가 지난 후에야 도입되었으며, 미국과는 다른 특수한 기업특성 및 환경조건, 정보시스템 도입 배경, 기업의 문화적 배경 등을 보이고 있는 상황에서 미국기업에서 활용되고 있는 Nolan의 성장단계이론을 아무런 수정없이 그대로 한국기업에 적용한다는 것은 문제가 있다. 따라서 Nolan의 성장단계이론이 한국적 상황에서 성장단계이론으로서 타당한지를 검증하고자 하였다. 본 연구의 조사방법은 실증연구를 위한 문헌연구와 이를 기초로 연구모형을 개발하고 가설을 설정한 다음 금융기관 중 22개의 은행과 10개의 증권회사에 대하여 설문조사를 실시하였다. 본 연구에서는 국내 기업의 성장단계를 Nolan의 모형에 근거해서 진단하고, 각 벤치마크 변수들이 같은 속도로 발전하는지를 조사하였다. 즉, 각 벤치마크 변수들이 단계별로 일정한 속도로 성장할 것이라는 귀무가설을 설정 하였다. 본 연구의 가설을 검증하기 위한 통계적 분석에는 분산분석 중 랜덤화 블럭 계획법과 Tukey's Studentized Range(HSD) Test를 이용하였고, 연구 결과는 다음과 같다. 즉 Nolan이 제시한 벤치마크 변수들은 단계별로 일정한 속도로 성장하지 않는 것으로 나타났다. 따라서 Nolan의 성장단계이론은 성장단계이론으로서 타당하지 않으며, Nolan의 성장단계이론을 한국의 특정조직에 적용하여 그 조직의 정보시스템 부문이 전반적으로 현재 어느 단계에 도달해 있는지를 파악할 수는 없고, 다만 벤치마크 별 단계만을 파악할 수 있을 뿐이다. 따라서 본 연구를 바탕으로 각 벤치마크 변수들이 단계별로 일관성있게 발전하고, 한국 조직에 적합한 새로운 진단도구를 개발하는 한국적 성장단계이론에 대한 추후의 연구가 요구된다.;We have seen the increase of investments in the capitalized information system with the development of it since computers were used in firms' business uses. Even with the increase of such investments, however, users' expectations and claims as well have increased and there have risen the doubt about the effectiveness of such investments. Thus, it is necessary to set the strategic information system and accomplish aims of an orgamization in points of the entire firm, not of setting the simple information system. Among stratigic plannings and researches related to them, growth stage theory which helps to transfer to the next stage effectively and to identify all characteristics or benchmarks with regards to the growth stage of information system in an organization. Nolan first used four stage growth model in 1973, six stage growth model in 1979, and revised six stage growth model theory in 1983. Through the outcome of his research that cost curve increases like S-type by using computer hardwares, he classified the growth and the development of the information system in an organization into six stages. Also he showed the model that each stage its benchmarks in points of the applied portfolio system, information system organization, information system planning and controlling, users attitudes and related techniques to them. This kind of Nolan's model has played inportant role in implementing the information system planning in an organization and domestically many researchers have been done to evaluate each step of Nolan's model in the information system. However, even in U.S.A., it discussed whether Nolans's model is applicable or not. In cases of Korean firms, they began to use Nolan's model 15 years later than in U.S.A. and in different situations from those in U.S.A. Because of different business environments at the time of importing information system and Korean firm's cultural backgrounds, it is very dangerous to apply nolan's model to Korean firms, which is prevalent in America firms without revisions of it. Thus, I intend to verify whether Nolan's model is applicable to Korean firms or not. The methodology of this research is first the book research for the verification and the creation of the research model and then setting the hypothesis based on them. After these I did field survey of 32 banks and stock companies by distributing questionnaires. In this research domestic firms growth level is evaluated based on Nolan's model and examined whether each benchmark variable develops in a constant speed. In other words, I set the null hypothesis that each benchmark variable grows in a constant speed according to each growth stage. To verify the hypothesis of this research, randomized block planning in the variation analysis and Tukey's studentized Range(HSD) Test are used and I found the results of this research below. It appears that the benchmark variables of each level which Nolan suggested dosen't grow in a constant speed. Thus, Nolan's model is no longer reasonable as a growth stage model and we can't identify How much the information system has developed in an organization by applying Nolan's model but the benchmark of each level only if it is applied to Korean firms.
