서울 지역 특수학급 미설치 초등학교의 특수교육대상 학생을 위한 순회교육의 현황과 개선과제

Abstract

This study is to find out the actual conditions and problems of itinerant education in elementary school without special classes by surveying the general and itinerant teachers and finding ways to improve them. This study was conducted by surveying general and itinerant teachers in charge of elementary schools without special classes in Seoul. A statistical analysis on the responses of 20 questionnaires about 12 itinerant education students with disabilities was conducted using descriptive statistics. After looking at the actual conditions of itinerant education in the elementary schools without special classes, general and itinerant education teachers rarely collaborate in the preparation of IEP and the itinerant education is often not conducted in designated places. In addition, itinerant teachers doesn't have enough time to prepare for classes and that the cause is overloaded with work other than itinerant education. Moreover, some of the itinerant education teachers sometimes use their own money due to the lack of budget for special education support centers. General and itinerant education teachers are very necessary for itinerant education in elementary schools without special classes and both groups also recognize that the placement of career itinerant teachers are slightly necessary. In addition, both groups recognize that the prior training for itinerant teachers and guidance on itinerant education for general teachers and parents education is very necessary. However, it pointed out the lack of number of itinerant education and weekly itinerant education hours, lack of overall support for itinerant education, and lack of communication between general teachers and itinerant teachers and parents. Some students are unable to adjust to school life with the help of teachers and peers. However it is difficult to adapt the contents or textbooks of students with disabilities in elementary schools without special classes. Therefore, it is necessary to make efforts to ensure that itinerant education is a way to actively support students with disabilities in full- inclusion education. This study has meaning to explore perception of itinerant and general teachers about itinerant education in elementary school at the beginning of the school age and consider ways to improve them. This study is useful to be basis for better research about itinerant education in elementary school without special classes. ;이 연구는 특수학급 미설치 초등학교 순회교사와 담임교사를 대상으로 특수학급 미설치 초등학교 순회교육에 대한 인식과 수업 실태를 알아보고 순회교육대상 학생의 학교생활 실태를 담임교사를 대상으로 총체적으로 파악하여 특수학급 미설치 초등학교 순회교육의 실제와 문제점을 다면적으로 알아보고 이에 따른 개선방안을 찾아보고자 하는 것이다. 이에 서울 지역 특수학급 미설치 초등학교 순회교육을 담당하는 순회교사와 담임교사를 대상으로 설문지 조사를 실시하였으며 2019년 12월 기준 서울시 11개 특수교육지원센터의 순회교사와 담임교사에게 총 20부의 질문지를 수거하여 통계처리에 사용하였다. 서울 지역 특수학급 미설치 초등학교 순회교육의 수업실태를 알아본 결과, 개별화교육계획(IEP) 작성에 있어서 순회교사와 담임교사의 협력이 잘 이루어지지 않는 경우도 있었으며 종종 지정된 장소에서 순회교육이 실시되지 않는 경우도 있는 것으로 나타났다. 또한 순회교사들은 순회교육 이외 업무과중으로 인하여 수업준비 시간이 충분하지 않은 경우도 있었으며 몇 몇 순회교사들은 수업준비 비용을 자비로 사용하는 경우도 있는 것으로 나타났다. 다음으로 특수학급 미설치 초등학교 순회교육에 대한 인식을 살펴본 결과 순회교육의 필요성에 대해 순회교사와 담임교사 집단 모두󰡐매우 필요하다󰡑정도로 인식하고 있는 것으로 나타났으며 경력 있는 순회교사의 배치에 대해서도 두 집단 모두 󰡐약간 필요하다󰡑정도로 인식하고 있는 것으로 나타났다. 또한 순회교사를 위한 사전 연수와 담임교사의 순회교육에 대한 안내의 필요성은 순회교사와 담임교사 모두󰡐필요하다󰡑고 인식하고 있었으며 순회교육대상 학생 학부모를 위한 부모교육은 두 집단 모두󰡐매우 필요하다󰡑정도로 인식하고 있었다. 순회교육의 한계점으로는 순회교육 횟수 및 주당 순회교육 시간의 부족, 순회교육에 대한 전반적인 지원 부족, 순회교사와 담임교사 및 학부모간의 의사소통 부족을 손꼽았다. 순회교육대상 학생의 전반적인 학교생활 적응 및 또래관계에 있어서도 교사와 또래의 도움을 받고도 학교생활이나 또래관계에 어려움을 겪는 학생이 있는 것으로 나타났고 수업 참여 정도 또한 모든 과목시간에 집중하거나 이해하기 어려운 학생도 있었지만 이에 따른 수업내용이나 교재의 수정은 어려운 것으로 나타났다. 본 연구는 학령기의 시작인 초등학교 시기의 특수학급 미설치 순회교육에 대해 순회교사와 담임교사의 인식을 알아보고 이에 대한 개선 방안을 고찰했다는 점에서 의의가 있으며 향후 더 나은 특수학급 미설치 초등학교 순회교육을 위한 기초자료로 활용될 수 있을 것이다.
