Abstract
시대 상황적인 요청에 의해 영어교육에 있어 교과서적인 영어보다 회화능력과 같은 실용영어의 중요성이 강조되면서 그 동안의 벙어리 영어교육을 반성하고 영어교육의 개선방안으로 조기 영어교육이 대두되었다. 조기 영어교육에 대한 문제가 거론되자 그에 대한 찬반론의 시비가 엇갈리었지만 그러는 가운데서도 문교부는 1981년 10월 13일 국민학교에서의 영어교육 시행 단안을 내렸다. 그러나 그 후 지금까지 극히 일부 국민학교에서만 특별활동으로써 1주일에 1시간 정도 실험적으로 행해지고 있을 뿐 여러가지 문제점 때문에 대부분 무관심하다. 뿐만 아니라 조기교육 담당교사 수급문제라든지, 환경개선, 교재개발등 조기교육 실시를 위한 사전 준비의 노력조차 보이지 않고 있다. 세계적인 추세도 외국어 교육 시작연령이 낮아지고 있고, 우리나라 영어교육도 의사소통능력 개발에 부응해야 하는 만큼 그런 목표달성을 위해서는 조기 영어교육을 실시해야만 한다고 생각한다. 이러한 필요성에 따라 조기 영어교육 실시를 주장하기 위하여 그에 대한 이론적 근거를 알아 보고 실천적인 면에서 어떻게 시켜야 하느냐에 관련된 교수법을 살펴 보았다. 조기 외국어 교육을 주장하는 이론적 근거는 신체적 측면과 심리 상황적인 측면에서 알아 보았는데 전자에서는 어린이에게는 선천적 언어습득장치 (LAD)가 있어 말을 쉽게 빨리 배운다. 대뇌생리적인 문제와 관련된 측면화는 2세에서 사춘기까지 일어나는데 측면화가 끝나기 전에는 대뇌에 유연성이 있어 말을 더 잘 배운다. 이때는 발화근육도, 유연하여 모국어 화자와 같이 발음할 수 있다. 후자에서는 어린이가 모방력이 강하고 직관적 사고를 하므로 언어를 따지고 들지 않는다. 언어자아가 확립되어 있지 않아 새로운 언어에 적응이 쉽게 이루어진다. 편견이 없고 강한 호기심에서 오는 긍정적태도가 외국어 습득을 쉽게 한다. 모국어에 대한 지식이 많지 않아 간섭이 적어서 유리하고 동료의 압박은 또래집단에서 벗어나지 않으려는 의식이 되어 목표어를 쉽게 말할 수 있도록 하는 요인이 된다. 교수법에 있어서는 많은 학생들을 대상으로 할 때 교사가 교실현장에서 가장 효과적으로 운영할 수 있는 방법은 전신반응교수법이다. 2차적으로 말하기 단계에서는 직접교수법이 알맞다. 목표어 환경을 조성하기 위해 미술실, 음악실과 같은 영어특별교실을 마련한다. 언어규칙을 스스로 터득하게끔 많은 문형연습과 발음지도를 위해서는 청각구두식 교수법의 운영도 바람직하다. 언어행위는 습관적 행위와 규칙지배 행위의 총화이다. 따라서 언어행위의 학습을 위해서는 행동주위와 인지주위가 통합 운영되어야 한다.;As the importance of communication ability in English increased the experts began to reconsider past deaf and dumb English education, and the question of FLES (Foreign Language in Elementary School) problem has come to the fore. There has been many pros and cons. FLES in Korea came to be practiced on Octber 13, 1981 in spite of much oppsition. FLES, however, is carried out experimentally in only a few elementary schools and it seems impracticable to expand it to the nation-wide scale because of many problems. The current tendency of an earlier start in teaching a foreign language seems to be world-wide. In order to be a bilingualist in a unnatural situation, an earlier start is most effective. Children easily learn a foreign language in addition to his native language. We have all observed children acquiring their first language easily and well. We should therfore be able to learn something from a systematic study of that first language learning experience. This thesis aims at investigating the theoretical bases of FLES education to advocate FLES. It also deals with the effective teaching method of FLES. The theoretical base can be divided into two domains: one is the physical domain and the other is the situational domain. As for the physical domain, the plasticity of the brain prior to puberty enables the child to acquire not only his first language but also a second language, and that possibly it is the very accomplishment of lateralization that makes it difficult for a person to be able ever again to acquire easily fluent control of a second language, or at least to acquire nativelike pronunciation. In the situational domain, the child's ego is dynamic and growing and flexible through the age of puberty, and thus a new language at this stage does not pose a substantial threat or inhibition to the ego, and adaptation is made relatively easily. Children's imitation is very active and they are so impartial that they can have positive attitudes. Young children who are not developed enough cognitively to possess attitudes toward races, cultures, ethnic groups, classes of people, and language are unaffected. The lack of the knowledge of the native language is a favorable basis. Children are told in words, thoughts, and actions that they had better be like the rest of the kids. Such peer pressure extends to language. They are harsher critics of one another's actions and words and may thus provide a necessary and sufficient degree of pressure to learn the second language. Elementary school children love to imitate and mimic. They enjoy repetition and acting out roles. They love an active situation where they can express themselves vocally and physically. They enjoy doing as the teacher does. All of these characteristics of children can find expression in a total-physical-responses method and an audio-lingual or direct method approach in the foreign language classroom. Finally, it must be emphasized that if the teaching at this level is to be effective the foreign language lesson must not be a special feature appearing only once or twice a week. The pupils must have the opportunity to exercise their growing skills every day, even if only for short fifteen- minute periods, if they are to retain and use with facility what they are learning. And also a special English classroom will have to be prepared where native language should be excluded.
