韓國體育行政構造의 組織과 運營에 對한 考察

Abstract

In the midst of the ever-complicating changes in society, how to help social function work efficiently in each field of society has emerged to be one of the mose important tasks. For the efficient social function, there must be, in principle, the state and organization, and lows and regulations that will control it. Namely, the efficient functioning of society should be supported by the organized administrative systems and organs. Like this, the administrative organs and organizations are essential also in physical education, and the understanding of physical education at the level of the state and its position shall be determined by the administrative capability. At present, the world trend is that the competitive physical education and the policy for the cultivation of productive and healthy people are most stressed. In this sense, it is inevitable for the country also to promote this rind of dual physical education policy. The purpose of this study is to give basic data to efficient operation of physical education administrative organization in these circumstance. This study is referred to every kinds of to books and documents and is based open the informations obtained by the interviews with the officers of the authorities concerned and the beat reporters. As a result of study 1) Specialization of the administrative officers has not been achieved. 2) The connections of organizational systems of administrative organizations of physical education reveals unbalanced state. 3) In the application for the policies of physical education, the baste problems of growth of physical education has been ignored.;나날이 복잡해지고 있는 사회의 변천속에서, 모든 사회의 기능이 어떻게 사회 각 분야에서 효율적으로 적응할 수 있는가 하는것이 중요한 문제로 대두되고 있다. 효율적인 사회의 기능을 위해서는 근본적으로 이를 조정하는 국가나 기관, 또 법률과 법규가 있어야 한다. 즉, 사회적 기능이 효율적으로 작동하기 위해서는 조직적인 행정제도와 기구가 뒷받침되어야 한다. 이와같이 체육에서도 행정적인 기구와 조직이 필요 불가결한 것이며, 국가적 차원에서의 체육에 대한 인식과 그 위치는 이러한 행정적 능력에 따라 결정 지어 진다. 따라서 국민의 체력과 체육발전, 스포오츠의 활성화는 곧 국력과 직결되는 것인 만큼 체육행정기구와 그 제도 확립은 매우 중요한 문제라고 본다. 행정학이 타 학문에 비하여 도입된 역사는 짧으나, 급속도로 발전하고 있는 반면 체육행정학은 아직 답보상태를 면치 못하고 있으며 보다 능동적인 연구가 요구되고 있다. 현재 국민의 사회적, 문화적 수준등은 괄목할 발전을 보이고 있으나, 유독 체육행정학은 다른 학문의 발전에 비하여 심한 불균형현상을 보이고 있다. 이는 1960년대 후반에 접어 들면서 " State amaturism"의 대두와 더불어 국제경기에서의 지나친 승부욕에 그 원인을 찾을 수 있다. 현재 세계는 경쟁적인 체육과 전국민을 대상으로 하는 생산적인 건민 체육의 정책이 추진되고 있는 추세이다. 그러므로 우리나라도 이러한 정책추진이 불가피해졌다. 이러한 여건속에서 체육행정기구 및 조직의 효율적 운영이 무엇보다도 시급한 문제로 제기 되고 있다. 86아시안게임, 88서울올림픽을 대비한 선수양성의 문제, 체육문화를 통한 국제관계의 증진 국민의 건강과 체력을 유지, 강화하기 위한 우리나라 체육행정조직과 제도에 관하여 조사하고 우리나라 체육행정의 역사적인 변천과 현황을 분석하였으며 미국, 서독, 일본 소련의 체육 정책, 기구와도 비교 분석하였다. 그 어느 나라도 훌륭한 정책수립 보다는 이를 효율적으로 실천하는것의 중요성과 그 국가사회의 실정에 맞는 토착적인 정책수립이 중요하며 행정조직에 있어서는 상향식을 취하여 하부조직을 강화시켜야 할 것이다. 체육행정기구 현황에 있어서는 해방이후 부터 현재 체육부에 이르기 까지의 과정 및 체육정책과 관련법령을 분석하였으며 현행 체육행정기구의 조직과 현황을 중심으로 연구하였다. 따라서 본 연구에서 우리나라 체육행정기구의 조직 및 체계를 총괄하여 고찰하여 본 경과 상부와 하부의 연결이 Unbalance를 보이는 역 피라밋 형태의 모순을 나타내고 있음을 알 수 있고 행정요원의 전문직화가 잘 이루어지지 않고 있음을 알 수 있었다. 그러므로 체육행정기구가 제기능을 충분히 발휘할 수 있도록 활성화함이 필요하다고 생각한다. 본 연구는 합리적인 체육행정기구의 운영에 대한 중요성을 인식시키고자 했던 시도에 불과하며 본 연구의 결과에 나타난 문제점을 기초로 하여 합리적이고 효율적인 체육행정기구의 운영에 관한 연구가 계속되어야 하리라고 생각된다.
