한국사회체육 활성화를 위한 발전모형 개발에 관한 연구

Abstract

The purpose of this study to observe the problems involved in the development of the sports for all in Korea in terms of its adminstration, facilities, program, leadership, and on the basis of this enhancement, to present a concrete and practicable model of its development. With regard to the methodology to the research, first of all, various reference, the literature on the subject and preceeding researches related with the sports for all are collected for the material. The analysis has lead to the derivation of the problems in all its aspects of the development. From a comparision and analysis of foreign policies of sport for all with Korea, For such I have studied the conclusion related to the purpose. I hereby suggest a concrete model, by making best of the analysis, which can be adapted in the situation of the sports for all in Korea. 1. One of the most significant interfering with the development of the sports for all in this country lies in the inefficiency of its adminstration. In order to solve the problems we should hasten the autonomy of it make a decisive stride toward scientification and efficiency of the sports adminstration and management at large. 2. A number of deficiencies of the facilities make it difficult for the general public to take an advantage of the facilities at ease and at will. We should provide every citizen with an equal opportunity for the national welfare for all. 3. Program is the very content which should provide us with the motivation and method for our daily practice of it. The problems of program involved in sortage of the number of the sports ite us, lack of their variety, and inefficiency of the distributional system of the programs. 4. The absolute number of competent professional leaders in Korea falls short of the demand of the society at large, due to lack of the educational institutes for this purpose, inefficiency of the leader training system, and a bad working condition of the leaders in general. In order to solve the problems facing the sport for all movement in Korea and attain the aims which we have set, we must not support and nurture any one of the above stated policies and measures exclusively, but all of them on equal terms within an organization linking system, finally contributing to a harmonious development of the sport for all movement in this country.;고도産業化와 都市化의 급격한 社會變動을 經驗하고 있는 現代社會에서 個人 및 社會의 價値觀 및 行爲規範등의 혼란이 가중되고 있는 실정이다. 이와같은 社會問題에 對한 解決과 改善方案으로서의 體育活動은 個人的 次元에서 自我發見이며, 社會的 次元에서는 市民精神의 涵養, 國家的 次元에서 國民和合등의 고유기능을 내포하고 있다. 따라서 社會體育活動은 社會構造의 變化로 인한 인간 소외·운동부족·그리고 각종 스트레스의 가중과 같은 社會病理現況을 치유할 수 있어, 體育活動의 장려 및 支援은 시급한 社會的 課題로 등장하게 되었다. 본 연구는 오늘날 우리나라 社會體育이 안고 있는 問題를 社會體育의 組織, 施設, 프로그램, 指導者등을 中心으로 外國의 先進社會體育國들과 比較 分析한 結果를 基礎로하여 成功的인 社會體育發展을 도모할 수 있는 基本的이고 實踐的인 開發模型을 提示하는데 그 目的이 있다. 이에 本 硏究는 社會體育의 槪念과 目標를 명료화하고 外國의 社會體育 現況 및 政策등을 考察하므로써 우리나라 社會體育 活性化의 선험적 토대를 마련하였다. 硏究節次로 硏究의 資料가 될 수 있는 각종 參考文獻 및 先行硏究를 수집, 이들 자료를 기저로 社會體育 現況을 分析하고 제반문제점에 따른 部門別 개선책을 提示하였다. 이상의 硏究를 通해서 얻은 硏究結果를 바탕으로 다음과 같은 社會體育 活性化 方案을 나타내면 다음과 같다. 1.組織 '88서울올림픽 이후 體育政策은 우수선수 育成이나 行政中心에서 실질적인 社會體育 振興을 爲한 部門으로 과감하게 전환되어야하며, 行政의 效率化를 극대화하기 위해서는 體育行政 要員의 專門化가 要求되는 바, 이를 위해서는 현행 임용제도를 개선하고 行政要員의 硏修敎育 기능을 강화하는 制度가 강력하게 要求된다. 2.施設 外國의 社會體育에 비하여 施設의 擴充이 절대적으로 必要하며, 기존의 敎育體育 施設을 보완하여 地域住民들에게 전면 개방할 수 있는 유기적인 체제를 강구하고, 民間團體 體育施設의 活用을 극대화하는 政策이 적극 施行되어야 하겠다. 또한 體育施設이 가급적, 집중적, 다목적으로 설치하도록 하고, 여러개의 近隣簡易體育施設을 지역별로 설치, 운영하므로써 施設活用의 效率性을 높여야 하겠다. 특히 기존의 자연환경과 자우너을 활용한 종합적인 廣域體育施設의 확충이 국가적 차원에서 活性化되도록 해야겠다. 3.프로그램 社會體育 프로그램은 社會活動主體의 목적, 흥미, 수준 등에 따라 다양하여야 하며 성,연령,지역,시설 등의 특성 등을 고려하여 개발 보급하도록 한다. 또한 學校및 近隣體育施設을 이용한 만남의 광장, 스포츠교실, 公共體育施設을 이용한 여러가지 체육행사 프로그램의 개발과 연구에 적극적인 政策을 실시하도록 하며, 國家財政支援을 통한 프로그램 전담기구의 설치 운영이 要求된다하겠다. 4.指導者 專門化된 指導者를 양성하기 위해서는 指導者 資格制度를 정비하고 資格試驗을 강화하여야 하며, 社會體育指導者의 機能을 擴大하고 각 대학들을 活用하여 지도자 양성체제를 체계화한다. 뿐만아니라 지도자의 效率的 配置 및 임용의무제를 강화실시하도록 한다. 또한 유능한 社會體育指導者를 유입할 수 있도록 指導者에 對한 보수, 근무여건 및 복리후생제도가 정착되도록 한다.
