안산국제거리극축제의 성공요인 분석

Abstract

우리나라의 지역축제는 1995년 지방자치제가 시행된 이후로 단기간에 전국적으로 증가하였다. 지역축제의 양적인 증가는 콘텐츠의 다양화로 이어지기도 했지만, 비슷한 주제와 콘텐츠가 반복적으로 사용되거나, 지역문화의 특색을 살리지 못하고 성공사례를 무조건 따라하는 등 몰개성한 축제도 우후죽순으로 생겨나고 있다. 이로 인해 수억 원을 투자했지만 별다른 효과를 거두지 못하고 시민들의 세금만 소진하거나 지역민에게 외면당하고 짧은 기간에 소멸되는 등 실패한 축제 사례도 늘고 있다. 그동안 지속가능하고 성공적인 축제를 만들기 위해 축제 성공사례를 분석한 연구가 다수 이루어졌다. 이들 연구는 주로 축제 자체의 내부적인 성공요인을 분석하고 축제가 갖춰야 할 조건을 제시하는 경우가 많았다. 최근 신설된 지역축제의 경우 지역 발전과 지역 브랜드화를 목표로 개최지인 지자체와 긴밀하게 연계하여 지역성을 파악할 수 있는 환경을 살펴보는 것이 중요하다. 따라서 본 연구에서는 지역축제의 성공요인을 살펴보기 위해 축제의 조성맥락인 지역의 거시적 환경을 분석하고, 이를 통해 지역의 특색을 살린 성공적인 축제가 되기 위한 필수 요인에 대해 탐색할 것이다. 또한, 본 연구의 주요 연구대상으로 지역축제의 성공사례로 여겨지는 안산국제거리극축제를 통해 지역축제의 내부 성공요인을 분석할 것이다. 안산국제거리극축제는 중소 공업도시 안산을‘문화도시’로 탈바꿈 시키는데 주요한 역할을 해냈다. 시민을 주인공으로 만드는 시민 문화축제를 지향하고, 주민들은 적극적인 참여의지를 보였으며, 다채로운 공연 프로그램으로 다수의 상을 수상하기도 한 성공적인 축제이기도 하다. 이에 따라 본 연구는 안산시에서 안산국제거리극축제가 어떻게 14년간 연속 개최되었으며, 지역성을 살린 대표 성공축제로 자리매김하게 되었는지 그 요인을 분석할 것이다. 이를 위해 축제의 근원지인 안산시를 거시적 환경분석(PEST)을 활용하여 분석하였고, 선행연구에서 중요 성공요인으로 추출된 8가지 요인을 통해 안산국제거리극축제의 내부성공요인을 분석하였다. 마지막으로 분석내용 요약을 통하여 개최도시와 축제내부자들이 안산국제거리극축제를 성공적으로 만들었는지 살펴보았다. 연구의 결과는 크게 세 가지로 요약될 수 있다. 첫째, 안산시는 외국인이 많은 중소 공업도시라는 사회문화적 배경에서 비롯된 부정적 이미지를 안산국제거리극축제라는 지역문화정책의 하나를 통해 바꾸려 했으며, 이는 안정적인 재정 상황과 도시 인프라의 증진 및 스마트폰의 등장이라는 기술적 상황으로 뒷받침되었다. 둘째, 안산국제거리극축제의 성공요인은 거리극이라는 특성을 내세운 일관된 전략이 있었으며, 주민 참여와 지역 상권과의 연계를 통해 지역민의 축제참가의지를 강화하였고, 탄탄한 운영조직 및 예산은 축제가 매년 발전할 수 있는 밑거름이 되었다. 셋째, 앞서 전반적인 내용을 통해 안산시의 문화도시정책 및 문화재단 설립과 축제의 신설이 서로 맞물려 있었으며, 축제를 통해 시의 이미지 변화가 가능했고, 이는 지속 가능한 축제를 위한 안정적 예산지원으로 연결되었다. 이처럼 지역의 현황과 특수성은 안산국제거리극축제가 보다 성공적인 위치에 자리할 수 있도록 일조하였다. 본 연구는 거시적 환경분석의 연구를 통하여 지역축제의 근원과 맥락을 분석했다는 점에서 큰 의의가 있다. 이는 지역축제가 독립적으로 생성되는 것이 아니며, 지역의 사회적 맥락인 환경 속에서 생겨나고 발전한다는 점에서 의미 있는 시도이다. 특별히 최근 지역성의 중요성이 강조되고 있는 지역축제의 경우, 지역발전 및 지역브랜드화라는 긴밀한 목적을 가지고 탄생하는 경우가 많기 때문에 축제와 분리될 수 없는 개최도시에 대한 연구는 매우 중요하다. 후속 연구에서 본 연구의 방법과 결과가 앞으로 지역축제의 성공적인 개최를 위한 예비조사나 지역축제의 실태연구에 일조하기를 기대한다. ;Local festivals in Korea increased nationwide in a short period of time since the implementation of the local autonomy system in 1995. Although the quantitative increase of local festivals has led to the diversification of contents, festivals that have been inactivated, such as repeated use of similar subjects and contents, or failing to take advantage of local culture, and unconditionally following success stories, are emerging. As a result, it has invested hundreds of millions of won, but it has not effective and the number of cases of failed festivals such as exhaustion of citizens' taxes or it turned away from local people and disappearing in a short period of time There have been a number of studies that have analyzed festival success cases to create sustainable and successful festivals. These studies mainly analyzed the internal success factors of the festival itself and often presented the conditions that the festival should have. In the case of newly established regional festivals, it is important to look at the circumstances that can be closely related to the local government, which is the host city, to identify the locality, since it aims at regional development and local branding. Therefore, in order to examine the success factors of regional festivals, this study will analyze the macro circumstance of the region, which is the context of festivals and explore the essential factors for becoming a successful festival by exploiting local characteristics. In addition, I will analyze the internal success factors of regional festivals through the Ansan International Street Festival, which is considered as a success of local festivals. Ansan International Street Festival played an important role in transforming Ansan, a small industrial city, into a 'cultural city'. The citizens' cultural festival, which aims to make citizens the main character, has shown a willingness to participate actively, and it is also a successful festival that won numerous awards with various performance programs. Therefore, this study will analyze the factors that have led to the establishment of Ansan International Street Arts Festival in Ansan city for 14 consecutive years, and as a representative success festival utilizing the local characteristics. For this purpose, Ansan city, which is the origin of the festival, was analyzed using Macro circumstance Analysis (PEST) and the internal success factors of the Ansan International Street Festival were analyzed through eight factors extracted and use which are important success factors in previous research. Finally, I summarized the analysis to see how the host cities and festival insiders made the Ansan International Street Festival more successful. The results can be summarized into three broad categories. First, Ansan city changed the negative image originated from the socio-cultural background of “a small and medium-sized industrial city with many foreigners” through one of the local cultural policies called Ansan International Street Festival, it was supported by the technical situation of appearance. Second, the success factor of the Ansan International Street Festival was a consistent strategy that characterized the distance play. Through the participation of local residents and local merchants, the local residents' willingness to participate in festivals was strengthened. It has become the foundation to develop every year. Third, through the overall contents, the establishment of the cultural city policy and cultural foundation of Ansan city and the establishment of the festival were interlinked. Through the festival, it was possible to change the image of the city and this led to the stable budget support for the sustainable festival. In this way, the status and specificity of the region contributed to the more successful positioning of Ansan International Street Polar Express. This study is significant in that it analyzes the origin and the context of local festival through the study of macro environmental analysis. This is a meaningful attempt in that local festivals are not created independently but are generated and developed in the local social context. Especially in the case of regional festivals where the importance of localism is emphasized recently, it is expected that the methods and results of this study will contribute to the study of preliminary research for regional festivals and the status analysis of regional festivals.
