요인분석을 활용한 공공기관 경영실적 평가결과 연구

Abstract

본 연구는 2016년도 기획재정부에서 발표한 공공기관 경영실적 평가결과를 기반으로 요인분석을 통해 평가지표 분류 체계의 현황을 재해석하고, 피 평가자인 기관의 유형별 전략적 대응방안을 도출하는데 있다. 현재 공공기관 경영평가 실적평가 방법은 각 공공기관의 전년도 혹은 최근 몇 년간의 경영 개선 추세와 평가 년도 경영개선 실적 또는 사업목표 달성도를 바탕으로 지표별로 점수를 부여하고, 부여된 점수를 합산하여 ‘A’, ‘B’, ‘C’, ‘D’, ‘E’ 등 기관의 등급을 부여하는 방식으로 진행되고 있다. 그러나 종합점수에 결과에 따라 기관을 유형화하여 해석하는 방식으로는 타 기관 벤치마킹 등 경영개선을 위한 방안마련에 객관적 기준을 제공하지 못하며 이는 “공기업·준정부기관의 경영효율성을 높이고, 경영개선이 필요한 사항에 대해 전문적 컨설팅을 반영한다.” 라는 공공기관 경영평가의 기본목적을 수행하기에 실무적 한계가 있다고 판단하였다. 논문의 내용은 4개의 절로 나뉘어져 있다. 1절에서는 연구 전반의 기본적 이해를 위해 공공기관 경영평가 지표구성(본 연구의 주요변수로 활용) 대한 간략한 설명하였으며, 2절에서는「2016년도 공공기관 경영평가 평가편람(2016. 11)」,「2016년도 공공기관 경영평가 평가보고서(2017, 8)」등을 바탕으로 재구성한 데이터를 설명하였다. 또한, 3절에서는 기초 분석을 시작으로 상관 분석(Correlation analysis), 요인분석(Factor analysis), 분산분석(Analysis of variance), 사후분석(Turkey의 HSD 방법) 등을 실시한다. 그리고 분석된 결과를 바탕으로 4절 결론 및 논의를 정리하였다. ;A study examines the status of the assessment indicator classification system based on the results of the public institutions’performance assessment announced by the Finance Ministry in 2016 and introduces a strategic response method for each type of institution that is an evaluator. The current assessment method for the public institutions’performance assessment is based on the trend of management improvement in the previous year or in the recent years, and grades "A~E” are assigned to grade by indicators according to performance improvement or achievement goals of the assessment year. However, as a result of the comprehensive score, the type of interpretation of the institution can not provide an objective standard for the improvement of management such as benchmarking of other institutions. This means that there are practical limitations in carrying out the basic purpose-“Improve the management efficiency of public and semi-governmental organizations, and reflect professional consulting on issues that require improvement of management.” of public agency management evaluation.
