고등학생의 경제적 이해 정도와 FTA의 경제적 효과에 대한 인식

Abstract

현행 교육과정 경제 교육의 목표는 경제 사회 환경의 변화와 전망에 능동적으로 대처할 수 있는 경제적 사고력과 의사 결정 능력을 길러 책임 있는 경제 주체로서 국민 경제 발전에 기여할 수 있는 민주 시민의 육성이다(교과부, 2009). 이는 궁극적으로 경제 생활에서 뿐만 아니라 다양한 사회 문제에 대처하고 합리적 의사 결정을 통해 사회 문제에 참여하는 민주시민으로서의 자질을 함양하게 될 것이다. 최근 어느 사회를 막론하고 대외적인 경제적 환경의 변화 중 가장 큰 영향력을 행사하는 것은 바로 경제적 세계화이다. 그 중에서도 FTA의 확산은 세계의 무역 장벽을 낮추며 한국 경제에 있어 선택이 아닌 필수적인 경제 변화가 되었다. 정부도 글로벌 FTA 네트워크 구축 전략을 구상해 오고 있다. 이미 한국 경제는 다양한 나라와 FTA를 체결 후 10여년 동안의 실적을 통해 가시적인 성과를 보이고 있다. 하지만 이러한 성과에도 불구하고 경제적 지식과 이해의 부족으로 FTA에 대한 경제적 효과에 대한 이해가 부족하여 FTA에 대한 객관적인 평가를 내리지 못하는 경우가 있다. 경제적 세계화의 흐름에 앞으로 사회에 진출할 고등학생들의 좀 더 성숙한 판단과 객관적인 의사 결정이 필요할 것이다. 그리고 그 판단과 의사 결정의 기저에 올바른 경제적 지식과 이해를 위한 경제 교육이 필요할 것이다. 이러한 문제 의식 하에 본 연구에서는 고등학생의 경제 교육을 통한 경제적 이해 정도와 경제적 이해 정도가 현안 문제인 FTA의 경제적 효과를 어떻게 인식하고 있는지를 살펴봄으로써 경제 교육을 통한 경제 지식과 이해가 당면하는 경제 문제에 대한 의사 결정에 어떤 영향을 미치는지에 대해 실증적으로 검토해 보고자 하였다. 이를 위해 자료 수집 방법은 경기지역(안양, 부천, 시흥)의 고등학교 2,3학년 502명을 대상으로 질문지법을 실시하였다. 본 연구는 첫째, 고등학생의 경제 교육이 경제 이해도에 어떤 결과를 미치는지 알아보기 위하여 기존 KDI(2002)에서 개발한 경제 이해도 테스트 문항 중 고등학교 경제 교육 내용 체계의 지식 목표에 관련된 개념을 고려하여 공정윤(2008)이 사용한 문항을 인용, 수정하여 사용하였다. 둘째, 경제 이해도에 따른 FTA의 경제적 효과에 대한 인식을 알아보기 위하여 미국의 국제경제연구소(IIE)에서 발간된 Globalization and the Perceptions of American Workers(Kenneth F.Scheve And Matthew J.Slaughter, 2001)를 참고해 논문의 취지와 한국적 상황을 고려하여 설문을 수정·보완하여 사용하였다. 본 연구의 결론을 정리하면 다음과 같다. 첫째, 학교에서의 경제 과목의 수강은 경제 이해도와 양의 상관 관계를 갖는다. 전체 평균은 56.96점으로 경제 이해도 수준이 다소 낮은 것으로 나타났지만 남학생보다는 여학생이, 사회 과목 성적이 높을수록, 경제 이슈 관심도가 높거나 경제 지식의 출처를 경제 교과서나 참고서로 선택한 학생들의 성적이 높게 나타난다. 이는 학교에서의 체계적인 경제 교육의 중요성을 다시 한번 강조하게 한다. 둘째, 경제 이해 정도와 FTA의 경제적 효과에 대한 인식에 있어서 대체로 경제 이해도 테스트 점수, 사회 과목 성적 등이 유의하였다. 경제 이해도가 높을수록 경제적 효과에 대한 이해와 의사 결정 부문에서 긍정, 부정의 의사 결정을 하는 경우가 많았으며 경제 이해도 성적이 낮거나 사회 과목 성적이 중, 하일 경우 선택의 문제에 있어서 잘 모르겠다는 반응이 높게 나타난다. 이를 통해 경제적으로 합리적 의사 결정이 이루어질 때, 경제적 지식과 이해가 전제 되어야 하며 특히 경제 교육을 통한 객관적인 지식과 이해가 필요함을 강조한다. 본 연구는 경제 교육을 통한 경제적 지식과 이해의 정도가 현실적인 경제 문제의 합리적 의사 결정에 영향을 미칠 수 있는지를 통해 경제 교육의 효과성을 검증한 것에 의의를 지닌다. 이 연구를 통해 다시 한번 사회 변화에 따른 경제 교육의 중요성을 인식해야 한다. 또한 사회 생활의 주가 되는 경제 생활을 함에 있어 직면하는 여러 가지 경제 문제를 객관적 지식과 이해를 바탕으로 합리적인 의사 결정을 할 수 있는 시민을 양성하기 위한 지속적인 교육 방안에 대한 연구가 있어야 함을 논한다.;What is exerting the greatest impact recently among the changes of the external economic environment is the economic globalization regardless of any society. Among them, the proliferation of FTA became an essential economic change, not an option, in Korea's economy lowering the trade barriers. The high school students who will enter into society may require more mature judgment and objective decisions on flow of economic globalization. In addition, they would require economic education for proper economic knowledge and understanding on the basis of their judgments and decisions. In the present study, with these issues in mind, we wanted to review empirically how the economic education of high school students influenced their decision-making on economic problems by looking at the degree of their economic understanding through economic education and how the degree of economic understanding was in awareness of the economic effect of FTA, which was the pending issue. Research problems of this study were as follows. Research issues: How is the degree of economic understanding in awareness of the economic impact of FTA, which is the pending issue? Summarizing the conclusions of this study is as follows. First, taking economic courses at school has a positive correlation with the degree of economic understanding. The higher the grade of social studies or the interest in economic issues of student is, the greater the degree of economic understanding, also the students who selected economic textbooks and reference books as the source of economic knowledge showed greater degree of economics understanding. This made us recognize the importance of systematic economic education at schools once again. Second, in the degree of economic understanding and in the perception of the economic impact of FTA, test scores on the economic understanding, international economic comprehension, and social studies were significantly meaningful. Therefore, when economically rational decisions were made, this study stressed the fact economic knowledge and understanding should be the prerequisite for such decisions and that it was particularly necessary to have objective knowledge and understanding through economic education, This study is significant in that it verified the effectiveness of economic education through investigating whether the degree of economic knowledge and understanding through economic education had influence on practical economic problems. The importance of economic education depending on social changes should be recognized once again through this study. This study also argued that the need for research on the continuous training plan in order to train a number of citizens who could make rational decision based on the objective knowledge and understanding on economic problems that were encountered in economic life, which was the main part of social living.
