재외동포를 위한 한국이해교육

Abstract

Modern society is remarkably different from traditional one which was formed on an ethnic or national basis. Globalization is serving to combine heterogeneous types of culture and accept diverse characteristics across ethnic groups and countries to reconstruct global social culture. In this situation, however, some ethnic or cultural groups often fails to be adapt themselves to such a social change and ultimately ceases to exist due to those with social, political, and economic power. This study aimed to maximize an effect of cultural education for overseas Koreans and to provide them with a better understanding of Korea and help them grow to be a model global citizen. For this purpose, the study tried to analyze overall reality of current education for overseas Koreans and cultural education for them and to suggest desirable cultural education to help them cope with future society. Both a textbook analysis and a survey with teachers demonstrated that it was desirable to give instructions on comtemporary daily life and cultural differences to meet students' requirements rather than describing too rigid practices such as excessively traditional ones, cultivation of patriotism, and contributions to national development. Therefore, the following suggestions were made to provide effective cultural education to overseas Koreans. First, for educational and support systems, ① it is necessary to consider an increase of educational facilities and how to support them and to provide the legal basis for sufficient educational opportunities to realize stable and systematic instruction in consideration of local educational conditions and educational variations. ② It is desirable to select practical educational substances and develop an integrated curriculum to provide overseas Koreans with good-quality educational contents and methods which can help grow to be a democratic citizen in global society. ③ It is necessary to establish research-period and teacher-screening systems and to put importance on professionalism in dispatching and employing teachers. And ④ it is desirable to form and manage such organizations as a 'Textbook Development Committee' to develop and supply effective textbooks and teaching materials and to enable overseas Koreans to use communication media and periodicals as well as many other learning materials in Korean and local languages. Second, for cultural and teaching contents, ① it is necessary to develop a curriculum and detailed teaching plans for realizing level learning with goals of 'understanding the situation of Korean society and establishing identity as a Korean' and 'cultivation of talent as a democratic citizen through an understanding of global culture, and advancement and globalization of Korean culture.' ② It is necessary to select efficient and practical educational substances. Based on a traditional value, it is desirable to provide objective materials which can meet the current situation and help them understand the entire social and cultural situation in Korean society. And it is important to bring long-term improvement to educational substances, for example, by giving instructions on differences between people from different culture and required attitude for coping with globalization. ③ It is necessary to form a professional research team for cultural education to deal with effective educational substances. Besides, periodic seminars and academic conferences will serve to provide evaluation and improvement of educational substances, develop various learning themes and materials applicable to practical life, and develop a curriculum suitable for learners' level and stage.;현대 사회는 과거의 민족이나 국가를 중심으로 결합되었던 전통 사회와는 많이 다르다. 세계화라는 이름 속에서 민족과 국가의 경계를 넘어서 서로 이질적인 문화들이 결합하여 다양한 형태의 특징들을 수용함으로써 세계의 사회문화를 새롭게 재구성하고 있다. 그러나 이런 상황 속에서 사회적, 정치적, 경제적으로 강한 민족이나 문화는 힘에 밀려 어떤 민족이나 문화는 새롭게 형성된 사회 속에서 조화하지 못하고, 완전히 소멸되어 버리는 경우들이 흔하게 발생한다. 본 연구는 재외동포를 대상으로 한 문화교육의 효과를 극대화하고 이들의 한국 이해에 대한 열망과 세계모범 시민으로 성장을 실현하는데 도움이 되고자 하였다. 이를 위해 현재의 재외동포교육 전반에 대한 현실과 재외동포를 위한 문화교육에 대해 분석하는 한편, 미래사회에 대처할 수 있는 바람직한 재외동포를 위한 문화교육의 방향을 모색하고자 하였다. 교재분석과 교사들을 대상으로 한 설문조사를 통해 교육내용에 있어서 지나치게 전통적인 것과 애국심을 함양하여 국가의 발전에 이바지해야 한다는 내용으로 너무 딱딱하게 서술되기 보다는 학생들의 학습욕구에 맞추어 현대일상생활과 문화간 차이에 대한 내용을 중심으로 다루어야 하는 것으로 조사되었다. 이에 효과적인 재외동포를 위한 문화교육을 위해 다음과 같이 개선방향을 제시하였다. 첫째, 교육 및 지원체제 면에서는 ① 교육시설의 확대 설치 및 지원방법에 대한 고려와 함께 현지의 교육 여건, 교육의 다양성을 지향하면서도, 안정적이고 체계적으로 이루어질 수 있도록 법적인 기반을 마련하여 교육기회가 충분히 제공되어야 한다. ② 현실성 있는 교육내용을 선정하고 세계 사회의 민주 시민으로 발전할 수 있도록 통합적인 형태를 통한 교육과정을 개발하여 양질의 교육내용 및 방법 제공될 수 있도록 해야 한다. ③ 연구년 제도 및 교원 선발 제도를 마련하여야 교원 파견 및 채용에 있어서 이들의 전문성을 제고해야 한다. ④ 효과적인 교재 및 교육 자료의 개발·공급을 위해서 '교재개발위원회' 등을 조직·운영하고, 한국어 및 현지어로 다양한 학습 자료와 함께 통신매체 및 정기 간행물 등을 활용할 수 있도록 해야 할 것이다. 둘째, 문화교육 교재 내용 면에서 ① '한국사회 현상에 대한 이해와 한국인으로서의 정체성 확립'과 '세계문화의 이해와 한국문화의 선진화 및 세계화를 통한 민주시민의 자질 양성'이라는 목표 아래 교육과정과 구체적인 교수요목들의 개발하여 수준별 학습이 이루어지도록 해야 한다. ② 효율적이고 현실성 있는 교육내용이 선정되어야 한다. 전통전인 가치를 기반으로 하되 현대 한국 사회의 전반적인 사회·문화 현상에 대해 이해할 수 있도록 객관적이고 시대의 흐름에 맞는 자료들을 제공하여야 할 것이다. 그리고 다양한 문화를 가진 사회들은 어떠한 차이가 있고, 세계화에 발 맞추어가지 위해서는 어떠한 태도로 임해야 하는지에 대한 장기적인 안목으로 교육내용이 개선되어야 할 것이다. ③ 문화교육 전문가 연구팀을 구성하여 본 교육개발에만 전념할 수 있는 체계를 만들어 주어 실효성 있는 교육 내용들을 다룰 수 있도록 해야 할 것이다. 또한 정기적인 세미나와 학회 등을 통해 교육 내용에 대한 평가와 개선 방안에 대한 모색을 강구해 봄으로써 실제 생활에서 적용될 수 있는 다양한 학습 주제나 소재들을 개발하고, 학습자의 수준과 단계에 맞는 교육 내용을 개발할 수 있을 것이라 생각된다.
