스웨덴 유아교육에 관한 일연구

Abstract

Preschool education is one of the most important courses of education in Korea and other countries. However, we meet some difficulties in coping with and solving the problems of preschool education which involves considerably many issues related to it, for example, social welfare system, social environment, trend of women's employment, and so forth. In this thesis, the researcher tried to draw out some hints and reference data which will be of help in finding out the better preschool education system in Korea by examining and assessing the historical process and current system of Swedish preschool education. To achieve the purpose of the study, the researcher mainly analyzed the present situation of the Swedish preschool education system by consulting the literature on the system and complemented the analysis through field surveys and case studies. The researcher could extract from this study some revealing fact that the Swedish government has achieved the goal to solve the problems of preschool education and women's employment with the result that the Swedish has developed its unique system with the internal consistency viewed from the point of social welfare. The result of the study can be summarized as follows: 1. It took comparatively a short time for the preschool education system of Sweden to stand on firm ground. 2. preschool system and day care service are controlled together according to the guide lines given by the higher and unified institution of preschool education. 3. Preschool education is given according to social welfare act which seems to leave nothing to be more desired. 4. It puts stress on making a sense of oneness through membership training. 5. Parents' participation is encouraged. 6. They pursue a flexible system which can meet the variable needs of the children and their families that have special problems. 7. One of the major aims of the preschool education in Sweden is to execute not as proxy for the role of family but rather as assistant. 8. It is practiced in close relation with local communities. Some specific problems of the preschool education system in Korea that the researcher can extract by the careful examination of the above-mentioned characteristics can be indicated as follows: 1. As the system of the preschool education and the day care in Korea is in the developing and expanding stages, the specific problems can be of help in perfecting the Korean system. 2. Special consideration should be given to the educational programs that can be helpful to the children who do have any difficulties in receiving their education. 3. The preschool education in Sweden can be a model in order to develop the social cognition and the effective relationship with other institution in context of social service.;유아교육의 문제는 단순히 그 자체의 개선에만 국한되는 것이 아니라 사회복지제도, 여성의 취업증가 및 사회적환경 등 복합적인 요소에 관련되어 있다. 본 연구는 복지사회로서의 안정을 이룩하였고, 따라서 유아교육에 있어서는 독특한 형태로 발전하였다고 평가되어지는 스웨덴의 유아교육을 살펴보고 역사적인 발달과정과 현황을 파악함으로써, 복지국가를 지향하고 있는 우리나라의 유아교육 및 아동양육 지원체제의 개발에 필요한 시사점을 찾고자 하는데 그 목적을 두고있다. 이러한 목적을 달성하기 위하여 스웨덴 유아교육의 역사적 발달, 제도, 법령, 교육목표, 프로그램 및 물리적 환경 등을 문헌을 통하여 분석하였으며 사례는 현장답사하여 확인하였다. 연구결과 스웨덴의 유아교육은 복지 정책적인 차원에서 유치원교육 탁아사업 및 여성취업에 관한 문제가 일원화된 독특한 형태로 발전되었음을 알 수 있었고, 더욱 발전된 제도를 강구하기 위하여 끊임없는 노력이 경주되고 있다. 본 연구에서 밝혀진 스웨덴 유아교육의 특징을 요약하면 다음과 같다. 1. 스웨덴의 유아교육은 비교적 짧은 기간(1930년 이후)에 현재와 같이 발달된 수준으로 정착되었다. 2. 유치원과 탁아사업을 통합한 일원화된 제도로 운영된다. 즉, Fo¨rskola이라는 단일체제하에서 탁아와 교육을 포괄하는 종일체제와 교육만을 담당하는 시간제 체제가 여러형태로 발달되고 있다 3. 유아교육은 사회 복지법의 법적기준에 따라 운영되어 복지제도나 물리적환경은 매우 양호한 상태이다. 4. 스웨덴의 유아교육은 집단 행동을 통한 연대감 형성을 중시한다. 5. 스웨덴의 유아교육은 부모의 참여를 중시한다. 6. 스웨덴의 유아교육은 특수아동 및 가정의 요구에 맞도록 융통성 있는 체제를 확립해 나가고 있다. 7. 스웨덴의 유아교육은 가정의 역할을 대신하는 것이 아니라 보완하는 역할을 강조한다. 8. 스웨덴의 유아교육은 지역사회와 밀접한 관계를 맺고 있다. 위에서 논한 스웨덴 유아교육의 특징을 바탕으로 우리나라 유아교육 및 아동양육 지원체제의 개발을 위하여 계속 연구, 검토해 나가야할 과제를 제시하면 다음과 같다. 1. 우리나라의 경우 유치원과 탁아소 모두가 발전의 단계에 있고 앞으로 발전 확대해 나가야 하는 상태에 있으므로 이들을 통합하는데 효율적인 모델의 하나로서 참고할 만 하다. 2. 정상아만을 위한 유아교육기관이 아닌 특수아동의 수용기관에 대한 프로그램, 병원에 입원해 있거나, 기타 이유로 정상적인 등원을 할 수 없는 아동에 대한 배려 등을 연구할 필요가 있다. 3. 유아교육을 사회복지의 맥락에서 다른 관련기관의 협조를 얻을 수 있는 사회적 인식과 효율적인 관계개선 및 발전을 위한 참고가 될 것이다.
