국민학교 학급담임 선정에 관한 기초연구

Abstract

This thesis aims to investigate the practics of selecting of assigning classroom teachers and its related problems in Korean elementary schools, where the role of classroom teacher proves more critical than in any other school levels. The survey was conducted with the purpose of answering the following two questions. 1. What are the types of prevailing and expected methods of classroom teacher selection? 2. What are some of the conditions to be considered in the selection of classroom teachers in pur elementary schools. The subject of study are 50 elementary school principals and vice-principals and 500 teachers in both public and private schools of the West Education Distribt in Seoul. Collected data were processed and interpreted in percentage, and results are as follows. The prevailing method of assigning classroom teachers is the methods based on teacher's wish, while the expected methods by teachers in assigning a certain grade more than one year period, and the most apropriate length appears to be 2 or 3 years according to the findings of this study. The conditions to be considered in assigning classroom teacher are: the characteristics of each grade, professional abilities and skills of teachers, and some related problems at actual assigning time. (1) Characteristics of each grade: Teachers desire to be assigned to the grades they consider desirable, and most teachers think the easiest grade levels to teach are the second and the third, while the most difficult grades to teach are the first and the sixth. (2) Professional abilities skills of teachers : Teachers' abilities & skills are closely related to study & preparation of teaching materials, but the present korean school situation is that teachers are overloaded with miscellaneous school and classroom duties that leave little time for professional improvement. (3) Some related problems at actual assigning time. The final decision concerning classroom teacher selection are made by principals and vice-principals. It is desirable that they consider teacher's expressed wishes and ages, personalities and educational & professional background of teachers. Based on the above findings the following practices are to be recommended. Frist, in assigning classroom teachers, it is recommended that teachers are assigned to same grade at least 2 or 3 years rather than the present practice of changing grade yearly in terms of any casual impromptu decisions by the principals. Second, in order to select classroom teachers effectively, the following conditions are to be considered. (1) characteristics of each grade, teachers' wishes for certain grades, (2) sufficient provision and time for study & preparations of teaching materials.;본 연구의 목적은 현재 우리나라 국민학교에서 시행되고 있는 학급담임 선정의 실태와 관련된 문제를 밝히려는 것이다. 국민학교의 경우 학급담임의 역할이 교육의 질에 결정적인 역할을 한다고 할 수 있기 때문에, 학급담임을 어떻게 선정해야 하는가는 중요한 문제가 된다. 본 연구는 바로 이와 같은 문제에 대한 기초적인 정보를 제공하려는데 의의가 있다. 본 연구에서 구체적으로 답하고자 하는 질문은 아래와 같이 요약될 수 있다. 1. 현재 우리나라 국민학교의 학급담임 선정방법의 유형과 기대되는 학급담임 선정방법의 유형은 무엇인가? 2. 국민학교의 학급담임 선정에 있어서 고려되어야 할 사항은 무엇인가? 이상의 문제에 대하여, 본 연구에서는 서울시내 서부교육구청 관내 공·사립국민학교의 교장 또는 교감 50명과 교사 500명을 대상으로 질문지를 이용, 의견을 수집하였다. 수집된 자료는 백분율을 사용하여 처리·해석하였으며 그 결과는 다음과 같다. 1. 현행 우리나라 국민학교의 학급담임 선정방법의 유형은 주로 희망선임식이며 이에 대해 교사들이 기대하는 선정방법의 유형은 일정연한 학년고정식 담임제인 것으로 나타났다. 일정연한 학년고정식 담임제란 교사가 일정연한 동안 어느 특정학년을 고정해 놓고 담임하다가 변경하는 방법으로, 여기서 일정연한은 본 연구의 결과에 의하면 2∼3년이 적당하다고 보여진다. 2. 국민학교 학급담임 선정에 있어서 고려되어야 할 사항으로 본 연구에서는 학년의 특성, 교사의 능력, 학급담임 선정시의 문제를 검토하였다. ① 학년의 특성: 교사들은 그들이 희망하는 학년을 맡고자 하며, 주로 2,3학년을 담임하기에 쉬운 학년으로, 1,6학년을 담임하기에 어려운 학년으로 보고 있다. ② 교사의 능력: 교사들의 능력은 교재연구와 밀접한 관련이 있으나, 현재 우리나라 국민학교 교사들은 잡무처리로 인한 시간의 절대적 부족으로 교재 연구를 충분히 하지 못하고 있다. ③ 학급담임 선정시의 문제: 우리나라 국민학교에서 학급담임 선정에 관한 최종적인 결정권은 교장과 교감에게 있다. 이때 교장과 교감은 교사의 희망학년, 연령, 인성 및 교육열등을 고려해야 한다. 이상의 결과에 기초하여 다음과 같이 제언한다. 첫째, 국민학교에서는 한 교사가 2∼3년 정도 고정적으로 특정학년을 담임하다가 변경하는 일정연한 학년고정식 담임제를 실시하는 것이 바람직할 것 같다. 둘째, 국민학교 교육의 질적향상과 관련된 올바른 학급담임의 선정을 위해서는, 특정학년의 특성과 교사의 희망학년에 대한 고려, 교사들의 잡무부담의 경감과 충분한 교재연구를 위한 여건조성, 학급담임 선정시 교사의 희망사항의 배려등이 고려되어야 할 것이다.
