中共의 現代化 政策에 關한 硏究

Abstract

Since the communists took over the mainland China, they have heightened tension in Asia for various reasons. For this reason and geographical proximity, China is an important international factor to Korea. Even in Communism Societies the modernization of their countries is one of the most urgent requests; so China is now powerfully propelling the policy of 'the four modernization'. It means that she is determined to achieve the modernization of four fields - agriculture, industry, national defence, scientific skill, and will have established the strong and wealthy China by the 20th century. China departed from the model of Stalinist economic development and is increasingly occupied with the idea of the economic development model of Eastern European countries and Western capitalism. This implies that the new economic policy of China would eventually lead to sorts of economic relations with Korea. The contents of this thesis is as follows. Chapter one is the introduction which is presents study aim, its range, and method, Chapter Two reviews the historical background of China's modernization programmes in order to understand the modernization policy of the present leadership. Chapter Three tries to find out relations between the actual political struggles and economic policy. It describes the points of political struggle and, contents of the modernization policy which the new leaders Hua Guo feng. Deng Xiaoping have been propelling and the new measures of the economic revolution which, through many times modifications and changes, were announced this year, etc. Chapter Four deals with the future of China's economy and its economic relations with Korea. Chapter Five summarize the above contents. For the conclusion the suggests as follows: first, ideological factors are gradually fading away in the process of decision making secondly, the modernization policy would be strenuously carried out in spite of many difficult problems, and would be expected to be a successful. Finally, it is also predicted that the success of its economic policy would China' s international relations.;中共에 있어서 自國의 近代化는 가장 절박한 時代的 要請中의 하나임으로 西勢東漸의 충격으로 말미암아 오랜 停滯의 잠으로부터 깨어난 後進國의 知識人들은 民族主義 혹은 共産主義로 分岐되면서 外國支配로부터의 獨立과 社會的 後進性의 克服, 經濟成長과 科學技術의 導入에 의한 國力增强 및 그 利益의 全社會的 均霑을 構想하게 된것이다. 現在 中共은 「4個現代化」政策을 强力히 推進하고 있다. 즉 農業, 工業, 國防 및 科學技術의 4個分野에 現代化를 달성하여 西紀 2,000 年度 까지는 强力하고 富强한 中國을 建設하겠다는 것이다. 中共은 종래의 Stalin 式 經濟發展모형에서 탈피하여 東歐諸國과 西歐 資本主義 經濟發展모형에 관심을 증대시키고 있다. 本 硏究는 現 實用主義路線이 지향하는 新經濟政策의 內容을 파악하였으며 1980年代 後半期의 中共經濟를 展望하였다. 本 論文은 다음과 같은 內容으로 構成되었다. 序論은 開題提起와 硏究範圍 및 方法의 順으로 提示되며 中共이 궁극적인 目標로 삼고있는 現代化 政策을 理解하기위해 中共經濟의 發展過程을 검토함으로써 現代化를 推進하게 된 歷史的 背景을 조사하였다. 다음으로 現實的인 政治, 經濟的 背景을 알아 보았다. 그래서 權力鬪爭의 爭點과 權力勢力間의 分派, 新 지도층인 華, 鄧 體制가 實用主義路線을 형성하여 推進해 나가는 現代化 政策의 內容 또 數次의 조정개혁을 거쳐 금년에 발표된 新 經濟改革조치등을 분석 하였다. 끝으로 中共 現代化의 패턴을 장기에 걸쳐 制約하는 要因들을 分析함으로써 1980年代 前後半 中共經濟를 展望하였다. 結論으로는 中共의 新經濟政策을 分析하므로써 中共政策決定 과정에 있어서의 理念的 要因이 퇴색되어 가고 있다는 점을 파악하였으며 많은 難題를 수반하면서도 現代化政策을 위해 推進해 나가는 諸 政策은 合理的인 方向으로 分析되어 그 成果가 기대된다. 또한 오늘날 中共의 이러한 政策전환은 國際政治의 力學關係에 커다란 影響을 미치리라 豫側된다.
