국제회의 정보관리시스템 활용에 관한 기초연구

Abstract

21세기 정보통신 기술은 인적자원과 창의성 중심의 국제회의 산업에도 그 영향력을 미치고 있다. 최근에는 IT기술을 적극 수용하여 국제회의를 조직적으로 운영하고자 통합정보관리시스템을 사용하는 분위기가 조성되고 있으며, 이로 인해 국제회의 정보관리시스템에 대한 기초연구의 필요성이 제기되고 있다. 국제회의 준비과정에서 PCO(Professional Convention Organizer)들은 다양한 업무를 통해 생성되는 무수한 데이터를 체계적으로 관리할 수 있도록 하기 위하여, 경제적이고 규모에 알맞은 정보관리시스템을 필요로 한다. 이에 본 연구는 국제회의 유치 업무의 효율성을 높이고 국제회의 관련정보를 일관성 있게 관리할 수 있도록 정보관리시스템 이용을 널리 권장하기 위하여 현재, 정보관리시스템을 이용하고 있는 국제회의 대행업체 A, B, C사의 PCO 45명과 인터뷰를 실시하여, 결과를 분석하였다. 각 연구 문제 별 PCO들의 응답 결과는 다음과 같다. 첫째, PCO들이 정보관리시스템을 이용하며 느끼는 장점은 무엇인가? PCO들은 가장 큰 이점으로 첫째, 시스템의 안정적인 업무처리를 꼽았다. 이에 대한 하위 요인으로는 빠른 처리 속도, 시스템 안정성과 보안 안정성, 검색의 용이성과 배움의 용이성, 접근의 용이성이 있었고, 시스템의 다양한 기능, 일관된 결과, 대용량을 응답하였다. 둘째, PCO들은 효율적인 업무처리로 예기치 못한 급한 상황이 닥쳤을 때도 신속한 대처가 가능하고, 팀원들끼리의 의사결정이 빠르고, 업무에 몰입을 높여준다고 응답하였다. 셋째, 홍보효과로 우리 업체가 선진화된 통합정보관리시스템을 쓴다는 점을 외부에 알릴 수 있는 좋은 기회라고 응답하였다. 넷째, 시스템 이용으로 인한 만족도 증대로 고객에게 주는 신뢰감과 자기만족감을 줄 수 있다는 하위 요인이 있었다. 다섯째, 마지막으로 다른 업체보다 비교우위에 선점할 수 있다는 것과 고객들로부터 더 많은 비즈니스 기회를 창출해낼 수 있다는 응답이 있었다. 둘째, PCO들이 정보관리시스템을 이용하며 느끼는 문제점은 무엇인가? PCO들이 꼽은 문제점으로는 첫째, 시스템 자체의 문제이다. 타 업체와의 협력이 필요할 때에 호환성이 떨어지거나, 시스템 디자인 업그레이드가 필요하고, 시스템 기능 수정의 어려움을 겪거나 기능 부족의 응답이 있었다. 둘째, 경제적 문제로 많은 PCO들이 응답한 시스템을 이용하기 어려운 가장 현실적인 답변이었다. 이에 대한 하위 요인으로는 시스템 개발비용부담, 국가차원에서의 보조금 부재가 있었다. 셋째, 사전교육문제로 시스템 이용자를 위해서 교육 및 트레이닝이 부족하다는 점과 매뉴얼 부재가 문제점으로 지적되었다. 넷째, 홍보문제로 외부에 업체 간 사용을 유도하는 홍보가 절실하다는 것과 적극적 시스템 이용을 알리는 홍보가 부족하다는 점이 있었다. 다섯째, 보안문제로 타 업체에서의 시스템 모방 가능성, 해킹의 위험을 완전히 배제할 수 없었다. 여섯째, 사용 환경 조성 문제로 전략적 사용을 위한 회사의 방침이 적은 편이라고 응답하였다. 셋째, 정보관리시스템을 이용 활성화를 위한 향후 개선방안은 무엇인가? PCO들이 꼽은 개선방안으로는 첫째, 인프라구축이나 저가시스템개발과 같은 기술요인이 해결되어야 한다고 응답했다. 둘째, PCO들이 응답한 가장 큰 현실적 문제였던 경제적 문제에 대한 해결방안으로 국가차원지원확대, 후원업체로부터의 후원금지원과 같은 지원금이 필요하다고 응답하였다. 셋째, PCO가 시스템 이용할 때 어려움을 겪는 문제에 대한 방안으로 사전교육 및 정기적 트레이닝 확충과 매뉴얼 비치가 필요하다고 응답하였다. 넷째, 홍보부족에 대한 문제점 개선 방안으로 외부에 사용을 유도하는 홍보확대가 꼽혔다. 다섯째, 시스템 도용에 관한 문제를 해결하기 위해 시스템 저작권 등록이 있었고, 여섯째, 시스템이용 환경이 잘 조성되길 바라는 응답이 있었다. 이 논문의 활용방안은 다음과 같다. 첫째, 앞으로 정보관리시스템을 이용할 계획이 있는 PCO에게 시스템 이용 시 어떠한 장점이 있는지 유용한 정보를 제공할 수 있다. 시스템 이용의 장점 중에 PCO뿐만 아니라 고객에게도 상당한 심리적 만족감을 준다는 점은 경제적인 문제만 해결된다면 꽤 매력적인 요소로 작용할 것이라고 본다. 둘째, 현재 정보관리시스템을 이용하고 있는 PCO에게는 지적된 문제점을 보완하고 개선방안을 참고하여 향후, 최적의 시스템을 이용할 수 있도록 기초자료를 제시해 줄 수 있다. 예컨대 시스템 상에서만 볼 수 있는 시스템 이용 도움말 기능이 아니라 매뉴얼 제작 및 시스템 저작권 등록이나 시스템 개발 비용을 낮추는 방안을 고려해 볼 수 있을 것이다. 셋째, 정부 및 관련기관에 국제회의산업 진흥 보조금 지원에 대한 근거자료로 제시해 볼 수 있다. PCO들이 시스템을 이용하지 못하는 가장 현실적인 이유를 해결하기 위해서는 근본적으로 보조금 지원이 필요하다. 마지막으로, 본 연구의 한계점은 다음과 같다. 첫째, 본 연구는 질적 연구 방법으로 수행하였기 때문에 시스템 장점, 문제점 및 개선방안에 여러 요인들 간의 상관관계를 파악하는 데는 한계가 있다. 이를 해결하기 위해 후속 연구에서는 본 연구에서 파악된 여러 하위 요인들 간의 상관관계를 살펴 볼 수 있을 것이다. 둘째, 아직까지 국제회의분야에서 정보관리시스템을 개발하여 이용하는 PCO들의 수가 매우 적어 PCO 전체의 의견으로 보기 힘든 것이 연구의 제약이다. 따라서 이 연구가 PCO들의 적극적인 정보관리시스템 활용에 기여할 수 있기를 바란다.;Nowadays, Information Technology has brought a lot of revolutionary changes throughout the industries. This reflects PCO(Professional Convention Organizer) should need the integrated and effective information management system in international convention industry. In spite of this current situation, few studies on international convention information management system have been conducted. To deal with this lack of research on using of international convention information management system, this study was conducted to understand advantages, disadvantages of using system and to provide effective solutions to it. The purpose of this study, PCOs are to encourage the use of ICIMS(international convention information management system) widely for efficient operation. For this purpose, an interview study was designed to address the followings: 1) identify the advantages when PCOs utilize the ICIMS, 2) identify the disadvantages when PCOs utilize the ICIMS, 3) identify the solutions how to make up for these problems. Forty-five PCOs with using the ICIMS in 3 agencies were interviewed. The PCOs have been sampled by snowballing method. Each interview was recorded with the consent of the participant. The recorded data were later transcribed and analyzed using the MS-Excel(2007) software. The findings of this study are as follows: Firstly, there are five advantages on using of ICIMS. First advantage is most of the PCOs replied the stable process of the system itself. There are six sub-factors like speedy data-processing, secure stability, easy search, variable functions, consistent results and capacity. Second, efficient practice has three sub-factors like active settlement with difficult situation, rapid decision making and more devotion in work. Third, PCOs replied the promotion effect, Fourth, PCOs believed the using of system gives a feeling of satisfaction to clients as well as PCOs themselves. Fifth, PCOs felt through using the system taking up predominance, obtaining business opportunities. Secondly, there are six disadvantages on using of ICIMS. First disadvantage is the issues related the system itself. There are four sub-factors as drop off in compatibility, need system upgrade, lack of function and be in troubles with function adjustment. Second, the largest disadvantage among PCOs is the economic issues. This has two sub-factor like the responsibility of system development cost and absence of state subsidies. Third, PCOs felt lack of training, education or manual when they use the ICIMS. Fourth, there's not enough to notify system using recommendation. Fifth, It can be imitated the system model after another and has the possibilities of hacking. Last, this is still not available atmosphere to use system. Thirdly, there are six solutions how to make up for above problems. First, PCOs said It should be addressed technical factors; infrastructure, low-cost system development. Second, PCOs strongly contended fundraising ; state grants and sponsorship support. Third, PCOs needed to arrange training, education and manual of using system. Fourth, PCOs mentioned to step up publicity works on system using recommendation. Fifth, It will be allowed to register the copyrights. Last, it should be arranged the environment to induce the using system. This study has following implication. First, It can be provided some useful information and recommended to PCO with planning on using system. Second, try to become the best system to PCO already system used afterward. Third, try to present materials based on this study to government and related agencies for funding requests. The limitations of this research are as follows: First, since this study was a case study done with a limited population, it is difficult to see the all of PCOs' opinions and comments. Second, because this study utilized a qualitative method, there was a limitation in finding correlations among factors that answered question.
