Abstract
'같은 것을 볼 수 없지만 느낄 수 있습니다. 같은 것을 들을 수 없지만 즐길 수 있습니다' 모 방송사에 장애인과 함께 느끼고 즐길 수 있다는 한 공익광고의 내용이다. 우리는 정말 그들과 함께 느끼고 즐기고 있을까? 18.1%: 67.3%. 앞서 나온 수치가 뒤에 나온 수치의 1/3에도 못 미치는 이 통계의 결과는 지난 2008년 문화체육관광부가 조사한 장애인과 비장애인의 예술 관람의 비율이다. 차별금지, 평등이라는 단어로 장애인 복지를 정의하려 하고 장애인과 함께 느끼고 즐길 수 있다 광고하지만 앞서 본 통계로 봤을 때 적어도 문화적 복지는 아직 부족한 듯하다. 우리나라 등록 장애인의 수는 우리나라 전체인구의 5%를 차지하며 한 가족 구성인원을 4인으로 기준 했을 때 전체의 20%가 장애와 관련한 가족으로 앞으로 이러한 수치는 더욱 늘어날 전망이다. 이와 같이 장애인수의 증가는 더 이상 장애인을 소수자, 약자, 도움의 대상으로서가 아닌 한 사회의 구성원으로서 인정하고 사회, 문화적 비장애인과 마찬가지로 참여할 수 있도록 인식과 제도적 개선에 적극적 노력이 필요함을 역설한다. 현재 우리가 살아가는 이 세기는 정신적, 문화적 풍요가 경제적 풍요이상으로 개인의 삶의 질을 결정하는 중요한 요소로 작용하는 문화의 세기로서 문화향유와 문화복지의 정도가 개인의 삶의 질을 넘어 한 나라의 국력으로 대변되기도 한다. 박물관은 문화의 세기에 정신적, 문화적 풍요를 선사할 수 있는 문화복지의 중심체로 대중의 다양한 문화적 욕구와 권리 실현시킬 수 있는 최적의 공간으로 각광받고 있다. 과거 박물관이 특정계층의 전유물이었던 것에 반해 문화의 세기의 박물관은 누구나 방문하고 즐길 수 있는 공공의, 대중의 문화기관으로 우리의 일상생활과 매우 가까워져 있다. 그러나 이런 변화에도 불구하고 여전히 공공, 대중으로부터 소외받는 이들이 장애인들이다. 그간 장애인들은 사회, 경제적 약자로서 그 스스로가 '문화‘나 '삶의 질'에 대해 생각할 여유가 없었던 것이 사실이지만 그들의 문화적 권리와 삶의 질에 관해 우리 모두가 인식하지 못한 것도 소외의 원인일 것이다. 이제 장애인들도 삶의 즐거움이 경제적인 것뿐만 아니라 문화적 혜택에서 비롯될 수 있다는 인식을 하기 시작했고 이것이 인간다운 삶의 척도가 되기를 이르렀다. 본 연구는 이러한 장애인들이 당연히 누려야할 문화적 혜택을 비장애인들과 함께 동등한 입장에서 받을 수 있도록 방안을 마련해 보고자 하는데 목적이 있다. 이를 위해 서론에서는 연구 목적, 방법과 범위를 밝히고 있고 두 번째 장에서는 현재 우리나라의 장애인구 현황 및 개념, 현재 장애인의 여가와 문화생활을 알아보고 현재 장애인의 문화생활이 원활하지 못한 이유가 편의시설의 미비와 인식의 부재에 있음을 알고 그 해결책으로 유니버설디자인과 장애인식개선에 대해 살펴보았다. 그 다음으로 장애인의 문화생활증진을 위해 문화와 교육 기관인 박물관이 장애인에게 어떠한 역할을 할 수 있는지에 대해 살펴보았다. 세 번째 장에서는 국내·외 박물관의 장애인을 위한 교육프로그램 현황과 그 시설에 대해 살펴봄으로써 우리나라의 현재수준을 파악하고 앞으로 시사점을 도출해 보았다. 네 번째 장에서는 국내·외 사례에서 도출한 시사점을 바탕으로 박물관에서 장애인 교육프로그램의 활발한 운영을 위한 방안을 모색해 보았다. 외국과 같은 경우 오랜 박물관 교육의 역사만큼이나 장애인에 대한 인식과 시설, 교육 등을 제공하고 있다. 그러나 우리나라와 같은 경우 630여개의 등록 박물관 중 반을 훨씬 넘는 숫자의 박물관이 교육프로그램을 제공하고 있으나 그 중 장애인을 위한 시설과 교육프로그램을 운영하는 박물관은 손에 꼽을 정도의 극히 드문 것으로 나타났다. 장애인 역시 비장애인과 마찬가지로 문화적 욕구와 권리를 가지고 있으며 경제적인 것뿐만이 아닌 정신적, 문화적으로 풍요로운 삶을 지향하고 있다. 하지만 경제적, 사회적 약자로 분류되는 그들은 약자라는 굴레 속에 그 욕구와 권리를 행사하는 것은 불구하고 고려되지조차 못하고 있다. 장애인도 한사회의 구성원으로 박물관이라는 대중의 공간에서 그들의 문화적 욕구와 권리를 행사할 수 있으며 박물관은 비장애인과 마찬가지로 그들의 다양한 요구를 수용한 시설과 프로그램을 제공해야 할 것이다. 본 연구를 통해 장애인을 고려한 박물관 교육프로그램이 활발히 연구, 개발, 활용되고 문화예술에 대한 지속적인 교육의 기회를 제공함으로서 문화적인 불평등을 해소하고, 사회와 소통의 기회를 확대되기를 바란다.;'We can feel the same thing, though not see it' This is the content of a public service advertisement of a broadcasting company that we can feel and enjoy the same with the disabled. Are we really feeling and enjoying the same with them? 18.1%: 67.3%. The result of this statistics, the previous figure of which hardly reaches 1/3 of the latter, is the rate of the disabled and the non-disabled that enjoyed art in 2008, investigated by the Ministry of Culture, Sports and Tourism. The welfare for the disabled is attempted to be defined as terms like anti-discrimination and equality, and it is advertised that we feel and enjoy the same with the disabled; but seeing the statistics above, it seems that the cultural welfare is still insufficient. The number of the disabled registered in our nation takes up 5% of the total population in Korea, and with the estimated value of 4 members per family, 20% of the total are families related to disability, and the figures are to increase in the future. Thus, the increase in the number of the disabled puts emphasis on the necessity of active efforts in awareness and systematic improvement, so that we acknowledge the disabled as a member of the society rather than as the minority, the weak, and the target of help, and enable them to participate in society and culture just as the non-disabled do. This century that we presently live in is the century of culture in which spiritual and cultural wealth act as an important factor that determines an individual's quality of life more than economic wealth; and the degree of cultural enjoyment and welfare are represented by national power beyond an individual's quality of life. Museums are the center of cultural welfare which can present spiritual and cultural wealth in the century of culture, and are popular for the optimum place to realize the various cultural needs and rights of the public. While museums of the past were exclusive properties of a certain stratum, museums in the century of culture are the common public cultural institutions anyone can visit and enjoy, being very close to our daily life. However, despite such changes, the disabled are still alienated by the common public. It is true that the disabled did not have the composure to think about 'culture' or 'quality of life' themselves as the social and economical weak; but another cause of alienation might be that we all could not recognize their cultural rights and quality of life. Now the disabled are aware of the fact that the joy of life can begin from not only economic benefits but also cultural benefits, and this led to being the yardstick of living like a human. This study aims to prepare the solutions for the disabled to receive the cultural benefits they deserve, in the position equal to the non-disabled. For this, the introduction clarifies the purpose, method and range of study. And the second chapter investigates the status of our nation's current population of the disabled and the concept, the current leisure and cultural life of the disabled; follows that the reason for unsmooth cultural life of the disabled lies in inadequacy of amenities and lack of awareness; and examines universal design and awareness improvement of the disabled as its solutions. Then it examines what museums, which are the institutions for culture and education, can do to the disabled to improve cultural life of the disabled. The third chapter examines the status and facilities of education programs for the disabled in domestic and international museums to grasp our nation's current level, and deducted future implications. The fourth chapter, based on the implications deducted in domestic and international cases, groped solutions for museums to actively manage education programs for the disabled. In the case of other countries, they have offered facilities and education for the disabled for as long as their long history of museum education. Yet in our nation, even though more than half of the 630 registered museums are offering education programs, the ones managing facilities and education programs for the disabled are still extremely rare. The disabled have cultural needs and rights as the non-disabled do, and they pursue not only economically but also spiritually and culturally wealthy life. However, classified as the economic and social weak, they are trapped in the restraints as the weak; and their needs and rights are not even considered, let alone exerted. The disabled are a member of a society and can exert their cultural needs and rights in the public space of a museum, and a museum must provide facilities and programs embracing their various needs like the non-disabled. Through this study, it is aspired that museum education program considering the disabled is actively researched, developed and used; and cultural inequality is solved by providing continuous education opportunity for cultural arts; and the opportunity to communicate with the society is increased.
