의약분업에 따른 약국 소매업의 입지 변화에 관한 연구

Abstract

지난 2000년부터 시행된 의약분업 정책은 약국의 매출, 유통관계와 소비자 행태 등에 큰 영향을 미쳤다. 이러한 요인들로 인하여 정책 실시 후 약국 소매업의 입지는 기존과는 다른 방향으로 변화하였다. 본 연구는 이러한 상황을 바탕으로 근린시설이었던 약국 소매업이 정책실시 후 그 입지에 어떠한 변화가 발생했다는 가정 하에, 정책 전과 후의 입지가 어떻게 달라졌으며, 정책의 영향으로 약국 소매업 입지에 어떤 변화가 나타났는지를 분석해 보고자 하였다. 이를 위하여 춘천시를 대상지역으로 설문조사를 실시하여 실증적인 분석을 시도하였다. 설문 분석방법으로는 빈도분석과 교차분석, 분산분석을 이용하였다. 본 연구의 결과는 다음과 같다. 면저, 의약분업 전에 춘천시의 약국 소매업은 근린시설로서 주거지역을 중심으로 입지한 것으로 나타났다. 인구가 많은 지역에 약국 점포가 상당수 입지하고 있었고, 지리적으로 비교적 고르게 분포하고 있었다. 다음으로, 의약분업 후에 춘천시의 약국 소매업은 병의원 근처에 과반수 이상이 입지하고 있는 것으로 나타났다. 특히 2000년에서 2001년 사이에 개업한 약국의 대부분이 병의원 주변에 입지한 것으로 파악되었다. 결론적으로 의약분업 후 약국 소매업의 변화는 크게 약국 점포의 입지이등, 규모확장, 고객수의 증감 등 세 가지로 볼 수 있다. 첫째, 전체의 1/3정도가 의약분업 실시로 인하여 병의원 옆으로 입지를 이동하였으며, 그 결과 매출도 증가한 것으로 나타났다. 둘째, 약국의 규모 측면에서 처방전 처리에 따른 시설의 필요로 병의원 주변 약국 상당수의 면적이 증가하였으며, 업무의 증대로 직원수가 증가하였다. 셋째, 병의원 주변의 약국은 대부분 고객수가 증가하였으며, 특히 주거지 지역의 고객수가 감소한 것으로 나타났다. 이에 따라 병의원 주변 약국의 매출은 증가하였으며, 의약분업 전 중요시되었던 주거지 지역 약국의 매출은 감소한 것으로 보인다. 이러한 결과는 앞으로 계속 전개될 약국 소매업의 공간 패턴 변화가 병의원 중심으로 더욱 집중될 것을 암시하며, 이후에 약국 소매업의 입지를 파악하는데 기초자료로 활용될 수 있을 것이다.;The administration policy on the separation of dispensary from medical practice which was implemented from 2000 has influenced in great deal over the sales of drug stores, distribution system, behavioral pattern of consumers, etc. After the implementation of the policy, the location of drug stores has changed showing different pattern from previous due to these elements. This study has attempted to analyze how the location of drug stores has changed before and after the policy and what kinds of changes have appeared in the location of drug stores after the policy under the assumption that, after the implementation of the policy on the separation of dispensary from medical practice, some kind of change in the location of drug stores which were neighboring facilities of residential area must have happened. To accomplish this, we have conducted a survey for the area of Choon-chun city and performed positive analysis. Frequency analysis, cross-tab analysis and anova analysis were used for the analysis of the survey results. the result of this study can be summarized as follows: First of all, before the separation, retail drug stores were located around residential area as neighboring facility. More drug stores used to be located in larger population area and geographic distribution of the stores were relatively even. Secondly, after the separation, more than a half of retail drug stores have appeared to be nearby hospitals and clinics. Especially those drug stores which were opened during 2000 to 2001 are heavily located around hospitals and clinics area. Lastly in conclusion, after the separation three major changes occurred in retail drug stores are change in locations, size expansion and change in number of customers; Firstly, more than one third of total retail drug stores have changed their location to nearby hospital and clinic area after the implementation of the separation of dispensary from medical practice. Secondly, from the scale aspect, the size of drug stores around hospital and clinic have increased due to space need to handle prescription slips and accordingly the number of staff in the drug stores has increased. Thirdly, the number of customers of most drug stores around hospital and clinic has increases and in residential area the number of customers has clearly decreased. Accordingly sales of the drug stores around hospital and clinic have increased and that of the drug stores around residential area which were important to residents before the separation decreased significantly. This result implies that the changes in space pattern of retail drug stores which is likely to keep on occurring ing the future will be concentrated toward hospital and clinic area, and this result can be utilized as basic data to study on the location of retail drug stores in the future.
