湖岩 文一平의 對外觀

Abstract

湖岩 文一平(1888~1939)은 20C초엽 政治·社會的 격동기를 살면서 나름대로 現實을 克服코자 노력했던 사람이다. 즉 당시의 知識人으로서 民族의 獨立을 위한 方法을 모색하고 民衆을 啓蒙시키는 데 주력하였다. 그런 그의 실천적인 행동은 주로 敎育과 言論을 통해 나타나는데 특히 관심을 가진 부분은 韓末 外交史이다. 民族과 國家의 흥망 문제를 외교사적으로 인식한 湖岩은 民族自存策으로 外交를 중시했던 것이다. 그런데 현재까지 文一平에 대한 연구는 주로 史學史的인 입장에서만 다루어지고 있다. 그래서 본고에서는 당시 다른 民族史家들과 달리 外交史的면에 관심을 가진 湖岩을 새로운 각도에서 조명코자 한다. 따라서 湖岩의 대표적 저술이고, 韓·美間의 외교저술로는 최초인 「對米關係 50年史」를 중심으로 湖岩의 對外觀에 대하여 이해하는것을 연구 목적으로 삼았다. 주로 湖岩은 民族 言論이 彈壓을 받던 1930年代 조선일보 紙上을 통해 내나라 政治·外交의 진행상황을 비판적으로 성찰하였다. 그리고 국제상황에의 대처능력이 國家의 보위에 중요한 要因이 된다는 것을 啓蒙시키고자 노력했다. 결국 湖岩이 政治, 外交史에 관심을 가진 것도 폐쇄적인 한국인의 시야를 國際 現實에 擴大시켜 뒤떨어진 한국의 현실을 올바르게 이해시키려는 데 있는 것이다. 「對米關係 50年史」는 비록 신문에 연재된 것이기는 하지만 당시 찾을 수 있는 史料를 최대한 이응하여 서술한 것으로 史科的 가치를 지니고 있다. 또한 당시 상황에서 최초로 對美關係를 정리한 것 만으로도 높이 평가되어야 할 論述이다. 文一平은 당시 시대적 분위기에서 民族의 발전과 民衆에게의 利益을 外交의 최상 목표로 생각했던 사람이다. 따라서 湖岩이 對美關係를 쓰게 된 이유로 일제하라는 민족시련의 克服을 美國과의 外交關係속에서 찾으려고 했던 것 같다. 즉 湖岩은 美國과의 外交를 통해서 우리 民族史를 반성하고 있다. 아울러 위정자들의 國際情勢에 대한 把握能力이 중요한 것이고 近代史에서 外交的 자질이 國運을 左右하는 것임을 알리려고 한 것이다. 그리고 民衆들에게 급변하는 세계정세를 알기 위해서는 개화의 눈을 떠야 한다고 호소하고 있다. 다시 말한다면 美國이란 나라와 文化的 교섭을 통해서라도 國際的 限目을 擴大시켜야 된다고 믿고 있는 것이다. 여기서 필자는 近代文物을 수용해서 民衆들의 意識을 向上시키고, 나아가 獨立의 의지를 고취시키고자 했던 湖岩의 의도를 찾을 수가 있다. 結論的으로 湖岩은 直接的인 표현은 할 수 없는 시대하에서 言論을 통해 抗日意識을 깨우치려는 데 노력하였다. 그리고 당시 현실 克服의 힘과 民族自存策들을 비록 신문이란 매개체를 통해서지만 民衆들에게 제시하려는 데 힘을 기울인 인물이었다.;When Korea was in the midest of a great political and social upheaval in the earlier 20th century, Hoam, Mun Il Peung (1888-1939) was the person who did not take side of onlookers instead exerted himself to fight its reality as he expected. As an intellectual under the colony, he had been searching for the way that his nation could exist. He tried to find the way making the times changed with education & mass communication. Especially he was interested in the diplomatic history of the later Lee Dynasty. As yet, the research about Mun Il Peung was simply discussed and described from historical science view. So in this thesis, I intend to take the new focus and the deep understanding. As Hoam was interested in diplomatic history unlike other national historians. In order to understand his opinion of foreign affair, I want to research his masterpiece, "The History of Korean relationships with America in fifty years" which comments the diplomacy between Korea and America. He had critically reflected our nation's political and diplomatic problems through chosunilbo when mass communication was oppressed from Japan in the 1930's. In political and diplomatic history, his interest was made in order to recognize correctly the layed behind condition of Korea, that blinded Korean eyesights towards international reality. The reason that he wrote his articles was that he wanted to find out the key to overcome the national condition through the diploma-tic relationships with America. Eventhough it was published in the serial columns of the newspaper, it has very much historical value. It was also the first research about the relationships with America. We must set a high value on it. In his writing, he reconsidered our national history through the diplomacy. It was also aimed to inform that governor's understandings about the international situations and the diplomatic skill had an influence on the fate to the country. In a way, he was asking in his writing that the people should be informed the world's changing situation. To this, I can see that he wanted not only to develope the people's way of thinking from accepting modern culture and institutions but also to improve the will to our nations's liberation.
