韓末 張志淵의 實踐的 自强論 硏究

Abstract

韋庵 張志淵(1864 ~ 1921)은 嶺南의 名門인 仁同 張氏의 後孫이다. 儒學的 분위기에서 성장하였고 조선 후기의 實學 특히 經世之學의 학풍을 계승하였다. 이러한 실학적 요소는 開港이라는 역사적 상황과 결부되면서 위암의 사상 속에서 급성장하였고 이것이 개화사상으로 변화된 것이라 할 수 있다. 그 후 위암은 淸이냐 日本으로부터 들어 온 서적들을 통하여 西歐文物과 思想을 흡수하게 되었고, 당시의 시대적 요청에 의해 전통文化의 기반 위에서 開化와 自强이 불가피함을 깨닫게 되었다. 그리고 적극적인 개화사상가, 계몽가로 등장하였다. 儒學과 開化를 연결하는 것은 그에게 있어서 史學이었다. 또한 위암은 역사를 대중에게 인식시키기 위한 수단으로 신문을 중시하였고, 또 실천적으로 言論을 통한 계몽을 하고자 한 것이다. 이리하여 위암은 35세인 1898년 「皇城新聞」의 創刊에 참여하였고 「時事業報」의 主筆 다시 「皇城新聞」의 主筆과 社長을 겸하게 되면서 본격적인 言論人으로 활동하였다. 1905년 「是日也放聲大哭」이란 論說로 獄苦를 치르고 난 뒤, 「皇城新聞」을 사임하고 「大韓自强會」를 발하였다. 그리고 「大韓自强會月報」의 論說을 통하여 교육과 식산을 통한 國權恢復을 목표로 愛國啓蒙運動에 힘썼다. 그의 당면 목표는 침탈된 국권의 회복과 더불어 침략에 대항할 文化的 주체의 확립과 경제적 力量의 배양이었다. 韋庵은 서양의 「進化論」피 터전하여 弱肉强食, 適者生存의 世界史의 현실을 파악하였던 것이다. 이 이론에 따라서 知識이 開明되고 실력이 있어야만 優者, 强者가 되므로, 이런 경쟁시대에 自强을 하여 國力을 배양하여야만 國權을 회복할 수 있다는 自强論을 주장하였다. 韋庵의 自强論은 하루 아침에 自强이 되는 것이 아니라, 교육의 확장과 殖産興業을 통해 점진적으로 끊임없이 힘을 쌓아가자는 현실적인 것이었다. 韋庵은 民智의 개발을 목적으로 교육의 필요성을 강조하였다. 그의 교육자강론의 구체적인 내용은, 교육의 보급을 위한 학교 교육의 장려와 애국심의 고취를 위한 역사·지리교육 그리고 民智의 개발을 위한 國文敎育과 女性敎育의 중요성을 강조하였으니, 이는 그 당시 사회 현실의 요구에서 나온 것이라고 할 수 있다. 또한 自强 방법의 일환으로 사회, 경제의 발달로 국력을 부강시키는데 역점을 두었다. 즉 식산흥업을 장려하였고, 화폐 재정의 정리책으로 화폐교구책, 그리고 당시 백성들의 어려운 상황의 賑恤策으로 救荒之策을 제시하고 있다. 여기에서 그의 자강론이 실천적임을 알 수 있다. 아울러 위암은 이때까지의 비진취적이었고 과거지향적인 國民精神이 進取的이고 미래지향적인 방향으로 개조되어, 우리 국민이 일체로 단결하여야 自强 自保할 수 있고, 따라서 국권회복을 할 수 있다고 주장하였다. 이러한 위암의 자강론은 그의 言論活動을 통해 전개함으로써 당시 사회에 미친 영향이 크다 하겠다.;Weahm, Chang Chi-Yeon (1864-l921) is a descendent of Indong Changs that are famous family. He was grown, in the confucian family and especially succeeded the study of statecraft in Sil Hak (實學). This factor of Sil Hak was quickly increased in his thoughts during the changeful age and became very important situation. Then, he met the accidental culture and thoughts through the books imported from Ch'ing (淸), and historical desire of those days got him to know the needs of new civilization and Cha-Kang (自强) under the traditional culture, and at last he became a great thinker of civilization as well as a man of enlightment. The basis of Weahm's thoughts was deeply affected from the Theory of Social Evolution (社會進化論) that was a fundamental factor in the Collection of Yeum Bing Sil (飮氷室文集). According to the theory, when a man is civilized with knowledge and has an ability, he can be a man of priority and power . So in these competitive days, the national power can be recovered by Cha-Kang. This is the voluntarism of Cha-Kang and is asserted by Weahm. According to Weahm's theory of Cha-Kang, it would not be effective in a day but practical efforts which is constantly accumulated through the educational enlargement and the increasement of production. Also he emphasized the needs of education on purpose of developing the nation. The main intentions of his theory are as follows. First, the establishment of school for education. Second, the education of history and geography for patriatism. Third, the education of mother tongue. Fourth, the education of women for development of national education. These seem to be generated by social demand of those days. Another ways of Cha-Kang is increasement of national power through industrial and economical development. These are the encouragement of production, monetary economy and relief enterprise for poor living of nation. So we can find that the theory of Cha-Kang was a practical one. When the nation's thought of conservative and past-thinking is changed to the contrary direction and our nation is united altogether, we can have our own power and be protected for ourselves. The theory of Weahm's Cha-Kang was coincided to the social demand of those days, and it seems that his thought had a great effect on the society through his works of speech and writings.
