사회적기업 성과는 지역발전에 영향을 미치는가?

Abstract

복지와 노동의 영역에서 사회적인 것을 복원시키려는 새로운 지역발전 모델로서 사회적기업이 주목받고 있다. 이 연구에서는 사회적기업의 특성이 지역발전에 미치는지 그 영향을 살펴보는 것을 목적에 두었다. 구체적으로 개인 요인(사회적기업가 정신), 정부 요인(재정지원), 조직 요인(거버넌스) 및 사회적기업 성과가 어떠한 경로로 지역발전에 영향을 미치는지 파악하였다. 이를 바탕으로, 사회적기업을 기반으로 한 효과적인 지역사회 발전방안을 모색하고자 하였다. 연구대상은 서울지역의 사회적기업 전체(총 838개소)로 인증 사회적기업 및 예비 사회적기업을 모두 포함하였으며,‘서울시 사회적기업 온라인 설문조사’자료 177부를 활용하였다. 자료의 분석은 SPSS 21.0 통계패키지를 활용한 기초통계 분석과 AMOS 21.0 통계패키지를 활용한 구조방정식 모형을 분석하였다. 본 연구의 종합적인 연구결과는 다음과 같다. 첫째, 사회적기업가 정신이 높을수록 사회적기업 성과가 높아졌다. 둘째, 재정지원이 많이 이루어질수록 사회적기업 성과가 향상되었다. 셋째, 재정지원이 지역발전에 긍정적 영향을 미칠 것이라는 추측과 달리, 재정지원을 많이 할수록 지역사회의 발전을 오히려 악화시키는 것으로 나타났다. 넷째, 사회적기업의 성과가 향상될수록 지역사회가 발전하는 것으로 나타났다. 다섯째, 사회적기업가 정신은 지역발전에 직접적으로 영향을 미친다기 보다, 사회적기업의 사회적·경제적 성과 창출 과정에서 간접적으로 지역발전에 긍정적 영향을 미쳤다. 또한 재정지원은 지역발전에는 직접적으로 부정적 영향을 미쳤으나, 사회적기업 성과를 매개로 할 때에는 긍정적 영향을 미치는 것으로 나타나 사회적기업 성과를 매개로 할 때 지역발전에의 영향력이 상반되게 나타났다. 이러한 분석결과를 바탕으로 다음과 같이 논의하였다. 첫째, 사회적기업은 계획경제와 시장경제의 성공적 혼합모델로서, 새로운 지역발전 모델로의 가능성을 안고 있다. 이는 지역 외부의 강력한 지원(정부주도형 사회적기업 육성)과 지역 내부에서의 자생적 발전을 위한 노력이 조화를 이룰 때, 사회적기업은 내생적 지역발전 전략의 도구가 될 수 있다. 둘째, 사회적기업의 사회적·경제적 성과 창출은 사회적기업의 성장동력이 되며, 궁극적으로 지역발전에 기여할 수 있다. 이를 위해 성과 가중치를 적용한 재정지원 방안을 도입하고, 성과창출에 따른 인센티브 제공 및 성장단계와 성과 구간에 따른 맞춤형 재정지원을 실시할 필요가 있다. 그리고 민간의 참여를 유도하여 사회적금융 생태계를 더욱 확장해갈 필요가 있다. 또한 사회적기업가 정신 함양 교육을 강화하고 그들의 역량강화 교육을 통해 전문성을 강화하여 성과를 창출할 수 있다. 셋째, 사회적기업의 지역 외부·내부 및 기업 내부를 조화롭고 균형있게 발전시키기 위해 협력적 거버넌스 체계를 구축할 필요가 있다. 실효성 있는 거버넌스 구축을 위한 법적·제도적 장치를 마련하고 중간지원조직을 통해 정부와 지자체, 시민사회, 사회적기업이 함께 거버넌스를 구축할 필요가 있다. 연구결과를 바탕으로 한 본 연구의 의의는 다음과 같다. 첫째, 그동안 이루어진 지역발전에 대한 논의가 경제적 측면의 논의에 그쳐, 왔던 기존의 연구에서 한발 더 나아가 사회적기업이 가진 사회적 성과 측면을 종합적으로 살펴본 최초의 연구라는 점에 그 의의가 크다. 둘째, 그동안 사회적기업 연구가 개념적 논의, 지속가능성에 관한 논의에 머물러 있지만, 본 연구에서는 지역사회 발전이라는 보다 현실적인 틀 안에서 사회적기업 특성들과 지역발전의 관계를 규명하였다는데 의의가 있다. 셋째, 사회적기업의 특성을 대표하는 변수 간의 관계와 지역발전의 관계의 실증분석을 토대로 사회적기업의 새로운 지역발전 모델로서의 가능성을 살펴보았다는데 학문적 의의를 가진다.;Social enterprises have attracted attention as a new model for regional development to restore social things in the areas of welfare and labor. The purpose of this study was to examine whether the characteristics of social enterprises affect the regional development. Specifically, I tried to understand how individual factors (social entrepreneurship), government factors (financial support), organizational factors (governance), and social enterprise performance affect regional development. Based on this, it was intended to seek effective regional development plans based on social enterprises. The subjects of the study were all 838 social enterprises in Seoul, including both certified social enterprises and prospective social enterprises. And 177 cases of the "Online Survey of Social Enterprises in Seoul" data were used. As for the data analysis, basic statistical analysis using the SPSS 21.0 statistical package and structural equation model using the AMOS 21.0 statistical package were analyzed. The results of the comprehensive study are as follows. First, it was found that the higher the social entrepreneurship, the higher the social enterprise performance. Second, it was found that the more financial support, the better the performance of social enterprises. Third, contrary to the speculation that financial support will have a positive effect on regional development, it was found that the more financial support is provided, the worse the development of the region. Fourth, it was found that as the performance of social enterprises improved, the region developed. Fifth, the social entrepreneurial spirit indirectly had a positive effect on regional development in the process of creating social and economic performance of social enterprises, rather than directly affecting regional development. In addition, financial support had a direct negative effect on regional development, but it was found to have a positive effect when mediating social enterprise performance, showing conflicting influence on regional development when mediating social enterprise performance. Discussions and suggestions based on these analysis results are as follows. First, social enterprises are a successful mixed model of the planned economy and the market economy, and have the possibility of becoming a new regional development model. This can be a tool for endogenous regional development strategies when strong support outside the region (development of government-led social enterprises) and efforts for self-sustaining development within the region are in harmony. Second, the creation of social and economic performance of social enterprises becomes the growth engine of social enterprises, and ultimately can contribute to regional development. To this end, it is necessary to introduce a financial support plan that applies performance weights, provide incentives for performance creation, and provide customized financial support according to the growth stage and performance section. In addition, it is necessary to further expand the social finance ecosystem by inducing private participation. In addition, it is possible to create results by strengthening education for cultivating the mind of social entrepreneurs and strengthening expertise through their capacity building education. Third, it is necessary to establish a cooperative governance system in order to develop the outside, inside, and inside the region of social enterprises in a harmonious and balanced manner. It is necessary to prepare legal and institutional devices to establish effective governance and establish governance together with the government, local governments, civil society, and social enterprises through intermediate support organizations. The significance of this study based on the research results is as follows. First, it is significant that it is the first study to comprehensively examine the social performance aspects of social enterprises without limiting them to economic aspects in existing studies that have been discussed only in terms of economic aspects. Second, although social enterprise research has remained in conceptual discussion and sustainability discussion, this study is meaningful in that it has identified the relationship between social enterprise characteristics and regional development within a large framework of communities. Third, it adds academic significance to the fact that the possibility of social enterprises as a new regional development model was examined based on the empirical analysis of the relationship between variables representing the characteristics of social enterprises and regional development.
