Abstract
본 연구의 목적은 학생들의 민주시민교육 경험 사례 연구를 통해, 정확한 현장의 요구분석을 통한 민주시민교육의 실효성 증진에 있다. 그간의 선행연구들은 민주시민교육의 필요성이나 개념을 정의하거나, 혹은 효과성을 검증하는 결과론적인 양적 연구가 주로 이루어졌다. 본 연구는 이러한 선행연구에서 한발 더 나아가 민주시민교육의 과정에 집중하는 현장 기반의 질적 연구를 수행하고자 한다. 민주시민교육은 현재까지도 교과 내·외로 간접적으로 이뤄졌으며, 그 개념이 광범위하여 명확히 정의내리기가 어렵다. 따라서 민주시민교육 경험 자체를 분석한다는 것은 현실적으로 어려움이 따를 것이다. 따라서 본 연구는 민주시민교육의 일환인 학생자치활동 경험을 분석하여, 이를 통해 민주시민교육에 대한 논의 및 시사점을 이끌어낼 것이다. 특히 학생자치활동은 창의적 체험활동 중 자율활동에 속하는 정규 교육과정 활동이며, 민주시민교육을 대표하는 활동이기 때문에 연구 분석 대상으로 적합하다. 본 연구는 학생자치활동 중에서도 교내에서 이뤄지는 교내 자치활동인 학급자치활동, 학생회, 학생자치법정을 대표 사례로 선정하였다. 그리하여 본 연구는 다음의 세 가지 연구 문제를 제시한다. 첫째, 민주시민교육으로서 학생자치활동을 통해 학생들은 어떠한 성과를 얻는가? 둘째, 민주시민교육으로서 학생자치활동을 통해 학생들은 어떻게 성과를 얻는가? 셋째, 민주시민교육으로서 학생자치활동의 과정에서 학생들은 어떠한 어려움을 겪으며, 왜 이러한 어려움을 겪는가? 본 연구는 연구방법으로써 질적 사례연구를 활용하였다. 사례연구방법은 실생활에서 벌어지는 현상에 대해 깊이 있게 조사하는 실증적인 연구로써,“어떻게”또는“왜”와 같은 질문에 관해 설명하기 적합하기 때문이다. 또한 학생들의 자발적인 참여가 전제되어있는 자치활동의 개념 특성상, 연구자가 실험연구처럼 변인들을 통제하기 어렵다. 사례연구는 이처럼 연구자가 사건을 통제하기 힘든 경우이거나, 동시대에 실제 일어나고 있는 현상을 다룰 때 선호되는 연구방법이다. 각각의 연구 문제는 사례의 분석단위로 활용되었다. 그리하여 본 연구는 복합 분석단위를 가진 다중 사례연구로 진행되었다. 본 연구의 대상은 서울시 소재의 공립 고등학교 3곳인 지혜여고, 희망여고, 용기고에 재학 중인 학생 21명과 자치활동 담당교사 1명이다. 자료 수집은 주로 심층면담으로 이뤄졌으며, 자료 분석에는 문서자료, 홈페이지 기록물, 자치활동 관련 영상, 학교 방문을 통한 연구자의 현장노트를 보완적으로 사용하였다. 심층면담은 2~5명이 참여하는 집단면담의 형태로, 사전 설문지의 응답을 기반으로 질의가 오가는 반구조화된 면담이었다. 자료 수집은 2018년 10월부터 12월까지 세 달간 진행되었으며, 5단계의 절차에 따라 분석되었다. 즉, 전사 작업, 분석메모, 개방코딩, 심층코딩, 주제발견의 순서대로 범주를 구성해나갔다. 본 연구의 연구 결과는 다음과 같다. 첫째, 학생들은 자치활동을 통해 민주시민성을 포함한 5가지의 성과를 얻었다. 이는 학생생활기록부 경력, 진로 및 적성 개발, 다양한 핵심역량 계발, 사회적 자기효능감, 사회문제에 대한 관심 확대이다. 연구 참여자들은 참여만 해도 얻을 수 있는 학생생활기록부 경력에서부터 개인적인 내적 변화, 시민의식 성장까지 각자 다양한 성과를 얻었다. 모든 학생들에게 자치활동 자체는 유의미한 체험이었으나, 모두가 이 과정을 통해 민주시민성을 획득하는 것은 아니었다. 즉, 모든 자치활동 경험이 곧 민주시민교육 경험이라 보기에는 어려움이 있었다. 이와 같은 차이가 발생한 원인을 규명하기 위해 본 연구는 민주시민교육으로서 학생자치활동을 통해 성과를 얻는 과정을 면밀히 살펴보았다. 그 결과 자치활동을 통해 성과를 얻는 과정의 특징을 4가지로 유형화할 수 있었다. 첫째는 명목적 참여하기이다. 학생들은 처음 하는 자치활동을 경험할 때 교사의 적절한 지원을 바탕으로 어떻게든 적응하려 노력했다. 그러나 그렇지 않을 경우 자치활동에 대한 의욕을 상실하거나, 중도 포기하여 형식적으로 참여했다는 기록만 남게 되었다. 둘째는 모방하기이다. 과거의 경험이나, 매뉴얼이 존재할 경우 이를 답습하여 안정적인 활동을 하는 경향이 있었다. 이와 같은 과정을 경험할 경우 활동 자체에는 의의가 있을지라도, 낮은 수준의 민주시민성을 계발하는데 그쳤다. 셋째는 갈등 회피하기이다. 학생들은 자치활동을 통해 결과적으로는 괄목할 결과를 냈지만, 비민주적인 의사결정과정으로 인하여 왜곡된 민주시민성을 학습하기도 하였다. 넷째는 도전하기이다. 민주적 합의를 이르기 위한 의견 조율과 토론 과정들을 통해 학생들은 민주적 가치와 태도를 함양할 수 있었다. 다시 말해 학생들은 자치활동을 통해 민주시민성을 계발했다고 주장했지만, 경험 간의 질적 차이가 존재하였다. 그리고 진정한 민주시민성을 얻기 위해서는 민주적 과정과 합의 절차를 경험해야한다. 이러한 합의와 토론, 의견 교환의 과정을 겪지 않고서는, 설령 자치활동을 통해 괄목할 결과를 내었어도 민주시민으로 성장할 수는 없었다. 자치활동 경험으로부터 민주시민교육으로서의 의의를 발견하지 못하기 때문이다. 마지막으로 학생들의 민주시민교육 경험의 질을 높이는 것을 저해하는 어려움을 4가지로 범주화 하였다. 이는 한정된 시간 할애, 주변의 무관심, 제한된 권한 이양, 사회적 불안감과 압박이다. 한정된 시간은 학생들로 하여금 학업과 교과 외 활동인 자치활동 중 무엇을 우선시 해야할 지 갈등하게 만들었다. 주변의 무관심은 학생들의 자치활동의 참여율을 낮추고, 참여 학생들의 사기와 의욕을 저하시켜 경험의 질을 떨어뜨렸다. 제한된 권한 이양은 권위적인 학교문화와 맞물려 학생들의 자치활동 참여 의지를 좌절시켰으며, 소극적이고 제한된 시민성을 야기하였다. 마지막으로, 자치활동과정에서 학생들은 집단으로부터 소외될 것이라는 불안감과, 인간관계에서 비롯한 사회적 권력의 압박으로 인해 비민주적인 행동을 보였다. 이러한 어려움들이 발생한 원인은 정규 교육과정의 부실 운영, 현장 상황과 맞지 않는 위로부터의 행정, 경직된 학교 문화 등이 있었다. 이러한 고충들로 인하여 학생들은 자치활동에 참여하기를 주저하였으며, 참여하는 과정에서도 민주적인 행동과 발언을 하기 꺼려하였다. 혹은 높은 사회 참여 의지가 있어도 외부의 영향력으로 인해 좌절되었고, 이로 인해 자치활동에 대한 의욕이 저하되었다. 결론적으로, 본 연구 결과를 통해 단순히 자치활동을 체험하는 것이 민주시민성 계발을 의미하지 않음을 알 수 있었다. 자치활동 자체는 학생 개인에게 유의미할 수 있을지라도, 모든 경험이 민주시민교육으로서 가치를 지닌 것은 아니었다. 본 연구는 이와 같은 연구 결과를 바탕으로 다음의 세 가지 논의점을 제시한다. 첫째는 자치활동을 포함한 모든 민주시민교육 경험의 의미를 학생들이 내적으로 해석하는 것이 필요하다. 민주시민교육이 실효성을 지니기 위해서는 민주적인 과정을 경험하는 것과 더불어 학생들이 민주시민교육으로서 자치활동 경험의 의의를 성찰하는 기회가 필요하다. 이를 위해서는 민주시민경험과 활동의 의의를 이어주는 교사의 적극적인 지도가 필요하다. 또한 교사의 적절한 개입은 학생들이 활동 과정이 비민주적인 방향으로 흐르는 것을 방지한다. 따라서 자치활동이라고 해서 학생들에게 자율적으로 맡겨둘 것이 아니라, 교사의 꾸준한 관심과 지도를 통해 학생들의 경험의 질을 높일 필요가 있다. 둘째는 민주시민교육과 관련된 정규 교육과정의 내실 있는 운영이 필요하다. 창의적 체험활동 중 자율 활동의 실질적인 운영을 통해, 현장에서 겪고 있는 어려움인 한정된 시간이나 주변의 무관심과 같은 문제를 해결할 수 있다. 뿐만 아니라 지속적인 민주적 환경의 노출로 인하여 기초 민주시민소양의 함양을 물론 사회적인 불안감과 압박을 해소된다. 교과 외 활동 뿐만 아니라 다양한 교과를 활용한 민주시민교육이 병행된다면, 더욱 활동의 민주적 가치가 높아질 것이다. 셋째는 민주적인 학교 문화 및 환경을 조성하여 교사와 학생, 학교 관리자가 함께하는 민주적 교육 공동체를 만들어야한다. 경직되고 권위적인 지금의 학교 문화에서는 어떠한 방식으로 민주시민교육을 실시하더라도 민주시민성을 획득하기 어렵다. 따라서 수평적인 문화를 조성하여 학생들에게 확실한 권한 위임이 이루어져야 한다. 이를 위해서는 먼저 학교 관리자가 솔선해서 교사에게 권한을 이양하고, 교사가 다시 학생에게 권한을 이양하는 과정이 필요하다. 마지막으로, 형식적인 예산 지원이나 무분별한 프로그램의 양적 확산을 골자로 한 지금의 민주시민교육은 재고해볼 필요가 있다. 학교 구성원 모두가 민주시민교육이 이루어지는 과정이 얼마나 민주적인지 확인하고, 활동으로부터 민주시민적 의의를 발견할 수 있도록 스스로 성찰하는 시간이 필요하다.;As a case study on students' experiences on democratic civic education, the purpose of this paper is to enhance its effectiveness by analyzing the accurate needs of students. The existing studies have mainly consisted of theoretical research defining the concept or necessity of democratic civic education or quantitative research examining its effectiveness. Thus, addressing the lack of on-site qualitative research focusing on the process of democratic civic education, this study aims to identify the on-site needs from the field based on case analysis of democratic civic education experiences of target students and the relevant policy implications. The democratic civic education, which has been indirectly conducted within and across the educational curriculums, is not clearly defined due to its broad conceptualization. Because of the actual difficulties in analyzing the democratic civic education experiences themselves, this study discussed the experiences of student self-governing activities as a part of the democratic civic education. The student self-governing activities comprise regular curriculum of autonomous activities in terms of creative experiential activities, representing the democratic civic education. Among the student self-governing activities, this study focused on classroom government, student council, and student autonomy court. Thus, the study presented the following three research questions. First, what is the achievement of students through student self-governing activities as democratic civic education? Second, how do students get achievement through student self-governing activities as democratic civic education? Third, in the process of student self-governing activities as democratic civic education, how and why do students experience difficulties? Qualitative case study methodology employed in this study empirically investigates real life phenomena in depth; it is appropriate to explain questions such as "how" and "why." Also, in autonomous activities that is based on students' voluntary participation, it is hard for a researcher to control variables like experimental research. For these reasons, case studies are the preferred method for research dealing with uncontrollable events or contemporary phenomenon. Each research question was utilized as a analysis units. Accordingly, this study was conducted as a multiple case study with multiple analysis units. The participants of this study included 21 students and one teacher in charge of self-governing activities in the public high schools in Seoul – Wisdom women’s high school, Hope women’s high school, and Courage high school. Data were collected mainly in in-depth interviews, supplemented by documentary materials, homepage records, activity videos, and field notes during school visits. The in-depth interviews for a group of 2-5 members were semi-structured in a basis of responses of the pre-questionnaires. The data collection period included three months from October to December 2018. The data analysis was preceded in five steps in the order of transcription, analysis memos, open coding, in-depth coding, and defining theme. The results of this study are as follows. First, the students acquired five achievements exemplified by democratic citizenship through self-governing activities. They included student records, career and aptitude development, improvement of various core competencies, social self-efficacy, and increased interest in social issues. All of the participants acquired a variety of achievements, respectively, from good student records that could be obtained just by taking part in the activities to inner change of individuals and civic consciousness growth. The self-governing activities themselves were meaningful experiences for all of the students, however, not everyone acquired democratic citizenship in this process. That is, all experiences of the self-governing activities did not always implicate democratic civic education experiences. In order to identify the causes of such gap, the study examined the process of obtaining achievements through student self-governing activities as democratic civic education. As a result, the characteristics of the process of obtaining the achievements through the student self-governing activities were classified into four types. The first was participation in name only. When the students first experienced student self-governing activities, they tried to adapt to the activities with the sufficient support of their teacher. Otherwise, they lost their motivation for the activities, or gave them up and simply left records of their nominal participation. The second is imitation. If there were past experiences or manuals about student self-government activities, the students tended to follow them and perform the activities in a stable manner. However, in this case, despite the significance of the activities themselves, they simply developed low-level democratic citizenship. The third is conflict avoidance. Although students have achieved remarkable outcomes from their self-governing activities, they also learned about inappropriate democratic citizenship through non-democratic decision-making processes. The fourth is challenge. Coordination and discussions for democratic consensus allowed the students to cultivate democratic values and attitudes. In other words, although the students claimed that they developed democratic citizenship through the self-governing activities, there were qualitative differences among their experiences. For being a truly democratic citizen, each of them had to undergo democratic processes and consensus. Without coordination, discussions, and exchange of opinions, they could not grow into democratic citizens in spite of excellent outcomes of the self-governing activities. This was because they did not find the significance of democratic civic education from their experience of student self-governing activities. Finally, the study categorized the four factors that hindered the improvement of the students' quality of democratic civic education experiences, which included limited time, indifference of others, restricted handover of authority, social insecurity and peer pressure. Limited time brought about time conflict about the students’ priorities in academic study and extra-curricular activities. The indifference of others reduced the participation rate and quality of the activities by undermining their morale and motivation. Along with authoritative school culture, restricted handover of authority to the students frustrated the students' willingness to the activities, contributing to passive and limited civic citizenship. Finally, during the activities, the students showed undemocratic behaviors due to anxiety about alienation and social pressure from their peers. The causes of these difficulties included poor operation of the formal curriculum, top-down administration that did not fit the actual situations of the field, and rigid school culture. They discouraged the students to engage in the activities, and even in the process of the participation, the students were reluctant to make democratic actions and remarks. The external influences impeded the students’ strong willingness for social engagement, thereby oppressing the students' motivation for the self-governing activities. In conclusion, the study results revealed that the mere experiences of the self-governing activities did not necessarily lead to the development of democratic citizenship. Although individual students regarded the activities meaningful, not all experiences served as democratic civic education. Therefore, the study suggested the following three implications. First, it is necessary for the students to interpret the meanings of all democratic civic education experiences including the self-governing activities. For effective democratic civic education, the students are needed to experience the democratic process, as well as opportunities to reflect on the significance of the self-governing experiences as democratic civic education. To this end, teachers are encouraged to actively help the student connect the democratic citizen experiences and the significance of the activities. The teachers’ appropriate interventions also prevent the students’ activities from being on the wrong track. Thus, the teachers should not let the students do everything on their own under the name of autonomy, but rather give them constant attention. Second, decent operation of the regular educational curriculum related to democratic civic education is required. The pragmatic management of autonomous activities among creative experiential activities can solve the difficulties in the field, such as limited time or indifference of others. Moreover, sustained democratic exposure can relieve social anxiety and peer pressure as well as cultivate basic democratic citizenship. The combination of democratic civic education using diverse curriculums beyond extra-curricular activities can further enhance the democratic values of the activities. Third, by establishing a democratic school culture and environment, the democratic education community in which teachers, students, and school administrators collaborate with each other should be created. In the recent inflexible and authoritative current school culture, any form of democratic civic education fails to acquire democratic citizenship. Therefore, a clear handover of authority to students should be guaranteed in a non-hierarchical culture; school administrators have to first transfer the authority to teachers, and then the teachers have to transfer the authority to the students. Finally, the current democratic civic education, which focuses on official budgetary support and indiscriminate quantitative expansion of programs, should be reconsidered. It is necessary that all school members should be able to review the democratic characteristics of the process of democratic civic education and reflect on themselves so that they can discover the significance of democratic citizenship in their activities.
