자유학기제 평가를 위한 평가문항설계 및 웹 설문지 구현

Abstract

‘맞춤행복’을 지향하는 ‘정부 3.0’ 시대에 맞추어 교육정책으로 "자유학기제"가 제안되었다. 자유학기제는 행복한 학교생활 속에서 학생의 꿈과 끼를 키우는 행복 교육 실현을 위한 교육정책이다, 현재 자유학기제는 42개의 연구학교를 중심으로 시범․운영 중에 있으며, 2016년 전국 중학교에 전면 도입될 계획이다. 하지만 이에 대한 실질적인 운영 방안이나 이를 어떻게 평가하고 적용할지에 대한 대안은 마련되어 있지 않다. 무엇보다도 자유학기제 평가 설계 및 도구와 관련된 연구가 없다. 자유학기제가 안정적으로 정착하기 위해서는 자유학기제에 대한 타당하고 신뢰성 높은 평가 체계가 확립되어, 시범․운영 결과에 대한 정확한 평가의 환류(feedback)가 필요하다. 본 논문에서는 이러한 상황에 발맞춰 자유학기제 평가정보시스템을 통해 교육 정책의 결과 및 효과에 대한 정확한 평가의 환류기능을 활성화하고, 신뢰성 있는 교육정책 평가활동에 도움을 주고자 한다. 연구방법은 다음과 같다. 첫째, 정책 의사결정자에게 필요한 정보를 제공하는 CIPP평가모형을 기반으로 자유학기제 평가 준거 및 지표를 설정하여 평가문항을 개발한다. 둘째, Windows의 WAMP서버와 오픈소스 설문조사 소프트웨어인 phpESP를 사용하여, 설문 제작에 편리하고 결과 처리에 신속․정확한 자유학기제 평가 웹 설문지를 설계하고 구현한다. 자유학기제 평가정보시스템을 위한 평가문항은 거시적으로 교육정책의 기능과 역할을 정립하고, 미시적으로 교육정책의 기능을 개선하는 데 도움이 되고자 한다. 이는 자유학기제의 지속적 여부를 판단하는 자료로 사용될 수 있으며, 향후 자유학기제 평가시스템 및 2016년 자유학기제 도입여부에 대한 의사결정 수단이 되는 평가도구로 활용 할 수 있다. 그리고 본 논문에서 구현한 웹 설문지는 공개형 소프트웨어 WAMP와 phpESP를 기반으로 하였기 때문에 누구나 손쉽게 평가시스템을 구축하고 결과를 분석할 수 있어 충분한 가치가 있다. 따라서 본 논문의 "자유학기제 평가정보시스템을 위한 평가문항설계 및 웹 설문지구축"은 자유학기제의 교육정책 특수성을 고려한 평가에 적용하고 재구성함으로써, 중등학교 교사는 물론 교육정책 평가자들에게 보다 유용한 평가도구로 활용 가능하다.;In 2013, the free semester system policy has been proposed by Korean government for providing the students with the customized educational programs which deals with the various activities in classroom in order to increase student's learning ability. Free semester education policy nurtures the happy school life for students, which help them pursue their dreams and develops their talents. As a experimental research, only 42 schools was selected to operate the free semester education system. After launching test-bed programs, government plans to expand the free semester education system to all the middle schools by 2016. But currently there is no management policy to evaluate the performance of individual student as well as the outcomes of the overall system. Therefore this is a first system of its kind, and there are no available tools or related works which can provide the guidance in implementing an effective evaluation criteria. Free semester education system needs an appropriate, reliable and effective evaluation system for its success and stability. It is also important that the accurate feedback is extracted from the evaluation results about real educational fields. In this thesis a free semester evaluation information system in proposed, which will effect the overall education policy and provide us the valuable feedback to improve the future evaluation process of free semester education system, and contribute towards a sustainable education policy. For this purpose following research methodology have been used. Firstly the evaluation standard for free semester system is analyzed and the detailed criteria for evaluation questionnaire in developed, to provide the needed information to the decision maker based on the CIPP evaluation model. Secondly, using Window's WAMP server and open source survey software phpESP, web based system is designed and implemented to generate surveys, which will provide user interface and perform the fast and accurate calculation of the results for the evaluation of the free semester system. In the broader perspective the survey questions for free semester evaluation system determines the role of education policy, in the micro view this will help in better functioning of the education policy. The collected data through evaluation tools will help in determining the continuity of the free semester system, as the free semester system will be expanded to all the middle schools by 2016. In this thesis a web survey program in developed by using open source softwares WAMP and phpESP, so this web survey system provides great benefits and useful to anyone who want to customize their new idea. Especially, this system will give a chance to enable middle school teachers and education policy evaluators to develop more useful evaluation tools.
