해외 온라인 내셔널 아틀라스의 주제 및 기능 분석을 통한 우리나라 온라인 내셔널 아틀라스 발전 방안에 관한 연구

Abstract

지리 정보를 표현하는 가장 강력한 표현 수단인 지도를 연구한다는 것은 큰 의미가 있다. 지도는 지표면 상에 나타나는 사물들의 위치 정보뿐만 아니라 인문 및 자연 현상과 관련된 다양한 정보를 포함하고 있어서 지도를 읽고, 해석하고 제작하는 것은 실제 세계를 이해하는 도구로서의 큰 유용성을 갖는다. 더불어 웹 2.0 환경 하에 GIS 기술의 발달과 인터넷의 발달은 지도 형태의 변화까지도 요구하고 있다. 과거 지도의 형태는 종이지도가 주를 이루었다면 최근에는 웹상의 지도의 역할이 크게 증대되고 있다. 이를 반영하듯, 한 국가의 특성을 대표하는 주제도들로 제작되는 내셔널 아틀라스에 대한 변화와 이를 위한 연구가 매우 중요한 시점에 있다. 본 연구에서는 해외 온라인 내셔널 아틀라스의 선행연구와 사이트를 분석함으로써 우리나라의 온라인 내셔널 아틀라스가 나아가야 할 방향에 대해 제시하였다. 본 연구의 대상은 해외의 온라인 내셔널 아틀라스 관련된 선행연구와 온라인 내셔널 아틀라스가 구축된 대표적인 국가인 미국·독일·캐나다의 주제 및 기능이다. 주제는 계통 지리적 접근 방법에 의해 주제별로 분류하여 대주제와 그에 따른 소주제로 세분하여 제시하였고 기능은 인터랙티브한 기능에 초점을 맞추어 심층 분석을 실시하였다. 그리고 현재 우리나라 내셔널 아틀라스의 현황과 유사한 지도 서비스 사이트를 분석하였으며 교육 분야와 관련된 설문조사도 실시하였다. 본 연구는 크게 두 가지로 구성된다. 첫째, 선행연구 고찰과 해외 온라인 내셔널 아틀라스의 분석이다. 다양한 연구 사례와 미국·독일·캐나다의 온라인 내셔널 아틀라스 주제 및 기능의 분석을 통해 시사점을 도출하였다. 둘째, 이와 같은 분석을 통한 시사점을 바탕으로 지도를 구현하였다. 지도는 대표적인 Open API인 구글 맵과 통계청에서 제공되는 통계데이터를 매쉬업(mash-up)하여 구현하였으며 이를 통해 우리나라 온라인 내셔널 아틀라스가 나아가야 할 방향을 제시하였다. 본 연구의 분석 결과를 요약하면 다음과 같다. 첫째, 인터랙티브한 기능의 중요성이다. 그동안 내셔널 아틀라스가 한 국가를 대표하는 상징적인 역할을 하였다면 앞으로 나아가야 할 온라인 내셔널 아틀라스는 효용성의 측면에서 다양한 기능을 제공할 필요가 있다. 정적인 형태의 지도보기 기능에서 벗어나 사용자의 요구에 따라 레이어를 선택 및 중첩하고 확대 및 축소, 지역별 검색을 통한 지역 정보와 지도 제공, 하나의 주제에 따라 다양한 지도 및 그래프, 사진 제공 등 사용자 친화적인 인터랙티브한 기능을 제공하는 것이 중요하다. 둘째, 유연하고 다양한 주제 선정의 중요성이다. 사회적으로 중요한 현상이나 사용자들이 흥미를 가질 수 있는 주제의 선정이 중요한데, 이를 위해서는 갱신주기가 짧고 실시간성의 성격을 지녀야한다. 또한 최신의 주제뿐만 아니라 우리나라의 특성을 대표할 수 있는 국가적으로 유의미한 주제의 선정도 매우 중요하다. 셋째, 사용자를 위한 다양한 형태의 지도 제작의 중요성이다. 내셔널 아틀라스는 전 분야를 종합적으로 다루는데 각 주제별로 적합한 지도 형태가 다르다. 통계치와 관련되는 주제의 경우는 레이어 형태의 주제도를 구현하는 것이 좋지만 시계열적인 변화가 나타나거나 위치 이동 등과 관련되는 주제는 동적 지도로 표현하고, 지형과 관련되는 주제는 3D 지도로 표현하는 것이 효과적이다. 이와 같이 주제에 따른 적절한 지도 형태의 선정도 매우 중요하다. 넷째, Open API를 이용한 온라인 내셔널 아틀라스의 구축 가능성이다. 해외의 선행 연구와 지식정보화 사회의 흐름을 반영하여 본 연구자는 Open API를 이용한 지도를 구현하였다. 해외의 선행 연구와 미국·독일·캐나다 온라인 내셔널 아틀라스 연구를 통한 시사점을 바탕으로 제작하였으며 이는 하나의 가능성을 제시한 사례이다. GIS 기술이나 다양한 지도 서비스가 발달함에도 불구하고 현재까지 국내의 내셔널 아틀라스에 대한 연구는 미흡한 실정이다. 내셔널 아틀라스는 한 국가를 대표하는 지도집 자체로서의 상징성도 갖지만 사회 각 분야에서 정책 결정의 도구나 기초 자료로 이용될 수 있으므로 내셔널 아틀라스의 질적인 발달과 더불어서 양적으로도 풍부한 연구와 발전이 이루어져야 한다.;There is a great meaning in studying the maps as one of the most strong means of expression of the geographic information. Because map contains not only the information on the location of objects that appear on the surface of the ground but also the various information related to the humanistic and natural phenomena, the reading, interpretation, and production of maps have a great practical value as tools for understanding the real world. Further, the developments of GIS technology and the Internet under the Web 2.0 environment even requires the change of the form of the map itself. While the form of the map was mainly in the paper map format, recently the importance of the role of the map on the Web is increasing. Reflecting this tendency, this is a time when the changes in the national atlases which are produced as thematic maps that represent the characteristics of a nation and studies on these changes are very important. In this study, the author suggested a direction toward which the online national atlas of Korea must move forward through the analysis of the preceding foreign online national atlas studies and the related sites. The subjects of this study are preceding foreign research studies related to the online national atlases and the themes and functions of the atlases of those countries that are representative countries that developed online national atlases such as USA, Germany, and Canada. Regarding the themes, the author presented the ultimate themes and the sub-themes alongside the ultimate themes after classifying the themes based on the systematic geographical approach. Regarding functions, the author performed an in-depth analysis of the functions focusing on the interactive functions. Further, an analysis of the map service sites that are similar to the current status of Korean national atlases, and a questionnaire survey related to the educational area also was performed. This study is composed mainly of the following parts. The first part is the literature survey on the preceding research studies and the analysis of the foreign online national atlases. Through the analyses on the various cases of research studies and the analyses of the themes and functions of the online national atlases of the USA, Germany, and Canada, implications were derived. Second, based on these implications derived through these analyses, a map was implemented. This map was implemented through the mash-up of the Google map, one of the representative Open API, and the statistical data that are provided from the National Statistical Office and, through this the author proposed the direction toward which the Korean online national atlas must move forward. The results of analyses of this study can be summarized as the followings. The first implication is the importance of the interactive functions of the atlas. While the national atlas has been playing a symbolic role that represents a nation, the next generation of online atlas must provide various functions in terms of utility to the users. Getting out from the viewing of the static form of maps, it is important to provide user-friendly interactive functions such as on-demand selection and overlapping of layers, expansion and reduction, provision of regional information and maps through search by region, provision of various maps, graphs, and photographs based on a given theme. Second is the importance of the selection of themes that are flexible and varied. It is important to select themes that are related to socially important phenomena or that can draw interests of users and for this to be realized, the update cycle must be short enough and the themes must those with real-time characteristics. Further, it is important selecting not only themes that are up-to-date but also those that have a national relevance so that those are able to represent the features of Korea. Third, the importance of the production of maps with various forms for the various users of the maps. While the national atlas is addressing the whole areas of interest inclusively, the forms that are appropriate for each area are different. While it would be appropriate to implement the thematic map in the form of layered maps for themes that are related to statistical figures, it is effective to express as a dynamic map for themes where a time-series change occurs or theme that are related to the movement of positions, and to express as a 3D map for themes that are related to the topography. As such, the proper selection of forms of maps based on the themes is also extremely important. Fourth, the possibility of the development of online national atlas using the Open API. Reflecting the foreign preceding studies and the trends of the information societies, the author implemented a map using the Open API. This map was produced based on the implication from the foreign preceding studies and the studies on the online national atlases of the USA, Germany, and Canada and this is an example that proposed a possibility. At present, Korean studies on online national atlas are lacking. In spite of the fact that the Internet GIS technology or various map services are developing, studies on national atlas are very insufficient. While it has a symbolism as a collection of maps itself, because it can be utilized as the basic tools of data for policy-making in each of the sectors of the society, there must be an abundance in terms of volume and an advancement in the studies on national atlas with the qualitative enhancement of the national atlas.
