유치원운영위원회에 대한 사립유치원 학부모의 인식 조사

Abstract

본 연구의 목적은 유치원운영위원회의 도입에 대한 서울 사립유치원 학부모들의 인식을 분석함으로써 유치원운영위원회의 보다 발전적인 운영방안을 모색하고자 하는 것이다. 이와 같은 연구목적에 따라 다음과 같은 연구문제를 설정하였다. 1. 유치원운영위원회 구성에 대한 사립유치원 학부모의 인식은 어떠한가? 2. 유치원운영위원회 기능과 역할에 대한 사립유치원 학부모의 인식은 어떠한가? 3. 유치원운영위원회 전망에 대한 사립유치원 학부모의 기대는 어떠한가? 본 연구 대상은 서울시에 위치하고 있는 사립유치원에 재원 중인 유아의 부모 404명을 대상으로 설문조사하여 분석하였다. 수집된 자료는 PASW Statistics 18.0 프로그램을 사용하여 빈도분석을 하였다. 본 연구의 분석결과를 요약하면 다음과 같다. 첫째, 유치원운영위원회 구성에 대해 사립유치원 학부모는 필요성을 인식하고 있으며, 감시와 비판을 잘 하는 사람을 위원으로 선출해야 하며 유치원운영위원회 구성을 통해 사립유치원 운영에 민주성, 합리성, 투명성이 제고될 수 있다고 인식하였다. 둘째, 유치원운영위원회 기능과 역할에 대해서도 사립유치원 학부모는 유치원 규칙의 개정에 관한 사항, 예산 및 결산에 관한 사항, 유치원교육과정의 운영 방법에 관한 사항, 학부모가 부담하는 경비에 관한 사항, 방과후 과정 운영에 관한 사항, 유치원 급식에 관한 사항, 유치원 운영에 대한 제안 및 건의사항 등 자문사항이 필요하다고 인식하고 있었다. 또한 유치원운영위원회 산하에 예․결산, 교육과정, 방과후 과정, 급식 분야의 소위원회가 모두 필요하다고 인식하고 있는 것으로 나타났다. 셋째, 유치원운영위원회 전망에 대해 사립유치원 학부모는 기관운영의 투명성, 민주성을 확보하고 유치원 교육의 질을 제고하는 효과를 기대하는 것으로 나타나 학부모의 참여로 유치원운영위원회가 활성화될 것이라 인식하고 있었다.;The goal of this study is to explore the more effective managemental methods of the Kindergarten Council by analyzing the perceptions of parents in private kindergarten in Seoul toward the initiation of the Kindergarten Council. As for this study, the following hypotheses were established. 1. How would parents perceive the establishment of the Kindergarten Council? 2. How would parents perceive the functions and roles of the Kindergarten Council? 3. What would parents have the prospects of the Kindergarten Council? It was conducted to survey the sample groups of 404 parents who has send their children to private kindergarten in Seoul so as to analyze frequency test with PASW Statistics 18.0. The results of this study are followings. First, the parents have perceived the necessity for the establishment of the Kindergarten Council. According to the survey, they thought the person who has the ability to monitor and criticize was elected as a member of Kindergarten Council and the democracy, rationality and transparency of the private kindergarten management can be improved through the establishment of the Kindergarten Council. Secondly, in the part of the functions and the roles of the Kindergarten Council, parents have perceived that there are needed the counsels for the Kindergarten management such as the Kindergarten rules revision, the Kindergarten budget and accounts, the Kindergarten curriculum management, beneficiary expenses, the management of the after-school extra activities, Kindergarten food service and various suggestions and recommendations. Additionally, they said the sub-committees under the Kindergarten Council have to be set related to budget and account, curriculum management, after-school extra activities and school food service. Thirdly, in the prospect of the Kindergarten Council, parents have been expecting to obtain the transparency and democracy of the Kindergarten management and to promote the quality of Kindergarten education. It means that they believe parents participation makes the Kindergarten Council activating.
