韓國 映畵檢閱에 關한 硏究

Abstract

本 論文은 映畵가 지니는 倫理와 그에 따른 具體的인 制度로서 存在하는 映畵檢閱을 韓國의 劇映畵 檢閱을 中心으로 검토해 보고 效率的인 方案을 提示하여 韓國映畵檢閱制度의 發展에 기여하고자 한다. 本 硏究는 韓國映畵檢閱의 歷史的 考察과 現代映畵檢閱의 問題를 살펴보는 同時에 檢閱에 對한 意見調査를 통해 검토하여 보았다. 또 自律的으로 映畵檢閱을 行하고 있는 美國과 日本의 檢閱에 대한 全般的인 槪要와, 美國映畵檢閱담당 機構인 C·A·R·A(映畵檢閱委員會), 日本의 「映倫」조직과 檢閱업무에 대해 비교해 보았다. 本 硏究는 文獻 硏究를 基本으로 하는 한편 意見調査의 경우 設問紙를 作成 interview하였다. 그 대상으로는 映畵와 관련된 사람으로 제한, 檢閱審議委員과 映畵人協會 各 分科委員長, 映畵담당記者, 映畵評論家를 標本으로 하였다. 本 硏究에서 밝혀진 것은 다음과 같다. 韓國의 映畵檢閱은 시대에 따른 특수여건 속에서 法的 統制가 施行되어 왔고 現在에 이르러 半官半民의 性格을 지닌 映畵檢閱機構가 담당하고 있다. 本來 映畵의 檢閱은 그 藝術性을 보아 外的 統制보다 自律的으로 專門性을 지니고 운영되는 것이 바람직하다 할 것이다. 現在의 映畵檢閱은 社會的 여건을 考慮하더라도 自律的이고 專門的인 機構로의 獨立이 必要하며, 基準이나 機構운영에 再考할 必要가 있다. 이에 自律的으로 운영되고 있는 미국의 C·A·R·A와 日本의 「映倫」에 대해 살펴보았다. 이 둘은 映畵의 內容을 規制한다기 보다, 등급을 조정함으로서 映畵藝術의 측면과 倫理를 절충하고 있다. 映畵의 檢閱이나 審議는, 그 目的이나 制度에 問題點이 있는 것이 아니라, 制度의 機能이 미치는 영향에 硏究點이 있다. 韓國의 映畵檢閱도 映畵의 倫理오 責任이 검토되어야 한다. 그리고 檢閱基準고 機構의 運營도 타당성 있게 施行되어야 한다. 그리하여 映畵藝術의 獨自的인 영역을 구축하는 方案이 講究되어야 한다. 本 硏究에서 다루지 못한 여러 形態의 映畵檢閱制度에 대한 비교 분석과, 檢閱制度에 복합적으로 作用되는 問題들에 關한 심층적인 硏究가 要望된다. 바람직한 映畵檢閱을 통해 映畵의 올바른 本質과 機能이 회복되어야 할 것이다.;The aim of this thesis is to contribute to the development of Korean film censorship by presenting more efficient method, through studying it which exists as concrete system centering around the Korean system. This article is intended to look into historical study of Korean film censorship and acting Korean film censorship and compared our censorship system with "The Classification and Rating Administration" of America, and "Film Ethics Committee" of Japan. And gathers public opinion by means of survey on Korean film censorship. This Article depends on referring to documents, while it was polled the public by a questionnaire. The object of the survey is restricted to the people who are occupied in film-darn; film censors, film reporters, film reviewers, movie-mans. The details which investigated in this article are as follows; The film censorship in Korea has been legally controlled in accordance with the various specific conditions of the times. Currently, the "Korean Film Censorship Organization", semi-governmental corporation, assumes the full responsibility for it. Further, it is more promoting for the artistry of the films by nature that they would be self-regulation and specialized rather than interfered by the exterior. The social given conditions considered with the yardstick for the films and the management of the organization, the present film censorship system needs to be free of dependence of the authorities concerned, as an organization of its own, let's say, self-regulation and specialized, as mentioned above. In this connection, an examination is being taken at American "C.A.R.A." and Japanese "Film Ethics Committee" what they call since they demonstrate the hopeful control through a compromise between artistry and ethics by appropriately rating each film, different from our regulation on the contents of the films perse. The purpose of film censorship and its inspection lies on the research in the character of their system. Also, it is a solutely necessary to construct individual domain in conformity with an investigation into moral principles and artistry, of which people encouragement to protect artistry against the criterian of censorship and organization management. More profound study on the matters which were not dealed in this article is require. The proper function and substance must be restored by the comparative study about various film censorship systems.
