政治社會化 過程의 理論과 實際的 性格

Abstract

本 硏究는 政治社會化에 관한 一般理論과 이의 適用을 爲하여 韓國 社會內에서의 特殊한 政治的 統合 要素인 反共에 관한 韓國 靑少年들의 認識을 調査함으로써 政治敎育의 實際 樣相을 分析하기 위한 것이다. 問題의 接近方法은 두 부분으로 되어, 먼저 政治社會化에 대한 一般 理論에 對한 考察과 硏究의 實際面으로 나누어 硏究되었다. 政治社會化에 對한 理論的 부분에서는 먼저 政治學에서 政治社會化 問題가 政治學의 實證化나 科學化를 可能하게 하는 前提的 硏究 분과로서 擡頭하게 된 政治學의 發展的 側面과 意義를 다루고 다음 政治社會化의 槪念에 對한 分析을 通하여 政治文化가 가지는 一般的 意味인 社會的 및 心理的 狀況에서의 價値問題와 範疇를 現實的인 政治體系의 問題와 결부시켜 생각해 보았다. 다음에는 政治社會化에 對한 이 分野의 硏究가 주로 어떠한 理論을 中心으로 어떻게 進行되어 왔는가를 살펴보고 이의 一般化를 시도해 보는 章으로써, 政治社會化를 政治體系의 分析을 通한 投入一産出間에서의 긴장의 해소를 爲한 媒介的 변수로 理解하는 David Easton의 理論을 考察하였다. 또한 政治社會化를 하나의 學習 過程으로써 보는 H.H. Hyman의 政治心理學的 理論과 Robert D. Hess와 Judith. V. Torney의 硏究를 考察한후 이들의 硏究領域에對한 一般性을 살펴보았다. 政治社會化 理論에 대한 實際適用의 分野에서는 韓國 政治社會化에 對한 한 側面的인 硏究로 育少年의 反共에 관한 의식과 態度評價를 調査하여 그 調査結果를 分析함으로 韓國 社會內에서의 特殊한 政治的 統合要素인 反共이라는 具體的 事實이 政治社會化의 重要機制인 敎育을 通하여 어떻게 투명되고 있느냐의 樣相을 分析함이 그것이다. 이러한 調査를 통하여 얻어진 사실을 요약하면 다음과 같다. 1. 韓國學生들의 反共에 對한 認識은 反共이 國家的 統合이라는 政治的 핵심가치로 등장되어 있는 現實에 비추어 그들의 學習價値에서 實質的인 공감을 불러 일으키지 못하고 있는 狀態이며 學習에 관한 통로는 저 學年에서는 學校 敎育과 mass-media에서 學年이 높아감에 따라 mass-media 一方的인 狀態에 방치되어 있다. 2. 反共에 관한 熱情的 態度는 一般的으로 그들이 가지고 있는 共産主義에 對한 自信感에 반해 이를 行爲로 연결시켜줄만한 社會學習的 機制가 마련되지 못함으로써 다분히 감정적인 미개발 狀態에 머물러 있다. 3. 反共學習에 對한 評價에서는 學生들의 政治社會化에 對한 具體的인 學習機制인 敎科書마져도 反共學習 그 차체에 對한 의무감을 일방적으로 고취하고 있을뿐 與味를 유도하지 못한 狀態에서 學生의 共産主義 知識에 對한 評價는 具體性 보다는 非現實的인 面이 강하게 支配하고 있는 狀態이다. 反共이라는 政治的 價値의 연결이 自由民主主義 社會下에서는 엄연히 個人의 自由와 民主化라는 問題와 우선적으로 고려되어야 함에도 不拘하고 政治知識이 具體化 되어가는 高學年에 갈수록 經濟建設이나 强力한 指導體系에 의한 政治的 安定이라는 변수와 연결지움으로써 자칫 政治體制的인 조작성에 노출될 위험성도 없지 않다는 점이다.;For establishing the general theory of political socialization and its application, this thesis researches into the element of political integrity and analysing the present processes of its political education. The approaches are two-fold;on the one hand a theoretical inquiry of political socialization, its praxis on the other. The general theory deals with at first the development and significance of political science as presupposed to enable to positivise and scientify the analysis of political socialization phenomena, and through its conceptual clarification puts into question the general, social, psychological aspects of the value and norms of political culture in connection with its practical political system. The next step is taken to see through the theories which to base the processional development of this phenomenon, and to attempt its general conceptualization by applying david Easton's theory which understands the political socialization as variable for dissolving input-output disparity in analysing the corresponding political systems. And the attempt is broadened to establish the general framework in common, as reference to it, of H. H. Hyman's politico psychological theory regarding the political socialization as a learning process, of studies of Robert D. Hess and Judith V. Torney. In application research the anti-communist consciousness and attitude of Korean youths as an instance is studied and resultantly analysed in order that we may make clear how the particular element of political integration, the anti-communism, is reflected upon through education, an important medium of political socialization. Out of this research we can sum up : 1. The anti-communist consciousness of Korean students is not so much fully positioned as expected in the light of present reality of anti-communism as core of political integration, and the students are left themselves to only school education and mass media in the lower classes, and mass media one-sidedly in the higher. 2. The enthusiasm for anti-commnunism lies still in undeveloped reactionary emotions, because of lack in social-educational media to connect its consciousness with the corresponding actual behavior. 3. Even the text-books for anti-communism as a specific instrument leading to its political socialization is but indicative of mere compulsion without any attractive approach, resulting in unrealistic knowledge of communism rather than specific. Despite the fact that even the anti-communistic political value should be in prior conformity with individual freedom and democratization in a free democratic society, the political sense and knowledge, which is duly intensified more in the higher classes, is now oriented toward variables of the so called political stability centering around economic growth and strengthening of administrative leadership, and is resultantly danger of being manipulated by the incumbent political rule and system at all.
