통보형 XML 공문서 관리를 위한 프레임웍 설계

Abstract

Organizations such as schools or offices of education provide support in creating an effective educational environment as well as help to achieve successful educations. In a educational administration, official documents acts as important communication bridge between these education-related organizations. These documents are distributed quickly with adopted GroupWares by each city's office of education. However, this process is a limited to only delivering and receiving the results of official documents executed and delivered by the office of education to the selected schools, but within school itself, the documents are delivered manually. In school, the paper documents are passed to different people before it is final delivered to the right person. In the process of handling official paper documents, it could result in delay or inaccuracy caused by person who is delivering. From the above reasons, official documents can be delivered at the very last minute and these processes could cause problems for the classes that teachers are responsible for. Moreover, it will consume a huge amount of time and effort when searching for the official documents manually, for it is not systematically organized. Delivering documents within school itself, has been ignored, since it is not considered as a large organization such as government education agencies. It is necessary to change the procedures in delivering official documents within school's administrative services along with the outside administrative procedure changes. For the above purposes, this thesis can be practiced toward the actual schools therefore it is to design the framework for Distributable Official XML Document management and to implement official document management system based on the design. From this research, I have called my Official Documents as distributable format since Official Documents that's been handled outside school are passed and informed to the appropriate personnel or teachers in school. Official Document format is used XML according to the standard. This thesis is targeted towards elementary school in dealing with official documents where all the documents are manually prepared, delivered and managed. Facing the dilemma that I have explained earlier with delivering paper documents, one way to solve the problem is to give access to the official documents through Internet, so that everyone can access the Forms and deliver them to the right person quickly, effectively and accurately. This will enhance the quality of work for teachers. As a result, this system will reduce the negativity in producing the time critical official documents in educational activities. It is important at the fact that electronic document management procedures will incredibly improve the quality in school's administrative services.

;학교나 교육청과 같은 조직은 교육목적을 합리적으로 달성하는데 공헌하는 수단이며 학습이 효과적으로 이루어질 수 있는 환경을 조성하기 위해 노력하는 기관이다. 학교 행정에서 공문서는 이러한 교육 관련 기관들의 상호작용에 중요한 수단이 되며 공문서의 유통은 행정정보화에 따라 각 시도교육청에서 도입한 그룹웨어를 통하여 신속하게 이루어지고 있다. 그러나 이것은 교육청에서 단위 학교로 공문서를 전달하고 결과를 통보 받는데 중점적인 역할을 하므로 기관간의 공문서 유통에만 한정되어 있으며, 일선 학교 현장 내에서의 문서 전달은 모두 수작업으로 이루어지고 있다. 학교 내의 공문서 전달은 종이 문서로 여러 사람을 거쳐 이루어지고 있다. 이 과정에서 전달자의 실수 등으로 문서 전달에 지연 및 착오가 발생하기도 한다. 이와 같은 이유로 기한이 임박해져서 공문서가 전달되기도 하며 이러한 공문서의 처리는 교사의 수업활동에 방해 요소로 작용한다. 또한 공문서를 처리할 때에도 문서의 체계적인 관리가 이루어지고 있지 않아 수작업으로 관련 문서를 검색하는 등 어려운 점이 많다. 학교 내의 문서 전달은 교육청과 같은 규모가 큰 교육기관과는 달리 소규모라는 점 때문에 소홀히 여겨져 왔다. 외부의 행정 환경 변화에 따라 학교 내의 행정 서비스 전달 체계도 그 구조와 틀을 쇄신할 필요가 있다. 이러한 취지에서 본 논문은 실제 학교 현장에서 활용할 수 있도록 통보형 XML 공문서 관리를 위한 프레임웍을 설계하고 그 틀에 맞춰 공문서 관리 시스템을 구현한다. 본 연구에서는 외부에서 학교로 전달된 공문서를 분류하여 학교 내 담당 교사에게 전달한다는 의미로 학교 내 공문서를 통보형이라 지칭한다. 공문서의 형태는 행정기관의 전자문서유통 표준에 따라 전자문서 포맷으로 XML (eXtensible Markup Language)을 사용하여 정의한다. 본 논문은 초등학교를 대상으로 학교 내의 수작업에 의한 공문서 전달 및 관리에 따른 문제점을 분석하고, 인터넷 환경이 갖추어져 있으면 어디서나 사용할 수 있도록 웹 서비스를 구현하여 공문서의 신속한 전달과 체계적인 문서 관리를 통해 교사들의 업무에 도움을 주고자 한다. 결과적으로 본 시스템은 기한이 임박한 공문서와 같은 교육활동에 부정적 영향을 미치는 요소를 줄이고 문서 관리 체계의 전산화로 학교 내 행정 서비스 환경을 개선한다는데 의의가 있다.
