Abstract
本 硏究의 目的은 國民敎育憲章理念의 俱現에 密接한 關係가 있는 社會科를 中心으로 「國民敎育憲章理念과 社會敎科書와의 關聯을 硏究」하기 爲하여, 첫째. 國民敎育憲章制定의 必要性과 意義, 國民敎育憲章의 目標와 內容을 考察하고, 둘째. 國民敎育憲章에 대한 中等學校敎師들의 認識度를 알아보고, 세째. 國民敎育憲章德目과 社會敎科書內容과의 關聯性을 分析하며, 네째. 國民敎育憲章領域의 名德目이 社會敎科에 어떻게 反映되었는가가를 살피어 社會科敎育의 올바른 方向定立에 一資科를 提示하는데있다. 硏究方法은 文獻을 通한 分析硏究와 中高等學校敎師 250명에게 質問紙 通하여 實施하였다. 國民敎育憲章理念과 社會科 敎育의 性格과 關聯性을 理論的으로 살피고, 中等學校敎師의 國民敎育憲章의 認識度는 質問紙法으로 살피었다. 以上의 硏究結果를 要約하면 다음과같다. 첫째. 國民敎育憲章의 基本構造는 ① 民族意識 ② 自我實現 ③ 自由市民(家) ④ 國民精神 ⑤ 國家的 使命등으로 構成되어있다. 둘째. 國民敎育憲章의 中等學校敎師의 認識度는 年齡別로 보면 30代 이상의 敎師(83.8%)와 女敎師(41.2%) 보다는 男敎師(80.8%)가 높은 비율이며, 敎科別로는 社會敎나 國語科目이 또한 俱現面에 있어서도 社會科나 國語科 擔當敎師들이 비교적 積極的으로 나타났다. 셋째. 國民敎育憲章理念이 社會敎科書에 反映된 것을 보면 學問과 技術의 硏磨, 德目, 相扶相助 德目, 反共民主精神, 自由世界의 理想實現의 순서로 되어 個人倫理德目은 一回정도 愛國愛族精神, 國家와의 連帶意識 敬愛와 信義德目, 信念과 矜持 創造力 遂養등의 德目도 적게 反映되고 있다. 넷째. 社會科 敎科書에석 敎育內容을 分析해 본 結果, 反共民主國家建設內容(48.8%) 愛國愛族精神의 培養이(29.3%) 文化遺産의 繼承과 새文化創造의 目標(17.0%)와 當面問題의 解決能力을 函養하는 目標는(4.9%)로 나타나고 있다. 以上과 같은 本 硏究를 基礎로 하여 앞으로의 課題를 提言한다. 첫째. 國民敎育憲章理念이 俱現되려면, 우선 一線敎師들의 國民敎育憲章의 깊은 認識度와, 積極的인 態度가 필요하다. 國民敎育憲章의 俱現을 위하여서는 앞으로 專門的이고도 廣範한 硏究와 모든 敎育課程의 계속 검토와 아울러 社會敎科書의 改編을 考慮해 볼 일이며, 敎師들의 認識度를 높이기 爲하여 敎師用 지침서나 參考文獻이나, 敎師에게 어떤 制度的인 方案이 마련되어야 할 것이다. 둘째. 國民敎育憲章과 社會科와의 關聯이 높은 反共民主國家建設과 愛國愛族精神, 文化遺産의 繼承과, 새文化創造의 目標 및 當面問題의 解決能力을 內容的으로 偏重됨이 없이 反映 되어야겠다.;Ⅰ. Objectives of the study The curriculum of middle school was reformed on August, 1973, in confirmity with the ideals of The Charter of National Education proclaimed December 5, 1968. Several attempts have been, since, done in revision of textbooks of social science in an effort to meet such requirements. It is widely assumed that social science of all the subjects is highly correlated, in particular, with the ideals of The Charter in curriculum. Little has been, however, ascertained whether the ideals of The Charter have been sufficiently and harmoneously substantialized in curriculum of said subject or not and what would be the depth of understanding of The Charter, of teachers concerned. This reporter intends to study as follows : 1. To study any significant relationship between the Educational Charter and textbooks of social science. 2. To analyze if the spⅡits of The Charter are dealt with in curriculum in harmony or some are not over-emphasized or under-evaluated in each unit. 3. To research the depth of understanding the ideals of The Charter of teachers. 4. To find out a new direction of the education of social science. Ⅱ. Method of the study Subjects : A group of secondary school teachers located in Seoul and Kyunggi Province were sampled. Methods : Review of literature and documents analysis Survey and inquiry Ⅲ. Conclusions : 1. Frequency in citation of national moralism in textbooks of social science is 44.6%. 2. Emphasis upon anticommunism(48.8%) and patriotism(29.3%) among the four objectives of the education of social science are given in textbooks of social science. 3. Male teachers and teachers whose age is over thirty and teachers of Korean language and literature and of social science are in general proved to be higher than otherwise in the degree of understanding of the ideals of The Charter. 4. Most the teachers surveyed insist upon immediate revising of the textbooks concerned. Ⅳ. Proposals : In view of the results drawn from analysis of the questionnaires and books-documents research, the following can be concluded. 1. Three moral points in the Charter, such as individual, social and national should be reflected with equal importance and weight in textbooks at forthcoming revision. 2. New institutional efforts must be made to improve the quality of teachers pointed out in No. 3 of conclusion. 3. Emphasis must be given to cultural inheritance and creation of new civilization and ability to solve facing problems, besides national moralism such as foundation of anticommunistic society and patriotic behaviors.
