Abstract
The present study is intended to investigate a theoretically ideal faculty meeting, grasp the actual condition of faculty meeting of middle school, and identify the problems involved in the operating process of faculty meeting as well as to present a comprehensive scheme for their solution. The problems to be identified in this study are as follows : 1. A reasonable theoretical standard dealing with the character, role, preparation, process and post treatment of faculty meeting. 2. Recognition of the character and role of faculty meeting. 3. Operating status in respect of the preparation, process and post treatment of faculty meeting. 4. Problems involved in the operation of faculty meeting and their solution. The present study was carried out by means of the review of literatures and questionnaires which were distributed to all the middle schools in the Special City of Seoul. Chapter Ⅱ is devoted to the theoretical discussion of faculty meeting, and Chapter Ⅲ deals with the actual condition and problems of faculty meeting. The results obtained are as follows : 1. The character of faculty meeting represents an advisory organ of the principal. 2. The order of major roles is report and delivery of the principal's intention, expression of opinion of the faculty members, liaison and coordination of the faculty members. 3. The prior preparation includes the drawing up of an annual program, consultation and review of the agenda at the planning committee on a partial basis. 4. There is established no by-law governing the faculty meeting in almost all middle schools, and in most cases, the faculty meeting is precided over by the head teacher or the chief of school affairs. Although the opportunity of speaking of the faculty members is not limited, the attitude of teachers toward the meeting is somewhat negative. 5. In the post treatment, matters decided upon are notified most of the absentees, but the accuracy of the minutes are rarely confirmed. The following are proposed based on these findings : 1. The faculty meeting should play the role not only as an advisory organ of the principal but as a decision-making body and positive participation consciousness of the teachers should be enhanced along with democratic operation of the meeting. 2. Prior program for the establishment of by-laws, annual program, selection of the agenda, prior notice and preparation of the meeting place should be worked out thoroughly, thereby maintaining effective operation of the meeting. 3. Creation of a stabilized atmosphere of the meeting place and preparation of data for discussion. 4. matters decided upon should be put into practice by confirming and evaluating the results of meeting in order that they may be used as referential materials for the next meeting.;本 硏究의 目的은 첫째, 바람직한 職員會議는 어떤 것인가를 理論的으로 살피고, 둘째, 우리나라 中等學校에 있어서의 職員會議의 實態를 把握하고, 셋째, 職員會議 運當過程에서의 問題點을 찾아내어서 職員會議 運營의 改善點을 提示하는데 있다. 本 硏究에서 밝히고자 하는 問題들은 다음과 같다. 첫째, 職員會議의 性格, 役割, 業備, 進行 및 事後處理 등에 관한 受當한 理論的 準據들이 무엇인가? 둘째, 職員會議의 性格과 役割에 대한 認誠은 어떠한가? 셋째, 職員會議의 準備, 進行 및 事後處理 등 運營의 實態는 어떠한가? 넷째, 職員會議 運營에 있어서의 問題點을 무엇인가? 다섯째, 戰員會議 運營에 있어서의 改善點은 무엇인가? 硏究方法은 文獻硏究와 質問紙法을 使用하였으며 硏究對象은 서울特別市內 全 中等學校로 하였다. Ⅱ에서는 職員會議에 關해서 理論的으로 考察하고, Ⅲ에서 職員會議의 實態와 問題點을 살핀바 그 結果는 다음과 같다. 첫째, 職員會議의 性格은 "校長의 諮問機關이다"가 가장 높은 比率을 차지하코 있으며, 둘째, 職員會議의 重要役割의 順位는, 職員의 報告·傳達, 職員의 連絡·調整, 校長의 意思傳達, 校長의 談問, 問題, 解決을 위한 意想決定의 順으로 나타났다. 셋째, 職員會議의 事前準備에 있어서, 職員會議의 年間計劃書 作成, 企劃姜員會에서 議題에 대한 事前協議등은 부분적(50%)으로 되어 있으면 案件에 대한 事前檢討도 部分的으로 이루어지고 있다. 넷째, 職員會議 進行方法에 있어서, 職員會議 內規가 되어 있는 경우는 40% 未浦이며, 司會者는 校濫과 敎育主任이 主로 하고 있고, 敎職員이 機會는 比較的 잘 주어지고 있었다. 또 職員會議에 臨하는 敎師들의 態度는 썩 積極的이 아니었다. 다섯째, 職員會議 事後處理에 있어서는, 職員會議의 決定事項을 欠席者에게 大部分(76.8%) 알리고 있으나, 職員會議 記錄이 正確한가 全體職員과 確認하는 일은(27%) 거의 이루어지지 않고 있다. 以上과 같은 結果를 土台로 다음과 같이 提言한다. 첫째, 職員會議를 校長의 諸問機關으로서뿐 아니라 議決機關으로서의 性性格도 살려 敎師의 積極的 參與意識을 增進시키고 民主的인 職員會議을 運營을 꾀하여야 할 것이다. 둘째, 職員會議에 대한 內規, 年間計劃, 議題選定 및 事前公告, 會議場所所의 準備 등 事前計劃을 徹底히 하여 效率的인 運營이 되도록 하여야 할 것이다. 셋째, 會議場所의 安定되고 부드리운 雰圍氣 그리고 討議에 必要한 資料가 準備되도록 하여야 할 것이다. 넷째, 會義의 結果를 確認하고 評價하여 決定事項의 實淺에 萬全을 期하고 次期 職員會議에 參考가 되도록 하여야 할 것이다.
