Abstract
The main purpose of this study is to provide data which will be helpful in establishing the proper direction for Korean cooperative education activities in the future by analysing the present situation of Korean cooperative education activities and its problems. For this study the theoretical aspect of cooperative education is analyzed and then an inquiry is made into the present situation of Korean cooperative education. The following cooperative education programs and institutions have been chosen for this study. a) Cooperative education programs which are organized by Federations of various cooperatives such as The Central Federation of Fisheries Cooperatives, National Agricultural Cooperatives Federation, National Federation of Small and Medium Industries Cooperatives and the Korean Federation of Credit Unions are studied. b) Two specialized cooperative education institutions, namely Agricultural Cooperative College and the Cooperative Education Institute, are studied. c) Four types of primary cooperatives, namely Miari Catholic Credit Union, Kimpo County Agricultural Cooperative, Korea Pharmaceuticals Manufactures Cooperative and Inchon Fisheries Cooperative are studied. In chapter 2, the author presents a brief summary on various aspects of cooperatives; the meaning of cooperation, definition, aims, classification and basic principles of cooperatives. In chapter 3, the theoretical aspects of cooperative education are presents; definition, aims, historic background, needs and contents of cooperative education. In chapter 4 and 5, the main findings of the study are discussed and analyzed in the light of the theoretical frame work. In the final chapter, we shall present a summary of the conclusions of this study. The following are the main findings of this study. a) Cooperative education activities by the Federations of the four types of cooperatives in Korea are mainly for officers and employees of cooperatives, and education for members and potential members is very much neglected. b) Membership education activities by the four types of primary cooperatives are very weak and poor in quality. c) Cooperative education activities for officers and employees by the Federations of the four types of cooperatives in Korea are concentrated on the theoretical and specialized aspects of cooperative management, and membership education activities by the four types of primary cooperatives neglect the practical and empirical aspects of cooperation. d) Periods of cooperative education courses are fixed arbitrarily only for the convienience of the four cooperative Federations. e) No cooperative education institutes, except two specialized cooperative education institutions and National Agricultural Cooperative Federation, have sufficient facilities for education activities. f) Agricultural Cooperative College and Cooperative Education Institute have financial ability to support their cooperative education activities. g) The interests of trainees are not considered properly by all federations of the four types of cooperatives in preparing their cooperative education programs. h) In all cooperative education institutes, lecture and speech method are mainly used. Finally, the author would like to suggest the following four points as recommendations. a) It is very necessary to establish clear objectives of cooperative education and to strengthen the education of cooperatives membership. b) It is necessary to consider one more time the method of cooperative education, and to introduce new methods. c) It is urgent to improve existing cooperative education materials and to provide new cooperative education materials. d) Sufficient financial support is needed for cooperative education activities.;本 硏究의 目的은 協同組合敎育의 必要性과 重要性에 立脚해서 우리나라에서 實施되고 있는 協同祖合敎育의 現況에 관한 資料를 수집분석하여 問題點을 제시하므로서 우리나라 協同組合敎育이 指向하여 나아갈 올바른 방향을 정립하는데 도움이 되는 資料를 제공함에 있다. 本 硏究의 方法은 먼저 協同組合敎育에 對한 理論的인 考祭을 시도한 후에 우리나라 協同組合敎育의 現況과 問題點에 對한 現地調査를 實施하였다. 本 硏究에서 調査對象으로 선정된 곳은 다음과 같다. 1. 協同組合 聯合會 및 中央會에서 實施하고 있는 協同組合敎育機關으로 水産業協同組合中央會, 農業協同組合中央會, 中小企業協同組合 中央會 및 信用協同組合會를 調査하였다. 2. 協同組合敎育 實施 機關으로 農協大學과 協同敎育硏究院을 調査하였다. 3. 單位組合에서 實施하고 있는 組合員敎育을 把握하기 위하여 미아리 천주교 신용협동조합, 농협김포군조합, 대한약품공업협동조합 및 인천 어업협동조합을 선정하였다. 第二章에서는 協同組合에 對한 一般的 考察로서 協同의 意味와 協同組合의 定義, 目的, 形態 및 基本原則에 對하여 記述하였다. 第三章에서는 協同組合敎育에 對한 理論的 考察로서 協同組合敎育의 定義, 目的, 歷史的 背景, 必要性 및 內容에 對하여 言及하였다. 第四章과 五章에서는 위의 理論的 배경을 근거로 韓國의 協同組合敎育의 現況을 把握하기 위하여 現地詞査를 實施하였으며 밝혀진 資料를 토대로 하여 現況에 對한 비교분석을 실시하였다. 結論에서는 現況調査에서 밝혀진 調査結果를 要約하였는데 그 重要한 사항은 다음과 같다. 1. 中央會에서 實施하는 協同組合敎育이 任織員敎育에 치중되어 있고 組合員 내지 潛在組合員에 對한 敎育은 거의 實施하지 않고 있다. 2. 單位組合들이 實旅하고 있는 組合員 내지 潛在組合員에 對한 敎育內容이 貧弱하고 活潑치 못하다. 3. 中央會와 聯合會에서 實施하는 協同組合敎育 內容이 協同組合 管理 運營에 對한 전문적이고 理論的인 面에 치중되고 있으며 單位組合의 경우 生活面이나 經驗的 內容이 약하게 取扱되고 있다. 4. 中央會나 聯合會에서는 敎育期間을 일방적으로 결정하고 있다. 5. 協同組合敎育 實施機關과 農協中央會를 除外하고는 적당한 敎育施設이 確保되지 않고 있다. 6. 農協大學과 協同敎育硏究院을 除外하고는 協同組合敎育 추진을 위해 必要한 경비가 確保되지 않고 있다. 7. 中央會나 聯合會에서 實施하는 協同組合敎育에서 被敎育者의 관심이 고려되지 않고 있다. 8. 모든 協同組合敎育 機關에서 사용하고 있는 敎育方法은 주로 강의 및 강연에 치중하고 있다. 마지막으로 本 硏究에서 밝혀진 우리나라 協同組合敎育의 問題點에 對한 해결방안으로 다음 네가지를 제시하고자 한다. 1. 協同組合敎育 目的의 정립과 組合員敎育의 강화가 요청된다. 2. 協同組合 敎育方法의 재검토와 새로운 敎育方法의 도입이 必要하다. 3. 現在 사용하고 있는 協同組合敎育 資料의 改善과 새로운 敎育資料의 제작공급이 시급하다. 4. 協同組合敎育에 對한 과감한 재정지원이 必要하다.
