Abstract
The present study is an attempt to critically analyze R. S. Peters' concept of education. The concept of education here denotes the way of justifying the subject matter of education, which, it is further assumed, implies a certain aspect of procedural principles of teaching. Peters' concept of education is epitomized in his Ethics and Education in the form of three criteria : 1) normative, 2) cognitive, and 3) procedural criteria of education. In this study, a general review was made of his concept of education, followed by the discussion of each criterion in relation to the concepts of 1) needs, 2) structure of knowledge, and 3) child-centered education, respectively. The major theses proposed in this study are : 1) The cognitive criterion can be accounted for in terms of 3runer's "structure of knowledge"; 2) The procedural criterion is consistent with Dewey's child-centered principle of education; and 3) Peters' concept of education is a synthesis of the educational theories of Dewey and Bruner. The normative criterion designates the conceptual point that education aims at intrinsic values. This point is sharply contrasted with the idea of external aims of education, which is usually expressed in terms of meeting individual and societal "needs." An analysis of the concept of "needs" reveals that as a justification of subject matter, the concept has three conceptual difficulties, which may be called 1) justification problem, 2) alternatives problem, and 3) moral problem. In short, the concept serves as an escape from value problems conceptually built in the concept of education. The cognitive criterion shows the substance of intrinsic values which education aims to pursue. The intrinsic values consist of the "modes of knowledge and experience." The modes are justified "transcendentally" in the light of the logical inter-relationship between the rational justification and the pursuit of knowledge. In other words, the value of the modes hinges upon the common presuppositions of our civilized form of life. As the subject matter of education, the modes and 3runer's "structure of knowledge" in that they both emphasize the fundamental nature(or structure) of academic disciplines, and accordingly they can be justified on common grounds. The procedural criterion points out the moral principle that the learners deserve appropriate respect as persons in the process of education, which is best exemplified. in the child-centered principle of "respect for children's interests" based on Dewey's educational theory. Those who put Dewey's idea into practice have interpreted the concept of interest mainly in the psychological sense, but it is seen that Dewey's original idea of interest was in the normative sense, Interests in this normative sense develop only when a person grasps some intrinsically worth-while aspects in the object. Respect for children's interests in this sense means that children should be educated to see intrinsical values, but only on the basis of his present interests. It was the error of the traditional subject-centered education(moulding model) to emphasize the cognitive criterion without regard to the procedural criterion, and conversely it was the defect of naively practiced child-centered education(growth model) to emphasize the procedural criterion at the expense of the normative and cognitive criteria. Peters proposes the "initiation model" to do justice to both the cognitive and procedural criteria. In this model, both the teacher and learners participate in the educational activities on the same footing mediated by the common ground of the "public traditions enshrined in the public language." It is in the initiation model that the educational theories of Dewey and Bruner are harmoniously synthesized.
