중학교 교육시설에 관한 교사들의 의견 조사

Abstract

교육시설은 교육이념에 기초한 교육목적과 목표를 달성하고, 이를 위한 제반 기능을 원활히 수행하는데 필요한 공간 및 공간의 물리적 환경 내지는 형태라고 할 수 있다. 그러므로 학교시설은 학교 교육의 목표에 따른 학교의 교육적 기능을 원활히 수행할 수 있도록 구비되어 있어야 한다. 더욱이 학교시설이 교원과 함께 학교 교육의 질을 결정해 주는 요소라는 사실을 감안할 때 교육시설의 현대화 필요성은 더욱 중요하다. 본 연구는 이러한 필요에 따라 의무교육화되고 있는 중학교 시설·설비에 관하 실태를 분석하여 학교 교육의 기능을 수행하기 위한 학교 시설을 확충 보완하고 동시에 미래 교육체제 변화에 대응할 수 있는 학교시설의 현대화 방안을 탐색하는데 목적이 있다. 이러한 목적을 가지고 국내외의 참고문헌을 통하여 교육시설의 개념, 중학교 시설의 기능, 중학교 시설 분류, 중학교시설의 기준 등에 관한 이론적 배경을 살펴보았으며, 중학교 시설·설비의 실태 조사와 시설의 현대화 방안을 탐색하기 위해 질문지를 작성하여 조사 분석하였다. 질문지 문항은 모두 26문항이며, 중학교를 설립형태별, 지역소재지별, 설립년도별 그리고 학교 기본현장별로 비교하였다. 조사 분석은 전국에 있는 612 중학교를 대상으로 실시하였으며 회수된 질문지는 465부(대도시 190부, 중·소도시 121부, 읍·면 이하 154부)였다. 회수된 자료는 빈도분석(χ^(2))과 변량분석(ANOVA)을 실시하였다. 본 연구의 결과는 다음과 같다. 첫째, 학습의 장을 제공하는 교육 공간의 규모가 학생과 교육활동을 수용하고 지원하기에 불충분하였으며 현대교육에 대응하는 융통성이 부족하여 교육의 효과를 능률적으로 제고하기 어려웠다. 둘째, 생활의 장으로서의 학교시설의 현실은 학생의 건강과 안전을 도모하고 정서를 함양하기에 미흡했다. 세째, 교과의 특성을 고려한 특별교실의 기준이 미비하며 비록 불충분하나마 특별교실의 수가 확보되었더라도 기능을 다하지 못하고 있었다. 네째, 중학교 건물 최하층 면적을 기준으로 하는 교지 확보 규정을 학생수 기준으로 개정할 필요가 있었다. 다섯째, 지역사회와 학교와의 상호 필요를 충족시키기 위해 지역사회에 대한 학교시설의 개방 및 학교에 대한 지역사회 공공시설의 개방 등으로 상호 연계체제를 강화하여야 한다. 여섯째, 학교시설의 계획 및 설계의 현대화와 관리 및 운영의 효율화가 이루어져야 한다. 일곱째, 의무교육화를 지향하고 있는 중학교 시설의 현대화를 위해서는 학교시설 투자 촉진법을 시급히 제정하여야 한다.;Educational facilities are the constructions and physical environment of space available to perform the all the functions and aim based on an educational doctrine. School facilities is, hence, needed to facilitate an educational functions based on the goal of education. Since school facilities including the teaching staffs are an important factor to determine the quality of school system, it is necessary to modernize the educational facilities. The aim of this research is to strengthen the school facilities for the school system by analyzing the practical conditions of middle school facilities and to investigate the way of modermization of school facilities to cope with an educational system change in the future. Theoretical backgrounds for a conception of facilities, a function of middle school facilities a classification according to middle school facilities, and a criteria of school facilities were investigated through references. Data were obtained information through questionnaires to investigate the actual conditions of both the middle school facilities and systems and the modernization of facilities. The questionnaire was consisted of 26 items classified according to a private and public institution, the year of establishment, the location site, and the status of middle school. The questionnaire was distributed 612 middle schools through out the nation-wide and returmed 465 copies; (metropolis; 190 copies, city area; 121 copies, and town including rural area; 154 copies). The statistical treatment of data was computed to the probability distribution(X2, chi square) and the analysis of variance(ANOVA) using SPSS computer program. The results were summarized as follows. Firstly, the capacity of educational facilities to provide learning was not enough for students to support their school activities and was hard to control the effectiveness of education due to lack of versatility dealing with modern education systems. Secondly, school facilities as for spending one-third of their time in a day were beyond the standard to build up their moral character and to promote the health and safety for middle school students.
