참여의식의 고취를 위한 실천적 교수, 학습 방안

Abstract

Democracy should be an ideology, system and mode of living which is most idea listic to the society and its each individual members simultaneously. Democracy can be accomplished only by democracy-oriented citizens, who get the knack of democracy. It has been widely agreed upon that, and by the society furnished with administrative and educational systems which can embrace the fundamental values of individual freedom and equality. In this meaning, the democracy-oriented citizens are the most essential element of democratic society. Therefor, the Social Studies, among school education, has the most important mission to foster the qualifications of democratic citizens. To claim citizenship education as the central focus and mandate of the social studies, we must identify social participation as our central goal. The knowledge, abilities, and vallues in social studies programs come to fruition in social participation. Ultimately, social studies programs must empower students to participate. That is, students must see that they a role in making the world a safer, more just, and equitable place for all humanity. It is not enough simply to know about persistent problems and issues, nor is sufficient to be able to think and talk rationally and creatively about alternative solutions and to identify the value dilemmas inherent in them. Education becomes complete only when it moves us and provides us with the means and opportunity to act to affect local, national, and global problems.;민주주의는 개인과 사회 모두에게 가장 이상적인 이념이고 제도이며 생활양식이다. 이러한 민주주의가 실현되기 위해서는 사회 구성원 각자가 민주적인 사고방식과 행동 양식을 가져야 하며, 사회는 개인의 자유와 평등의 기본 가치를 행정적으로뿐 아니라 교육적으로도 수용할 수 있는 사회 여건이 조성되어야 한다. 이런 의미에서 볼 때, 민주 사회에서 가장 필요하고도 기본적인 교육 방식은 민주 시민을 양성하기 위한 민주시민교육이라고 하겠다. 그러므로 민주시민의 자질 함양을 영속적인 목표로 하는 학교교육에서의 사회과 교육의 위상 또한 높아질 수밖에 없다. 그러므로 민주시민교육의 자질을 육성하는 것이 곧 사회과의 목표가 되고, 이러한 목표의 완수를 위해서는 사회과 교육 현장에서 실제적으로 활용할 수 있는 교수·학습 방법의 연구가 선행되어야 할 것이다. 결과적으로 사회과 교육의 목표는 학생들로 하여금 그들이 살고 있는 모든 사회 조직에서 효과적인 참여를 이끌어 내주는데 있다고 할 수 있다. 학생들은 사회과교육과정의 영향으로 사회 각 기관들이 어떻게 그리고 왜 작동하는 지를 숙지하면서 민주주의 기관에 참여하려는 의향을 갖도록 지도해야 한다. 그러한 참여의 과정을 통해서 권리와 책임감에 대한 완전한 이해와 더불어 민주주의 단체에 참여하는 데까지 이어지게 된다. 더 나아가 학생들은 개개인과 사회의 이익을 극대화하는 경제적 결정에 참여하게 될 것이다. 그리고 학생들 은 개인적 복지에 공헌하며 사회적이고 생태학적인 제 방법들을 고려할 수 있는 능력과 생활 방식을 갖추도록 유도될 것이다. 궁극적으로 사회과 프로그램은 학생들에게 참여할 수 있는 권한의 폭을 넓혀주어야 한다는 결론에 도달하게 된다. 계속적으로 생성되는 사회문제와 이슈들을 단순히 아는 것으로 그치게 할 것이 아니라 대안적인 해결책을 모색할 수 있는 창조적 능력을 계발시키기 위해 학교교육 현장에서부터 참여 활동을 적극적으로 수행해야 할 것이다. 사회과교육 프로그램들은 그것들이 지역적, 국가적, 그리고 더 나아가 세계적인 문제들에 영향을 미치는 행동으로 이끌어지도록 수단과 기회를 제공하거나 자질을 육성시켜 줄 때에야 비로소 완전해질 수 있다. 본 연구는 민주시민성교육을 사회과 교과에서 효율적으로 다룰 수 있는 실천방안을 제안하고 실제 사회과 수업 시간에 참여를 극대화시키는 교수·학습 방법을 제시하는데 그 목적을 두며 특히, 효율적인 시민의 참여를 유도할 수 있는 한국 현실에 맞는 프로그램의 개발에 주력하고자 했다.
