중등학교 경영 자체 평가에 대한 연구

Abstract

學校經營評價는 敎育目標를 달성하기 爲한 計劃이 어떻게, 어느정도 실천되었는지, 또한 不振한 要因을 分析하여 문제점을 改善하고 次期計劃과 方法을 調整하는 과정이기도 하다. 그러므로 學校經營의 책임자인 學校長은 學校敎育의 발전을 위하여 學校經營의 自體評價를 실시함으로써, 보다 合理的이고 效率的인 學校經營을 이루어 나아가야 할 것이다. 本 硏究는 學校經營에 있어서 計劃樹立과 實行에 따른 評價를 學校自體內에서 어떻게 실시되고 있는 지를 알아보는 데 本 硏究의 目的이 있다. 學校經營에 대한 自體評價는 學校經營의 책임자인 校長의 必要性의 認識實施現況, 評價領域, 評價方法 및 評價 活用에 대한 실태를 調査함으로써 學校經營에 대한 自體評價가 정착화하는데 도움이 될 자료를 수집하기 위하여 本 硏究의 Ⅱ章에서는 學校經營의 槪念과 學校經營評價에 대한 基本的인 理論을 考察하있고, 理論的 背景을 근거로 하는 질문지를 서울특별시에 있는 중·고등학교의 校長 137名을 대상으로 學校經營에 대한 自體評價의 必要性 認識 및 實施現況, 評價領域, 評價方法, 評價結果의 活用에 관한 실태를 調査하였다. 本 硏究의 結果는 다음과 같다. 첫째, 學校自體評價에 대한 校長의 必要性의 認識程度는 매우 높으며, 부분적으로라도 거의 모든 학교들이 學校經營에 대한 自體評價를 실시하고 있으며, 中·高校間에, 또한 公·私立間에 差異가 없었다. 둘째, 學校經營에 대한 自體評價에서 가장 중점적으로 評價하고 있는 領域은 學習指導, 敎育計劃, 生活指導 順으로, 가장 중점적으로 評價해야 할 領域과 一致되고 있으며 , 가장 소홀히 되고 있는 評價領域으로는 特別活動으로 나타났다. 學校別로는 中學校는 敎育計劃에 가장 중점을 두고 있으며, 高等學校에서는 學習指導에 가장 중점을 두고 있고 設立別로는 公立校는 敎育計劃에, 私立校는 學習指導에 가장 중점을 두고 있다. 넷째, 대부분의 학교들은 學校經營에 대한 自體評價를 매학기 1회정도 실시하고 있으며, 高等學校보다 中學校에서 敎師들이 評價에 參與하는 정도는 비교적 높게 나타났으나, 學校豫算을 담당하고 있는 庶務主任의 參與程度가 낮은 것으로 나타나 學校經營에 대한 自體評價에서 學校豫算에 대한 評價가 소홀히 되고 있음이 밝혀졌다. 넷째, 學校經營에 대한 自體評價의 方法은 대부분의 학교가 職員會議나 評價委員會를 통하여 실시하고 있는 것으로 나타났다. 이것은 評價의 客觀性을 높이고 合理的이고 效率的인 評價가 되기 위한 評價道具가 活用되고 있지 않음을 나타내어 주고 있다. 다섯째, 대부분의 학교는 學校經營에 대한 自體評價의 結果를 次期計劃 樹立에 반영하고 있는 것으로 나타났다. 그러나 學校經營에 대한 自體評價가 더 잘 이루어지기 위하여는 敎育目的을 달성할 수 있는 정상적인 敎育風土의 造成이 가장 시급한 問題로 나타났다.;The evaluation on school administration is attemped that examines what way and what extent is accomplished the good is the educational plan,- if not succeful, analzes the problem, and adjusts it in the next plan. Therefore, the principal has to administer efficiently through the self-evaluation on school administration. The purpose of this study is to examine how does the evaluation on school administration execute. The disputant collected the helpful sources to be settled the self-evaluation on school administration through the research in the necessity of the principal who bears the responsibility for school administration, performance situation, educational scope, and evaluating method. In chapter Ⅱ of this study, the theories are developed the necessity of self-evaluation on school administration, its purpose, the scope of evaluation, the evaluating method, and the utilization of evaluational result. The structured questionnaires were distributed to 137 middle and high school principals in Seoul and obtained the followings: 1. The necessity of principal for self-evaluation in school is considerably enthusiastic, and most of the schools-even partially-practise on self-evaluation. There is no difference between niddle and high school and public and private school as well. 2. The most importants of self-evaluation in school administration are the following order, teaching advice, educational plan, and living guidance. The most negligent evaluational scope is Characteristic Activity. In the middle schools lay the priarity in the educational plan, and in high, teaching advice. In public schools take a serious view of the educational plan, and in private teaching advice. 3. Though most of schools take affect the self-evaluation in school administration once a school term, middle schools are higher rate than high school. The participation of teachers is proved to be high rate relativelly, but that of manager general affairs is not. So it is found out that the school budget is negligent in the self-evaluation in school administration. 4. The method of self-evaluation in school administration is operated by the school staff meeting or the evaluation committee. It is said that the tools for highly objective and resonable evaluation are not utilized very much. 5. It is proved for the result of self-evaluation in school administration to influence the establishment of the next term plan in most schools. But the most urgent matter is the construction of normal educational environment which is able to accomplish educational goal, in order that self-evaluation in school administration might be formed.
