북한의 교육제도에 관한 연구

Abstract

본 연구의 목적은 미래의 통일 한국의 큰 부분을 차지하는 무형의 정신역량을 배양하기 위해 북한의 교육에 관심을 가질 수 있는 기회를 갖게 하며, 김일성-김정일 세습 체제 유지를 위해 교육의 절대적인 힘에 의존하고 있는 북한을 바르게 알 수 있는 기틀을 마련하고자 하는데 있다. 연구 내용은 첫째, 북한 정권 수립 당시 사회체제 유지를 위해 교육의 힘에 의존하게 된 이념적, 정치·경제적, 사회·문화적 제 모든 영역에서의 교육배경을 분석한다. 둘째, 북한의 교육제도에 관한 교육이념 및 목적, 교육정책, 교육행정, 기간학제 그리고 취학전 교육, 인민학교, 고등중학교 중심의 학교 교육제도의 실제에 대해 분석한다. 셋째, 북한의 교육학 원리의 일반적인 특징과 학교 교육 제도 면에서의 북한 교육의 특징, 그리고 북한 교육의 종합적인 특징에 대해 분석한다. 연구 결과 북한의 교육제도를 다음과 같이 요약한다. 1. 북한 교육의 궁극적 목표는 오로지 김일성 주체사상을 바탕으로 전 주민을 혁명화, 노동계급화, 공산주의화 하여 「공산주의적 새 인간」으로 인간을 개조하는데 있다. 그러나 공산주의자들이 말하는 「주체」 또는 「공산주의적 새 인간」이란 김일성을 떠나 존재할 수 없으므로 오늘날 그들의 교육은 정통적인 사회주의 교육이론에 그 기초를 두고 있다고 할 수 없다. 2. 교육 정책은 국내·외적 상황에 따라 당정책을 기초하여 당 중앙위원회의 교육부가 수립·관장하며, 정무원 산하의 교육위원회가 집행한다. 교육위원회 밑에는 고등교육부와 보통교육부가 설치되어 대학 및 각급 학교 교육행정 업무를 담당한다. 교육행정 체계는 당정·일치의 중앙집권적 통제로 지방교육자치를 실시하지 않고 있다. 특히 1990년대에 들어서는 김정일의 독단으로 교육을 장악하여 제반 정책과 제도의 수립을 지휘, 감독하고 있다. 3. 북한 정규 교육의 기본 학제는 4 - 6 - 4(6)제로 인민학교는 4년, 고등중학교는 6년(중등반 4년, 고등반 2년), 대학은 4 - 6년으로 하고 있다. 학교교육의 구체적인 목표는 김일성 유일사상의 무장과 혁명적 계급투쟁 사상을 갖도록 하는 것이다. 교육내용은 교양교육, 교과교육, 체육교육으로 분류되나, 집단주의적 정치 사상교양이 중심을 이루고 있다. 발달 단계에 따라 교육방법으로써 (1) 깨우쳐주는 교육 (2) 이론과 실천교육 (3) 조직생활, 사회정치 활동의 강화 (4) 학교전 교육, 학교교육, 성인교육 등의 다양한 교수-학습 방법을 실시하고 있다. 북한 교육의 특징은 북한 교육학의 일반적 원리가 김일성 한 사람의 교시로만 이루어지고 있어, 북한 교육이 이념, 체제 유지를 위한 수단으로써의 교육이론을 바탕으로 하고 있다는 것과 교육을 절대시하여 교육내용 및 교육방법 등이 각급 학교 발달 단계에 맞게 놀라운 일관성을 나타내므로써 철저한 김일성 부자의 우상화 교육을 가능하게 하고 있다. 그리고 11년제 의무교육 제도와 취학전 학교 교육이 잘 발달되어 있다. 또한 전체주의적 집단주의 교육, 김일성-김정일 우상화를 위한 조기 정치 사상교육에의 주력, 노동과 군사 동원교육 등은 독자적인 북한식 교육으로써의 특수성을 나타내 주는 북한 교육의 중요한 특징이다.;The goal of this study is to make the people have the interst about the education of North Korea for cultivating the invisible spiritual capacity to occupy the big part of future unified Korea and to try to prepare the crux to be able to know North Korea which is depending on the absolute power of ecucation right. Study contents is as follows: First is to analyze the eucation background in the ideal, political, economic, social and cultural all the ranges which came to depend on the power of education for the maintenance of society system at the time of establishing the political power of North Korea, Second is to analyze the actuality about the education idea, education goal, education policy, education administration, educational system and the education system of school centering around the education before entering school, people's school and high middle on the education system of North Korea. Third is to analyze the general feature of pegagogy principle of North Korea, the feature of education of Norht Korea in the side of the education system of school, and the overall feature of education of North Korea. As a result of study, the education system of North Korea is summarized as follsws: 1. The ultimate goal of education of North Korea is to remodel the human being as the communistic new human being , by making all the residents into revolution, labor class, communism, on the basis of the subject thought of Kim Il Sung. 2. As for the education policy, the education department of central committee of party established and manages it, and the education committee under the political committee executes it, on the basis of party policy, in accordance with the internal and external situation, Under the education committee, high education department and common education department are being installed. Thus, they take charge of the business of education administration of university and every class of schools. As for the system of education administration, the self-administration of regional education is not being executed, by the control of centralization of government of the conformity of party and politics. Especially, since the beginning of 1990's, Kim Jung Il is conducting and supervising the establishment of all the policies and systems, by holding the education, with arbitrary decision. 3. The basic educational system of regular education of North Korea is the system of 4-6-4. Then, people's school is 4 years, high middle school is 6 years (middle class is 4 years, and high class is 2 years), university is 4-6 years. The concrete goal of school education is to make the students have the armament of only thought of Kim Il Sung and the revolutionary thought of struggle of classes. Education contents are classified into culture education, subject. education and physical education. But the collective political thought culture is form the center. In addition, in accordance with development, stage, diverse teaching-study methods such as (1)awakening education (2) education of theory and practice (3)strengthening of organization life and social political activity (4) education before school, school education, (and adult education etc. are being executed as the education method. As for the feature of North Korea education, the general principle of pedagogy of North Korea is being made only with the instruction of Kim Il Sung, one person. Thus, the education of North Korea is based on the education theory as the means for the maintenance of idea and system and the education contents and education method etc. is making the thorough idolization education of Kim Il Sung father arid son possible by showing the surprising consistency suitably for the development stage of every class of school, through regarding the education absolute. And the compulsory education system of 11 year and the school education before entering school are developing well. In addition, totalitarian collectivism education, ceoncentrating efforts on the early political thought education for the idolization of Kim Il Sung-Kim Jung Il, and the mobilization education of labor and military etc. are the impotant features of North Korea education to show the specialty as the independent socialism education of North Korea type.
