학교행정의 자율화에 대한 교사의 의식 조사 연구

Abstract

The importance of autonomous school administration system is emphasized today in order to accomplish the creative and humanistic education in secondary schools. This study attempts to investigate the level of consciousness among teachers in secondary schools with respect to autonomous school administration system as well as to provide basic researches for alternative policy measures regarding school administration system. Survey method is used in order to fulfill the research goal and questions are answered by 24% secondary school teachers in private and public, 12 schools each in Kyunggi province. Questionaires are prepared to test 7 criteria, which are concerned with school administratios system such as professionalism, democratization, creativity, responsibilty, morality, credibility, and public services based on principles and prerequisitions needed for school administration system. Chi-Square analysis method was used for each test items with consideration of significance levels with regard to social backgrounds of respondents and test criteria. The following conclusions are made from the analysis. In general, teachers show little satisfaction of the present school administration system with respect to seven criteria. Satisfaction levels are even lower among female teachers, public school teachers, or young aged teachers. But in the future teachers in general anticipate the higher level of Satisfaction levels are higher among male teachers, autonomous administration. old aged teachers. In conclusion it can be pointed out that an autonomous school administration system will enable to bring improvements with respect to the quality of school education.;시대상에 부응하는 창의적이고 인간적인 교육을 추구하는 교사들은 민주적이고 자율적인 학교행정이 정착되기를 바라고 있다. 교육은 학습자들의 미래를 위해 존재한다는 점에서 볼 때 교육은 본질적으로 미래 지향적인 활동이 되어야 한다. 이러한 입장에서 교사들이 이 새로운 시대상을 이끌어 가기 위해서 자신들의 교육 행위에 대한 자율성 보장을 요구하는 것은 당연하다 하겠다. 교사들의 이런 현실적인 요청과 미래에 대한 이상은 미래의 교육 행위와 관련된 의식을 고양하려는 노력과도 그 맥을 같이 한다. 본 연구의 목적은 학교행정의 자율화에 관련된 요인들을 확인하고, 이에 대해 교사들의 의식을 현재와 미래로 나누어 조사 분석하여, 그 결과를 학교행정의 개선책 마련을 위한 기초 자료로 삼고자 하는 데 있다. 위와 같은 목적을 수행하기 위하여 학교행정의 원리, 자율화의 개념 및 전제 등을 토대로 학교행정의 자율성 결정 요인으로 설정한 전문성, 민주성, 창의성, 책임성, 도덕성, 신뢰성 그리고 봉사성을 분석 준거로 하는 설문지를 제작하여 사용하였다. 설문지 문항은 모두 21개 문항이며 변인으로는 성별, 학교의 설립별, 연령별 변인이 고려되었다. 조사연구는 경기도내 24개교에 근무하고 있는 현직교사 288명을 대상으로 실시하였으며 회수된 설문지는 253매로 회수율은 87.8%이었다. 수집된 자료는 각 문항의 반응을 빈도수와 백분율로 환산하여 해석하였으며 응답자의 변인별 차를 알기위해 Chi-Square검증을 하여 5%수준에서 통계적으로 유의도를 살펴보았다. 이상의 조사연구에 의한 분석 결과를 기초로 하여 다음과 같은 결론을 얻었다. 현재 교사들은 7개의 준거, 자율성 확보 지표인 전문성, 민주성, 창의성, 책임성, 도덕성, 신뢰성 및 봉사성에 대해 전반적으로 만족을 느끼지 못하고 있다. 특히 남교사보다 여교사가 사립학교 교사보다 공립학교 교사가 그리고 연령층이 높은 교사보다 낮은 교사가 더 만족을 느끼지 못하고 있다. 교육자치제가 실시되는 미래에는 교사들은 자율성이 확보되리라고 기대하고 있다. 특히 여교사보다 남교사가 연령층이 낮은 교사보다 높은 교사가 더 큰 기대를 하고 있다.
