연구도서관의 외국 단행본 및 정기간행물 입수업무에 관한 연구

Abstract

본 논문은 연구도서관에서의 외국 단행본 및 정기간행물에 대하여 효율적인 입수 방안을 모색하고자 시도하였다. 특히 정부출연 연구기관의 외국 단행본 및 정기간행물에 대한 제반 입수 현황을 분석하고, 나아가서는 연구기관의 연구업무 활동을 보다 적극적으로 지원하고자 하는 데 목적이 있다. 연구방법은 문헌 조사와 질문지법을 사용하였다. 조사대상은 정부출연 연구기관 중 23개 도서관이며, 이에 대한 주요한 결과는 다음과 같다. 1. 연간 자료구입비 가운데 외국 단행본 및 정기간행물을 구입하는 비율은 평균 81.3 %로 나타났으며, 외국자료 구입비 중 정기간행물을 구독하는 비율은 54.8%로 나타났다. 한편 연간 장서증가율은 평균 21.5%로 나타난 반면, 외국자료의 증가율은 66.8 %로 나타났다. 2. 수서담당자 1명이 국내 및 외국자료의 구분없이 도서관 전체 수서업무를 맡고 있는 기관이 약 69.6%에 달했다. 3. 외국단행본 구입시 출판사를 통한 직접 구입은 평균 34.4 %를 나타냈으며, 외국대행사 이용비율은 30.9%, 국내서점 보유자료의 구입은 27.7%로 나타났다. 외국정기간행물 구입시 외국대행사 이용비율은 64.1%로 가장 높았고, 출판사를 통한 직접 구입은 28.0%로 나타났다. 4. 자료의 국제교환을 시행하고 있는 기관은 전체의 약 82.6 %로 나타났으며, 자료교환을 하고 있는 외국기관의 수는 평균 92개 기관으로 나타났다. 위와 같은 조사분석결과를 근거로 하여 문제점을 살펴보고, 나아가 연구도서관에서 외국 단행본 및 정기간행물을 입수함에 있어서 고려해야 할 사항을 다음과 같이 제언하고자 한다. 1. 연구도서관의 대부분 예산이 외국자료를 구입하는데 소요되고 있는 만큼, 전문성을 가진 수서담당사서의 확보가 필요하다. 그러므로 첫째, 소속기관의 연구주제에 대한 폭넓고 깊이있는 지식, 둘째, 어학능력, 세째, 국내외 출판물의 유통과정 및 외국 출판계에 대한 지식을 갖춘 수서담당사서를 확보하여, 보다 효율적으로 외국자료의 입수 업무를 추진하도록 한다. 2. 외국자료의 구입경로 가운데 국내대행사에 대한 응답결과는 만족도에 있어서 외국대행사나 출판사 직접구입 경우보다 현저하게 낮게 나타나고 있다 이러한 불만족의 요인을 해소하기 위하여 가격 체계나 신속한 구입방법 등에 대한 충분한 검토가 필요하다. 자료의 신속한 구입들 위한 방안으로는 국내서점에서 새롭게 입수, 보유하고 있는 신착 외국단행본을 수시로 목록회람을 통해 구입함으로써, 이용자의 연구과제에 도움이 되는 외국자료를 가장 신속히 입수하도록 한다. 3. 외국자료 구입시, 무역관리규정 등 불필요한 법규정들이 폐기되거나 완화될 수 있도록, 이에 관한 문제점에 대하여 도서관계의 의견을 모아 끊임없이 관계기관에 주지시키고 건의하여야 한다. 4. 자료의 국제교환은 인원 부족과 교환발송자료가 부족하다는 장애요인으로 인하여 활성화되지 못하고 있다. 따라서 연구기관에서는 인원확보와 질적, 양적으로 만족할만한 교환자료의 확보를 위하여 도서관 실행예산을 확대편성해야 한다. 5. 급증하는 정보량과 정보요구에 효율적으로 대처하기 위하여 통일성과 합리성이 보장될 수 있는 국가적 차원의 정보정책이 지금까지의 계획 및 시도보다도 더욱 활성화되어야 할 것이다.;The purpose of this study is to survey and analyze the present purchasing pattern of foreign's books and periodicals in the government sponsored research institutes and then to prepare the base of more effective way of supporting research activities. Methodology of study used article survey and survey questionaries. Survey questionaries had been distributed to 23 the government sponsored research institutes. The survey results are summarized as follows : 1. The Cost for the purchase of foreign's books and periodicals is about 81.3% of total book budget in the government sponsored research institutes, and the cost for the purchase of periodicals is about 54.8% of total foreign materials budget. Also the rate of increase in collection is about 21.5%, but the rate of increase in foreign materials is about 66.8%. 2. Only one librarian has been played a role for acquisition work of domestic and foreign materials (the rate of the replied libraries is about 69.7%). 3. In the time for the purchase of foreign books, dealing with publishers are about 34.4%, using a foreign agent is about 30.9%, and buying stock of domestic bookstore is about 27.7%. In the time for the subscription of foreign periodicals, using a foreign agent is about 64.1%, and dealing with publishers are about 28.0%. 4. Replied libraries which are operating the international exchange of materials are about 82.6%, and the number of the foreign institutes are about 92. The suggestions for more effective acquisition work of foreign's books and periodicals are followings : 1. Each research institute ought to supplement the librarian which have a good stock knowledge and experience as a specialist in acquisition work of foreign materials. 2. Several regulations in foreign trade should be abolished or released. In order to do, ought to make a recommendation to the organizations concerned to gather opinions about serveral regulations in foreign trade. 3. In order to activity of international exchange of materials, supplement the librarian and add to augment exchange materials 4. Establishing a conference between the government sponsored research institutes and the company sponsored research institutes in needed for mutual interests about acquisition of foreign materials and information.
