재외 한국인 교육의 발전 방향 탐색

Abstract

우리나라가 국제사회에서 지위가 향상되고 국가간의 교류와 협력관계가 중시됨에 따라 해외로 진출하는 한국인 수가 증가되고 있으며 또한, 경제·사회의 제영역에서 국제화, 개방화 추세로 재외 한국인 수는 더욱 증가될 것으로 전망된다. 이에 따라, 재외 한국인의 교육환경 및 교육적 욕구도 매우 다양하게 나타날 것으로 추정된다. 따라서 앞으로 재외 한국인 교육도 이러한 교육환경에 대응해서 체계적이고 실효성있게 추진하여 더욱 강화, 발전시킬 필요가 절실한 과제로 등장하고 있다. 이에 본 연구에서는 재외 한국인 교육의 실태파악과 현교육의 제반 문제점을 분석하고, 조사결과를 토대로 하여 재외 한국인 교육의 발전을 위해 중점적으로 추진해야 할 과제를 모색하여 앞으로의 발전방향을 제시하고자 한다. 본 연구의 목적을 위하여 활용된 방법은 문헌연구와 조사연구를 병행하였다. 조사연구는 재외 한국인 교육의 발전방향을 탐색키 위한 질문지를 사용하였으며 해외거주 체험자로서 학생을 가진 학부모를 표집대상으로 250부를 배포하였고 회수된 208명의 의견을 백분율로 분석하였다. 연구의 조사결과는 다음과 같다. 1. 교육의 기회를 확대하여 실시해야 한다는 의견이 대체로 높았고 바람직한 교육유형으로서 정시제 학교교육에 대한 지지가 많았다. 2. 교육과정과 교재내용은 적절하지 못하다는 의견이 높게 제시되었다. 3. 교원의 수와 자질에 대해서는 매우 부정적인 의견이 높았으며 파견교사의 이중언어 구사력과 현지채용교사의 교수능력에 대한 강구책이 있어야 한다는데 높은 반응을 보이고 있다. 4. 행정지원 체제확립과 기능이 활성화되어야 한다는데 대한 의견이 지배적이다. 이상과 같이 요약한 결과와 문제점을 토대로 하여, 이에 대한 개선과 강화해야 할 발전과제를 살펴보면, 전일제 및 정시제 학교교육은 지역의 특성과 요구에 따라 설치·확대해 나갈 필요가 있으며, 교육의 효율성을 제고시키는 방향에서 추진해야 할 것이다. 교과과정이나 교과서 내용도 지역실정에 맞게 다양한 교육 프로그램을 개발하여 추진하고, 각종 교재도 이중언어로 개발·제작하여 원활하게 공급하는 체계도 강구되어야 한다. 교사의 수나 자질에 대해서도 제도적인 측면에서 그 개선책이 강구되어야 하며, 특히 교육훈련이 강화되고 또 이들에 대한 처우도 마련되어야 할 것으로 판단된다. 아울러 재외 한국교육원의 기능을 더욱 강화하여 확충할 필요성이 높으며 이에 대한 여건조성에 적극적인 지원이 따라야 한다. 또한, 행정지원체제도 개선하여 다변하는 교육환경에 맞는 체계를 구축할 필요가 있다.;The upgradeness of the standing of our country in international community and need for cultural exchange and cooperation between nations have naturally led to increasing the number of Korean who have advanced abroad. It is easily assumed that number of Koreans abroad will increase much more because of the tendency of the internationalization and openness in economic and social spheres. Accordingly, it is expected that the educational environment of Korean residents abroad and desires for satisfying better education with emerge diversely. Therefore, it is urgently needed to develope the education of Korean residents abroad systematically and effectively to cope with those situations. This survey is focused on investigating the reality of the education of Korean residents abroad and analyzing the problems of the present educational situations. Founded upon this investigation, every opinion will be suggested for the development of national education to solve the main tasks we Korean residents are faced with. For this, the following methods are used biblical studies, investigation, the tour experience of foreign education fields and consultations with expects. For this study, questionnaire is used to investigate ways toward the development of the education of Korean residents abroad. The opinions of two hundred nineteen people, as parents of students, having an experience of living abroad, who responded to the questionnaire, are studied and analyzed. The datum is managed by means of percentage and chisquare (x) verification. The results of this study are as follows; 1. On the whole, an opinion toward practising the expansion of the opportunities of education is conspicuous and a full time schooling system is supported by many respondants as a desirable education system. 2. A negative opinion toward the current education process and the contents of the current textbooks is markedly suggested. 3. An opinion about the number and quality of teachers is notably negative and it is expressed by many respondants that a proper device toward improving the bilinguistic use of dispatched teachers and the teaching me methods of employed teachers on the spot must be provided. 4. A favorite opinion toward the establishment of administration aid system and activating its functions is dominant. To solve the above summarized problem, a full time schooling system and part time schooling one must be established and selected according to characteristics and requests of regions, the promotion of effectiveness of education. School curriculum and the contents of textbooks must be revised, diverse schooling programme developed, according to regional realities. Every kind of textbooks should be programmed in bilingustics. An improvement of the quality of teachers must be divised form an instutational point of view along with better treatment being provided, it is also needed to enlarge and promote the functions of Korean education centers abroad, supported by those who understand the importance of education. Futhermore, there is an increasing need to improve administration aid system to cope with the rapidly changing educational environment.
