한국 초ㆍ중등학교 교사의 잡무부담에 대한 연구

Abstract

교육은 국가발전의 원동력이다. 교육의 성패는 교육활동을 직접 담당 하고있는 교사의 손에 달려 있다. 교사의 과중한 근무부담은 교수-학습의 효과와 능률을 저하시켜 결과적으로 교직에 대한 유인체제를 밑둥에서부터 와해시키는 요인이 된다고 한다. 특히 교원이 교수활동이나 교수지원활동 보다도 잡무에 많은 시간을 빼앗기게 되는 교육현장 조건의 악화가 더이상 학교 내부의 문제로만 머물러 있을 수 없는 상태에 이르고 있다. 본 연구는 이러한 교원의 잡무에 대한 문제점을 해결할 수 있는 방안을 제시하는 데 그 목적을 두고 있다. 이 목적을 수행하기 위해서 현황실태조사와 설문조사요구 분석을 서울시내 중 12개 학교, 즉 국민학교 공립 4개교, 중학교 공립 2개교, 사립 2개교, 고등학교 공립 2개교, 사립 2개교를 대상으로 실시하였다. 설문조사를 통하여 수집한 자료를 중심으로 영역별 직위별 잡무경감에 대한 우선순위와 필요도를 논의하였다. 설문조사요구분석은 코핑-허친슨의 요구분석의 간편화 된 형식(Coffing-Hutchinson Needs Analysis Methodology Short Form)을 적용하였다. 이상의 연구절차에 의하여 얻은 결과는 다음과 같다. 1. 전체 국민학교 중·고등학교 교원은 잡무에 대해 많은 시간을 빼앗기고 부담을 느끼고 있다. 잡무에 대한 부담을 느끼는 각 요인별 우선순위에 대한 요구분석은 다음과 같다. 가. 정치적 시국관련 공문이나 분쟁의 소지가 있는 (이념의 차이, 논의중인 문제 등) 일방적인 공문은 지시되지 않았으면 좋겠다. 나. 학습지도안은 쓸 필요없이 연구수업이나 특별한 경우에만 작성하고 교사용지도서를 활용하고 그것을 쓰는 시간에 교재연구를 하는 것이 바람직하다. 다. 교사의 모든 금전취급업무는 지양하고 서무과, 관계업자가 하는 것이 바람직하다. 라. 형식적인 직원 조례, 종례, 애국조회, 반성조회 등은 특별히 필요한 때만 하면 좋겠다. 마. 현직연수는 강제성을 띠지않고 연수의 질을 높여 교사 스스로 참여할 수 있도록 하는 유인체제가 필요하다. 바. 교실에 난방시설, 냉방시설을 하고 석유, 스팀 등을 사용한 연료로 교체하면 좋겠다. 사. 일·숙직근무는 전담요원이나 전자경보시스템을 도입하면 좋겠다. 아. 장학지도자에 따라 편파적이거나, 전교과 전문인이 아니므로 전공장학사제도를 두어서 학교 방문시 장학사 시범수업을 보여 주었으면 좋겠다. 2. 연구자의 필요도에 대한 분석결과는 다음과 같다. 가. 공문관계에 있어서 불필요한 공문서, 전통은 통제되어야 한다. 나. 각종장부 및 일지는 간소화 되어야 한다. 다. 금전관계업무는 관계기관에 이관되거나 서무과에서 하도록 한다. 라. 각종 행사에 학생이나 교원의 동원이 금지되어야 한다. 마. 교무업무는 단순화하고 재조정되어야 한다. 바. 서무업무는 결재절차가 간소화되어야 한다. 사. 시설 및 환경관리에 따른 잡무가 개선되어야 한다. 아. 당직근무의 부담을 줄여야 한다. 자. 전문직의 형식적이고 불필요한 장학지도는 지양되어야 한다. 차. 기타 지역사회의 협조가 요망된다. 끝으로 교원잡무를 경감시킬 수 있는 근본적인 대책이 필요하다;The success and failure in education are dependent upon teachers who are practically involved in the educational activities. It is generally said that the heavy loads of the teachers' routine work can lower the actual effects and efficiencies of their teaching. The heavey loads decrease there will to teach. Forcing the active teachers to spend more time on their routine work than on their proper duties-teaching or teaching support activities - has now reached the point that they cannot be dismissed. It has become one of the difficult problems in schools. The aim of this thesis is to suggest some practical solutions to the problems of the heavy loads of the routine work or teachers. To achieve this purpose, I have done research on the actual school conditions and need analysis of teachers. The research was based on some questionnaires. The questionnaires were sent to 600 teachers at 12 schools - four public elementary schools, two public and two private middle schools, and two public and two private high school. I have classified and discussed the priority order and the degree of the necessities of the measure which might lighten the usual burdens of the routine work of teachers. The differences were seen by their spheres, their working schools, public or private, and their positions in schools. Needs analysis of the questionnaires has been based on Coffing-Hutchinson Needs Analysis Methodology Short Form. The results of the analysis are as follows: a) The present practices of sending down the unnecessary official documents should be controlled except when they are indispensibly needed. b) All kind of the register book and the diary should be simplified. c) The affairs on money should be handed over to general affair section of the school. d) Order for the mobilization of the teachers and students on many events should not be given. e) The complicated business of the school affairs should be simplified and readjusted. f) The intricate procedures of the official approval for the business of the general affairs should be simplified. g) The extra burdens of taking care of the school facilities and environments should be lightened. h) Teachers' heavy burden of being on duty should be lightened. i) The formal and unnecessary supervision should be changed for the better. j) There should be the positive cooperation of the local community for the better educational environments. Lastly, it is strongly suggest that the basic institutional measures be taken and strengthened to lighten the burdensome routine work of the teachers.
