여성사회교육 프로그램 개발과정의 현황과 문제점

Abstract

This study was purposed to explore how, the process of education program development at the woman social education institution, was influenced by the structural social factors related to it. For this purpose, the process of developing program, which carried out by such woman social education institutions as government initiated institution, voluntary initiated organization, university initiated and industrial initiated cooperation, were analyzed. At the theoretical level, the issues about the process of program development were studied. The result was that woman social education programs were developed by the characteristics of each institution. This is a peculiarity as compared with the school education curriculum which was developed systematically by the Ministry of Education. And for analyzing the process of woman social education program as a process of decision making, such concepts as 'Situation', 'Structure' and 'Participants', used in political science, were available in this study. At the empirical level, each program development process of 4 typical woman social education institution were analyzed by using above fluents. The result was as follows; 1) Government Initiated Institution: In the process of program development, there were one-sided directions from the superior official. And as a task, the program development itself was more emphasized than concerns about learners. 2) Voluntary Organization Initiated Institution: It had a strong tendency to develop program for achieving the purpose of the Institution's establishment. It concentrated it's attention on the effect which the program had on learners. 3) University Initiated Institution: The Institution's main business was not the development of program but the adminstrative affair for the carrying out of the program. Every program was chosen in the curriculum of the University. 4) Industrial Cooperation Initiated Institution: In the view of the attribute of an enterprise which pursues the best profit, the Institution, recognized as a part of no substantial profit, was unnoticed. In the process of program development, there were little interference from the upper part. From this result, it is important that speciality of educators who work for their institutions is elevated to activate Korean woman social education. The speciality of educators must not be reduced to themselves, but must be emphasized in social structure including structure of social education institution.;본 연구는 여성사회교육기관에서 교육 프로그램이 개발되는 과정이 기관 자체의 특성과 프로그램 담당자의 특성, 그리고 프로그램이 개발되는 배경에 의해 어떻게 영향을 받는가를 밝히기 위한 목적을 가지고 있다. 이 목적을 위해 정부, 민간단체, 학교, 기업주도 네가지 유형의 여성사회교육기관에서 프로그램이 개발되는 과정을 분석했다. 이론적 수준에서는 여성사회교육프로그램이 개발되는 과정에 대한 견해를 검토했다. 이에 따라 여성사회교육프로그램은 개발기관 중심적 차원에서 개발되며 의사결정과정으로서의 여성사회교육프로그램 개발과정을 분석하는 변수로는 교육실시기관과 프로그램 담당자의 특성, 이들이 인식한 사회적 상황, 즉 프로그램 개발 배경 등이 유용하다는 점을 밝혔다. 경험적 수준에서는 네 가지 유형의 여성사회교육기관의 프로그램 개발과정을 위의 변수를 사용하여 분석하였다. 분석결과 정부주도 여성 사회교육기관 프로그램 개발과정에서는 상부의 일방적 지시가 발견됐고 프로그램 개발이라는 과업 자체를 중시, 결과적으로 교육생에 대한 관심이 비교적 적었다. 민간단체주도 여성사회교육기관은 기관의 목적달성을 위해 프로그램을 개발하는 경향이 강했고, 프로그램 개발보다는 교육을 통한 교육생의 의식변화와 그 의식의 확산에 관심을 집중시켰다. 학교주도 여성사회교육기관은 대학내 교육과정에서 프로그램 내용을 선정하였고 프로그램 담당자의 업무 중 프로그램 시행을 위한 행정업무 수행의 비중이 컸다. 기업주도 여성사회교육기관은 교육의 목적이 기업의 이윤추구와 직접 관련되고 있었고, 프로그램 담당자의 전문성이 인정되어 프로그램 개발과정에서 프로그램 담당자 개인의 결정권한이 컸다. 연구결과를 종합하면 여성사회교육기관의 교육프로그램 개발과정을 분석함에 있어서 기관의 구조와 특성, 프로그램 담당자, 그리고 프로그램 개발 배경 중 어느 하나만을 분리하여 설명할 수는 없으며 이들 세가지 요인이 서로 맞물리면서 하나의 사회교육프로그램이 개발되는 것으로 보아야 한다는 사실을 확인할 수 있었다. 결론적으로 여성사회교육프로그램 개발에 대한 연구는 보다 총체적인 시각에서 수행되어야 할 필요가 있고 이러한 총체적 시각에서 여성사회교육의 개선 방향을 찾는다고 할때 여성사회교육기관내 프로그램 담당자의 전문성 제고 뿐 아니라 그 기관의 구조와 특성이 프로그램의 활성화를 촉진하는 방향으로 변화되어야 한다는 제언도 가능했다.
