교장의 장학활동에 관한 일연구

Abstract

본 연구는 교내장학에 관심을 갖고, 교내장학 담당자로서의 교장의 장학활동의 실태를 파악하는데 목적이 있다. 이러한 목적에 따라, 문헌을 통하여 장학의 개념과 유형, 교내장학과 교장의 장학활동에 대한 이론적 배경을 밝히고, 이를 기초로 하여 교장의 장학활동을 교육활동 기획 운영, 교육과정 운영, 교수-학습지도, 생활지도, 교사교육, 지역사회와의 관계조성, 행정관리의 7가지 영역으로 나누고, 각 영역별 주요활동을 구체화 하였다. 교장의 장학활동의 실태를 파악하기 위해서는 영역별로 구체화된 교장의 장학활동으로 구성된 질문지를 작성하여, 서울시내 중학교 교사들의 의견을 조사하였다. 질문지에서 고려된 변인은 학교설립별, 교장의 성별, 교장의 교장경력별의 3가지이며, 학교설립별, 교장의 성별 변인을 고려하여 교사가 응답하는 대상으로서의 교장을 선정하여 해당학교 교사들에게 질문지를 배부하였다. 회수된 질문지 자료는 각 문항의 변인별 평균치를 산출하여 비교하였으며, T -검증을 통하여 5 % 수준에서 유의한 차가 있는가를 밝혔다. 영역전체로는 문항별 평균치 및 순위를 비교하였다. 조사연구에 대한 분석 결과는 다음과 같다. 1. 교육활동 기획 운영면에서 교장은 장학활동을 그런대로 하고 있었으며, 학교운영 전반에 걸친 평가를 실시하고 개선을 위해서 비교적 더 노력하고, 교사의 의견을 반영하여 학교교육계획을 수립하고자 하는 노력을 비교적 덜 하는 경향이 있었다. 그리고 사립학교의 교장이 공립학교의 교장보다 다소 더 노력하는 경향이 있었으나 그 밖에 제 변인에 있어서는 유의한 차가 없었다. 2. 교육과정운영면에서 교장은 장학활동을 그런대로 하고 있었으며 교육과정운영 전반에 걸친 관심과 지도, 조언에 비해 구체적인 활동을 비교적 잘하고 있지 않았으며, 특히 교육과정운영 개선을 위해 교사의 의견을 들으려는 노력을 덜하고 있었다. 그리고 사립학교의 교장이 공립학교의 교장보다 다소 더 잘하고 경향이 있었으나 다른 변인 간에는 비교해 볼 만한 차가 없었다. 3. 교수-학습지도면에서 교장은 장학활동을 그런대로 하고 있었으며 교수-학습지도 전반에 걸친 관심과 노력은 비교적 더 잘하고 있는 반면, 구체적인 활동 특히 교수-학습지도의 새로운 이론을 소개하고 연구수업 시범수업을 지도하는 장학활동이 비교적 덜 이루어지는 경향이 있었다. 그리고 사립학교의 교장이 공립학교의 교장보다 다소 더 노력하는 경향은 있었으나 다른 변인간에 별다른 차가 없었다. 4. 생활지도면에서 교장은 장학활동을 그런대로 하고 있는 정도였으며, 학생의 건전한 성장 발달을 위한 생활지도 전반에 걸친 관심과 지도에 비해 취업 특기신장 여가선용교육을 위한 프로그램의 개발과 활용에 대한 지도 조언이 비교적 덜 이루어지는 경향이 있었다. 그리고 시립학교의 교장이 공립학교의 교장보다 다소 더 지도 조언을 잘하는 경향이 있었으나 그밖에 제 변인 간에는 별다른 차가 없었다. 5. 교사교육면에서 교장은 장학활동을 그런대로 하고 있는 정도였으며 신입 및 전입교사에 대한 오리엔테이션 및 지도 조언을 비교적 더 잘하고 있는 반면, 교사 개인의 고충이나 신상문제의 해결을 위한 지도 조언을 비교적 덜 하고 있는 경향이 있었다. 그리고 여자 교장이 남자 교장보다 다소 지도 조언을 더 잘하는 경향을 있었으나 다른 변인간에는 별다른 차가 없었다. 6. 지역사회와의 관계 조성면에서 교장은 장학활동을 그런대로 하고 있었으며, 육성회, 동창회 및 교직단체와의 관계 조성 및 협력을 얻으려는 노력을 더 잘하는 경향이 있는 반면 지역사회 발전을 위한 봉사 프로그램의 계획과 실천을 다소 덜하는 경향이 있었다. 그리고, 제 변인간에는 별다른 차가 없었다. 7. 행정관리면에서 교장은 장학활동을 장학활동을 잘하고 있었으며 공문서 작성 및 보고서 제출에 대한 지도 조언을 비교적 덜하고 있었으나 물품 및 시설의 관리에 대한 지도는 더 잘하는 경향이 있었다. 그리고 제 변인간에는 유의한 차가 없었다. 이상의 영역별 교장의 장학활동의 실태를 전체로 보면 행정관리면 외에는 대체로 미흡한 상태였다. 그리고, 특히 장학활동의 핵심이 되어야 할 교수-학습지도의 측면에서도 미흡한 정도였다.;The purpose of this study is to research on the actual condition of supervisional activities of the principaos in the secondary school who are in charge of school supervisions as a chief of unit school administration. Through the brief summary of theoretical background the supervisional activities of the principals eere confined to 7 main headings, I.e., planning and operation educational activities, curriculum operation, teaching-learning guide, student discipline, teachers training, relationship improvement with local communities, a and school administration. In order to find out the actual conditions of supervisional activities, enquiries were nade with 35-item quesiionnaire witch were devised to cover the above 7 main headings to 180 schoolteachers in Seoul area who were asledto answer on each item the degree of the principal's supervisional activities of their own school based on a five-point scale (from nevre-doing on scale-1 reaching to scale-5 showing ding very well). the respondents were random sampled, considerring 3 partitions of principals between the public and private schools, between male and female principals, and finally how many years they were experienced as a principal, which were Supposed to have a significance for the analysis of this study. For the analysis of the responses, statistical procedures were aplied to get the mean of each item and on each headings between the partitions, setting the mean on each item and on each headirgs between the partitions, setting the statistical significance level at 0.05 for the T-test. The findings are briefed under each heading. A. planning and operationeducational activities: Supervisional activities of the principals were found to be performed well in the evaluation and improvement the planning of educational programe through the discussions with the teachers, Under this heading, it was found that principals of the private schools were performing their tasks better than those of the public schools. B. Curriculum operation: found to be done well in overall controlling but setailed supervisional activsional activities were not so much shown, especially they were not paying their attention to the teachers' opinions which were regarded necessary in order to incorporate for improvement into the future operation. Here also principals of the private school were doing better job than those of the pubilc schools. C. Teaching-learning guide: detailed efforts were found to be short for the improvement of teaching qualities by the introduction new theories, of the application of new teaching mathod etc, Here again privete schools. principals were reported to perform their tasks better. D. Student discipline: Reported to be done well in general but detailed efforts were missing in the support of students' development on their special abilities or assistance not given enough for the students' job obtaining program. private school principals were reported to be doing better than those of public under this heading also. E. Teachers training: simple orientation and introduction for the newly incoming teachers have been made generally well but not so much efforts were whowm to advise each teacher to help him get through the personal problems of diffeculties, Here female principals eere found to be diing better than the male. F. Relationship improvment with local communities: Found to be performed well in general whereas detailed efforts to serve and cooperate for the development of the local communities were not enough, No significant sifference between partitions. G. School administration: Found to be performed well especially in the administration and management of the school facilities. In conclusion, more efforts of the principals were found to be concentrated into the administration and management of the school that the improvement of the plan- operation of educational programs and the lever-up of the educational qualities, Between partitions, the performance of the private school principals were found to be better in general than those of public found to be better in general than those of public schools, no significant difference between male and female regardless how many years they were esperienced
