- Promotion and guidance of learning may be called as the core in Educational and Supervision. Therefore, with this guidance and promotion of learning, the effectiveness of school education can be maximized through the improvement of the qualification and quality of teachers in abreast with the changes in the society and in the lines of knowledge, improvement of the methods of teaching and learning, rationalization of the methods of teaching and learning, rationalization of the operation of school and improvement of conditions for education.
However, in reality, current guidance and promotion of learning can hardly approach its true aspect. Furthermore, it is considered that such guidance and promotion are envolved with many problems to be solved for improvement.
In view of this, the purpose of this study is to grasp problems in relation to current guidance and promotion of learning and to extract what such problems suggest by investigating the opinions of teachers concerning the status of guidance and promotion of learning practised at field schools.
In order to achieve this purpose, the writer, first of al all, provided questionaire after an observation of the essence and function of such guidance and promotion, the role, technology and appointment of inspectors, types, methods and process of much guidance and promotion, taking necessary information from books of home and abroad. Based on this observation, questionaires were distributed to seven educational district offices in Seoul city. As a result, approx, 500 primary and secondary school teachers become envoled in this activity. 488 completed questionaire forms were recovered with their cooperation.
Thusly recovered formed were classified by sex, grade of school, positions and career to calculate these categories by percentage for the comparison of differences and then, through X^(2) computer processing, significant value was checked in the level of 1 to 5 percent.
2. Although both teachers and inspectors feel keenly that, in the guidance and promotion of learning, directive advices are absolutely necessary to acquire improved technology for teaching and guidance, the reality is contrary to expectation. In consequence, they expect the strengthening of training system for the re-consideration of the speciality of inspectors.
3. Presently, teachers hardly maintain a close relation with inspectors. Therefore, they cannot keep their standpoint as the coworkers of inspectors. Therefore, a link system should be established so that they can mutually be tied up with close relation.
4. The function of inspectors are not yet constituted by each subject of lesson. Therefore, they cannot render professional directive advice. Therefore, administrative supporting system should be strengthened by renewed arrangements of subjects and increase of the number of inspector for each subject.
As a result, the writer came to have the following conclusion and proposals :
1. Promotion of learning at school and clinical Supervision which help improve activity for the guidance of teaching and learning are far from realization but the main function of promotion of learning is to confirm Government policy. In view of this, teachers desire for the formation of various conditions and supporting system which will render constructive and directive advices for teaching and learning.;奬學行政의 가장 核心的인 內容은 奬學指導라고 할 수 있다. 이러한 奬學指導는 社會 및 知識體系의 變化에 따른 敎員의 資質向向과 敎授學習方法改善, 學校 經營의 合理化, 敎育與件의 改善 등을 通해 學校敎育의 效果를 極大化하는 데 있다.
그러나 現實面에 있어서 現行 奬學指導는 그 本然의 모습에 가깝게 接近하지 못하고 있으며, 改善되어야 할 많은 問題들이 內包되어 있는 것으로 思料된다.
이에 本 硏究는 敎育 現場에서 實施되고 있는 奬學指導 實態에 대한 敎員들의 意見을 調査하여 現行 奬學指導의 問題點을 把握하고 그 示唆點을 抽出해 내는데 目的이 있다.
이러한 目的을 達成하기 爲하여 먼저 國內外의 參考文獻을 通하여 奬學指導에 對한 理論的 背景을 찾고 奬學指導에 對한 本質 및 機能, 奬學士의 役割, 技術과 任用, 奬學指導의 類型 및 節次등의 領域으로 나누어 考察하고 이를 土臺로 하여 質問紙를 製作하였다.
이 質問紙를 서울 特別市 7個 敎育區廳에 按配하였으며, 初·中 男女 敎員 500名을 對象으로 標集하였다.
蒐集된 枚數는 총 488枚였다. 그 資料를 男女別, 學校級別, 職位別, 經曆別로 百分率을 算出하여 點數差를 比較하고, x^(2) 電算處理를 通해 1∼5%의 水準에서 有意度를 살펴보았다.
그 結果 結論 및 提言을 整理하여 보면 다음과 같다.
1. 교수학습 指導 活動 改善에 도움을 주는 授業奬學, 臨床奬學이 이루어지지 못하고, 政府施策 確認 奬學 爲主가 되어 있다.
따라서, 교수학습면에 發展的인 指導助言이 이룩될 수 있도록 諸般 與件 및 支援體制가 形成되기를 敎員들은 期待하고 있다.
2. 敎員과 奬學職 모두 奬學指導가 授業指導 技術面에의 指導助言의 必要性을 切感하면서도 實際는 그렇지 못하고 있다.
따라서 奬學要員의 專門性 提高를 爲한 硏修體系 强化를 要望하고 있다.
3. 敎員과 奬學職 要員과의 密接한 紐帶 關係를 形成하지 못할 뿐만 아니라 同僚的 立場을 堅持하지 못하고 있다.
따라서 密接한 紐帶 關係를 맺을 수 있는 연계체제가 確立되어야 한다.
4. 奬學職의 組織이 全敎科別로 構成되어 있지 못하므로 專門的인 指導助言을 提供하지 못하고 있다.
이에 科目의 按配와 敎科別 要員의 增員 등 行政 支援 體制가 强化되어야 한다.
