공공도서관의 만화자료관리에 관한 연구

Abstract

Comic books in public libraries seem to be gradually a popular medium with having a wide readership from children to adults as they grow in titles and contents. Nevertheless the importance of comic books in public libraries has been little recognized among library professionals. Therefore the purpose of this research is to investigate and analyze the conditions of comic books used in the public libraries and to identify problems. Finally this research draws conclusions and recommends some suggestions for collecting comic materials systematically and improving the utilizations of these materials. To accomplish this purpose, literature reviews, a case study and a survey were paralleled. First, the concept and characteristics of comic book and its necessity as a library item were discussed. Secondly, a case study was conducted on some libraries abroad that are collecting comic books. Lastly, a survey was conducted to collect data about current state of comic books in terms of collection management. A questionnaire was distributed to 21 public libraries which have comics in 100% total of 21 libraries responded in Seoul. The Findings of this survey are as follows: First, there are not appropriate space to accommodate comic books in most public libraries. Secondly, there are lack of policies in collecting and managing comic books. In addition, budgets for purchasing comic books have not been allocated. Thirdly, because of the shortage of personal there are lack of consistences and responsibilities in dealing with comic books. Based on those findings, some recommendations are given to current problems and management of comic books. First, for effective use of comic books, the development of data centers is essential to support public libraries. Most public libraries in Korea cannot properly accommodate abundant comic books pouring out every day with in their limited budgets. So it can be utilize the NLK(National Library of Korea) as a major data center. The NLK is legally designated as a deposit library for domestic publications. Therefore the library should play as a clearing house of comics by preserving these material and supporting domestic public libraries in Korea. Secondly, budgets for comic books are insufficient. This not only leads to the lack of titles but also brings difficulties in securing good comic books. For consistent and balanced collection, purchase expenses should be allocated and a fixed budget rather than a short-term one is desirable. Thirdly, there is no systematic collection policy apart from the insufficient budget. The lack of proper bibliographic devices also makes the collection development worse. One way for bibliographic control of comics is to obtain all kinds of book reviews and critiques that deal with these materials. Another way is to publish a selection list of new comics regularly in library journals. Fourthly, for effective collection development, it is essential to formulate adequate policies. In particular, the scope and type of comic books should be drawn to enhance the well-balanced collection development. The registration and statistics of collected comics should be kept consistently and in detail. Fifthly, for the effective use a classification schedule of comics should be prepared. Although comic books currently published cover the whole areas of KDC, they also have their own distinguished characteristics. Under the existing KDC(Korea Decimal Classification), comic books may come under the 657. 1, Ar t field having sub-division, or may be classified in various fields having special location mark such as `comic books or `C , otherwise comic books may have their own classification schedule. Sixthly, catalogues should be written in detail on the basis of KORMARC regulations to be helpful for operating and managing comic books. Descriptions of 008 Tag of KORMARC or $h, the classification indicator of 245 Tag should be put in the bracket behind the title to facilitate search. Meanwhile, for users to easily judge Material s usefulness, it is helpful to follow the General Material Designation of AACR2. Seventhly, comic books must be treated differently from the rest of library materials. If it is difficult to secure a separated place for comics, it is recommended that a corner or independent arrangement should be made. Adult and children s comics should also be separated and arranged in different place. Since children may easily reach adult comic books, A special for children should be required. Lastly, to maximize the utilization of comic books within the limited budget, cooperation ties between organizations related to comics should be built. To do so, staff meeting between those organizations should be established. The meeting will try to include all people from areas related to comic books such as publisher, associations societies, etc. The meeting must function as a unit for supporting various matters when doing management of comic materials. Each library will provide information service using various kinds of comic materials though cooperation. ; 만화자료는 어려운 내용이라도 단순화하여 내용을 이해하기 쉽고, 유머와 웃음이라는 장점으로 메시지 전달을 극대화하는 매체이다. 특히 영상매체와 활자매체의 장점을 고루 갖춘 매스 미디어적 특성과, 연령을 초월하여 선호도가 높은 만화자료의 수집과 관리는 여러 관종의 도서관중 다양한 봉사대상충을 대상으로 각종 서비스를 제공하고 있는 공공도서관이 접근성과 공공성의 측면에서 볼 때 적임기관이라고 할 수 있다. 이에 본 연구는 공공도서관의 만화자료의 소장 실태와 관리현황을 조사, 분석하고 이를 바탕으로 체계적인 만화자료의 수집과 효율적인 관리방안을 마련하는 데 그 목적을 두고 있다. 이를 위하여 본 연구에서는 문헌연구와 현황조사를 하였다. 먼저 문헌연구를 통하여 만화자료의 개념과 특성 그리고 만화자료를 서비스하고 있는 국내외 도서관들의 사례를 조사하였다. 도서관 현황조사는 서울 지역 공공도서관 20개관의 만화자료수집과 관리실태를 시설, 자료, 업무조직측면으로 나누어 설문 조사하였다. 그 결과, 이들 도서관의 만화자료수집과 관리현황은 다음과 같이 조사, 분석되었다. 첫째, 시설측면에서 만화자료 수집, 관리를 위한 충분한 공간을 확보하기 위한 환경을 갖추지 못하였다. 둘째, 자료관리측면에서는, 1) 만화자료의 체계적인 장서구성을 위해 기본 요건이 되는 자료수집과 정리에 대한 성문화된 규정이 없다. 2) 만화자료 수집활동을 위한 예산이 별도로 책정되어 있지 못하여 자료수집이 원활히 되지 못하고 있다. 3) 가존 도서자료 입수방식 답습, 사서의 업무적 부담 등으로 인하여 만화자료 수집과 이용의 활성화를 위한 여건을 갖추지 못하였다. 셋째, 업무조직측면에서는 사서수의 부족으로 전담직원의 부재, 만화자료수집과 지료봉사업무의 이원화, 빈번한 인사이동으로 인한 업무의 연속성 부족 등으로 인해 업무조직이 비효율적으로 운영되고 있다. 조직의 비효율성은 실제 업무수행에 있어서 일관성과 책임성의 약화와 지속성의 부족을 초래하며 또한 사서의 전문성 획득 기회도 저해하고 있다. 이와 같이 서울지역공공도서관들의 만화자료수집 및 관리의 현 실태에서 드러난 문제점들을 통하여 자료수집의 체계화를 위한 그 선행조건으로 수집정책의 강화와 합리적인 장서구성을 도모하기 위하여 도서관간의 협력방안을 제안하였으며, 이와 함께 자료이용환경을 분석함으로써 만화자료의 효율적 관리를 위해 추진되어야 할 활성화 방안을 다음과 같이 정리하였다. 첫째, 만화자료를 효율적으로 수집, 관리, 이용하기 위하여서는 장서구성에 필요한 시설공간을 마련하여야 한다. 그러나 현 상황에서는 충분한 공간확보가 어렵기 때문에 적정규모의 독립된 실을 두는 것보다는 자료실 내에 최소한 일반도서와 구분되는 코너를 설치하는 것이 바람직하다. 성인과 어린이용 만화는 구분되어 관리되어야 할 것이다. 만화자료는 성인대상자료라도 청소년들이 쉽게 부담없이 자료에 접근하는 경우가 많으므로 도서자료와는 구별된 자료관리가 더욱 더 필요하다. 둘째, 만화자료의 체계적인 수집정책이 필요하다. 합리적이고 체계적인 자료수집을 위해서는 수집방침이 마련되어야 한다. 특히 수집정책으로 만화자료의 범주와 영역을 성문화하여 분명히 정해야 할 것이다. 수집된 만화자료의 등록 및 장서 통계표는 매체별, 장르별 분포도를 세밀하게 작성하여 만화자료 수집 을 위한 기초자료로서 활용할 수 있어야 한다. 셋째, 만화자료의 수집예산이 확보되어야 한다. 지속적이고 균형잡힌 자료구성을 위해서는 만화자료를 위한 구입비를 효과적으로 책정하여야 한다. 또한 양질의 만화자료를 확보하기 위해서는 단기적이 아닌 고정적인 예산을 확보할 수 있어야 할 것이다. 넷째, 수집된 자료를 효과적 활용하기 위해서는 효율적인 자료분류방침을 결정하여야 한다. 도서분류에 사용하는 기존 한국십진분류표 체계는 예술분야인 657.1 분류영역에 만화자료를 분류할 수 있으나, 현재 출판되는 만화들은 한국 십진분류표(KDC)의 전 주제분야를 포괄하고 있다. 기존의 KDC 분류표내의 657.1 분류영역에 전 주제를 압축 혹은 변형 세분하여 운용하는 방법과 만화자료임을 표시하는 ‘만화’ 혹은 ‘C’ (Comic Books)를 부여하여 KDC 일반분류를 준용하는 방법, 그리고 度島漫公公共圖書館나 만화정보센터처럼 전혀 별개의 특수 분류표를 작성하여 분류하는 것도 한 방법이 될 것이다. 다섯째, 목록은 KORMARC 목록규칙을 기본으로 상세하게 기입하여 관리되어야 한다. 만화자료의 특성상 표목 뒤 [ ]안에 KORMARC의 008 Tag의 내용 형식사항이나 245 Tag의 자료구분표시자인 $h사항을 기입하여 검색요소로 사용할 수 있도록 유지, 관리되어야 한다. 한편 만화자료에 대한 효용여부를 이용자가 쉽게 판단할 수 있도록 AACR2의 일반자료표시(GMD : General Material Designation)사항을 준용하여 매체에 따라 필요한 사항을 기입하여 활용하는 방법도 유용할 것이다. 여섯째, 한정된 예산을 극복하고 효과적인 정보서비스를 위해서는 만화자료 관련기관들간의 구체적인 협력이 이루어져야겠다. 이에 앞서 선행되어야 할 것은 관련실무자 모임의 결성이다. 이 모임은 도서관 사서를 중심으로 만화출판사, 만화가협회 및 학회 관련 설무자협의체로서 만화자료의 관리와 이용에 관련된 업무를 공동활동으로 이끌어 내어 제반문제를 지원하는 협력체제로서 활동하여야 할 것이다.
