Abstract
인권의 실현은 개인과 공동체의 존엄한 삶을 위해서 뿐만 아니라 전체 인류의 평화롭고 지속 가능한 생존을 위해서도 필수적이라는 사실은 지난 세기의 비극 속에서 잉태된 소중한 깨달음이었다. 그러나 새로운 세기는 여전히 지난 세기의 야만과 폭력을 되풀이하고 있다. 이런 의미에서 인권은 인류 모두에게 ‘인간의 존엄성과 권리’라는 기준으로 삶의 조건과 가치를 재구조화해야 할 과제를 제시하고 있는 셈이다. 이러한 인권에 대한 관심은 전 세계적으로 인권을 확립하기 위하여 인권 교육이 효율적으로 실시되어야 한다는 공감대를 형성하기에 이르렀다. 21세기 교육을 전망한 각종 보고서에서 나타나고 있듯이, 인권 교육이 미래의 주요 교육 원리의 하나가 될 것이며, ‘시민’으로서의 사회적 행위를 강조하는 사회과 교육에서 매우 중요한 교육 목표이면서 동시에 교육 내용이 되어야 함이 강조 되고 있다. 위와 같은 필요성에 의해 본 연구에서는 6ㆍ7차 교육과정의 사회과 교과서에 나타난 인권 교육 중심 개념들 간의 연결망 관계를 분석하는데 목적을 두었다. 먼저, 인권의 개념과 역사, 인권 교육의 의미를 살펴보고 특히 사회과에서의 인권 교육의 필요성이 왜 강조되어야 하는지를 확인하였다. 그 후 공동체 내의 다양하고 복잡한 인간관계에 처한 현대 사회에서 민주시민이 지녀야할 덕목으로서의 인권의 중요성을 강조하고 있는 학자와 기관을 중심으로 인권 교육의 핵심이 되는 중심개념들을 분석의 틀로 선정하고 중학교 3학년에서부터 고등학교 1학년에 이르는 6ㆍ7차 사회 교과서 내용의 분석을 실시하였다. 이를 토대로 나타난 분석의 결과와 함의는 다음과 같다. 첫째, 7차 교육과정에서는 사회과 성격에 관한 규정 부분에서 ‘인권존중’이라는 용어를 처음 사용하였는데 , 이는 제 7차 교육과정에서 인권 교육의 중요성이 전에 비해보다 증가하는 것을 암시하고 있다. 본 연구에서는 6ㆍ7차 사회과 인권 관련 중심 개념의 연결 정도를 연결망 분석을 통해 가시적으로 나타내어 비교하였다. 그 결과 대부분의 분석 대상 교과서에서 6차에 비해 7차에서 인권교육의 핵심적 개념들이 보다 확대되고 개념들 사이의 연결정도도 풍요롭게 구성되어 있음을 확인할 수 있었다. 특히, 정치 영역에서 독립해 7차에서 신설된 ‘법과 사회’의 경우 인권과 관련한 헌법 조항과 최근의 사회문제들에 대한 대안을 모색하고 인권과 관련된 판례나 사례 등을 소개하면서 보다 인권과 관련한 주제들을 일상의 맥락에서 다룬 구성으로 나타나 주목되었다. 둘째, 기존의 분과적 영역에서 중점적으로 다루던 경향에서 아직 탈피하지 못 했음이 나타났다. 본 연구를 실행하기에 앞서 선정했던 중학교 1학년과 2학년 교과서를 분석 대상 교과서에 넣었으나 중학교 1학년은 지리 중심으로 중학교 2학년은 역사 중심으로 중학교 3학년은 일반사회를 중심으로 하여 통합되었다. 인권은 일반사회의 영역과만 관련이 있는 개념으로 구성된 바, 지리와 세계사 영역에선 교육과정상에 인권과 관련한 개념들은 거의 존재하지 않아 분석 대상에서 제외하였다. 또한 7차 교육과정의 10학년의 사회는 기존의 일반사회 영역에 지리 영역이 추가되는 구성을 하였음에도 불구하고 큰 차이가 나타나지 않았다. 인권 중심의 시민 교육은 분과 학문의 구분을 넘어서 통합적으로 구성될 필요가 있다. 인권은 본질적으로 간학문적 영역의 개념이며 모든 차원의 인간 경험과 관련이 있는 것이다. 셋째, ‘기본권’이라는 가장 포괄적 개념이 6ㆍ7차 교육과정과 어떤 교과서를 막론하고도 가장 높은 영향력을 나타났다. 사회과 교육은 인권에 대한 추상적 설명이 아닌 일상생활의 구체적 수준에서 이루어져야 하며, 인권 침해로 인한 고통을 제거하려는 보다 현실적인 노력이 병행되어야 한다.;The expansion of human rights should no longer be viewed as a threat or harm to the governmental system, but should rather be recognized as an important asset for the development of an individual, a society and further a nation. The expansion of human rights will be the foundation for an individual's happiness, a nation's betterment, and the world's peace for the new century . In other words, our renewed realization and practice of the expansion of human rights will not only benefit an individual's development and pursuit of happiness, but also a nation's development and further the world's peace. This voice advocating human right as a necessity for an individual's happiness and a society's development and the world's peace is increasing. The following research will look at the concept and history of human rights as well as the meaning of human rights education. It will particularly focus on why the necessity of human rights education has to be emphasized in the Sociology department. The content and main concept of the research derives from the research and scholars that stress the importance of human rights as the basis for today's democratic society. Based on these main concepts, the content and organization of human rights education reflected in the 6th and 7th curricula of intermediate/Senior social science are analyzed. The following are the synopsis of the research. First of all, the 7th curriculum uses the term, ' respect for human rights', for the first time. This implies that consideration for human right education within the Sociology department is increasing when compared to that of previous curricular. In this research, the 6/7th curriculum regards to human rights education are studied through the network analysis. As a result, in most Sociology areas, it is found that the network of the human rights education's main concepts branches out as it develops. Secondly, the network appears more inclusive in Politics and Law, which are non-mandatory subjects, than in Grade 9 Society and Grade 10 Society, which are mandatory subjects in the Intermediate/Senior levels. The concept of human rights should not only be considered in one specified subject, but rather it should be regarded as the founding concept that promotes good citizenship and decision making. Thirdly, in dealing with human rights, both the 6th and 7th curricular confuse the meanings of following terms: human rights, basic rights, and basic human rights. This research placed all the terms under the umbrella of basic rights, which is also used as a general term in all current text books. Basic rights studied in the centrality analysis show accentuated centrality, which indicates that a lot of explanations appear abstract. This provides us with an opportunity to consider more concrete and practical rather than abstract and ambiguous explanations about human right. Lastly, Sociology education needs to develop critical thinking regarding human rights and basic rights. The sociology education deals with various aspects of society including politics, economics, society, culture, and law. These aspects have to be taught from a human rights perspective developing critical thinking skills that enable students to appropriately look at conditions of a society. Also, human rights, responsibilities, the examples of infringement of human rights and their solutions, human rights security have to be emphasized. The research shows that the significance of the concepts such as laws relating to human rights, the history of human rights expansion, violation of human rights, escalates in the 7th curriculum as opposed to the 6th curriculum.
