대한민국에서 시행되고 있는 예술지원정책 연구

Abstract

예술의 한 부분인 음악은 창의성이 가치창출의 원천이 되는 지식기반사회에서 무한한 창의성의 보고이며 바람직한 인성 및 인류사회 구현에 도움을 준다는 점에서 여러 방면으로 교육되고 지원되어야 한다. 이에 본 연구는 우리나라 예술지원정책 중 음악교육지원을 공공과 민간으로 나누어 연구함으로써 예술지원정책의 문제점 도출 및 바람직한 정책방안을 모색하는데 연구목적을 둔다. 연구를 위하여 각종문헌 및 정책자료, 기사 등을 통해 실제사례를 분석하였으며 공공지원은 국가와 지방자치단체를, 민간지원은 기업메세나 활동을 중심으로 연구범위를 세분화함으로써 보다 신빙성 있는 연구가 되기 위해 노력하였다. 이러한 연구결과를 바탕으로 얻은 결론은 다음과 같다. 공공지원은 국가(문화체육관광부, 한국문화예술교육진흥원, 한국문화예술위원회)와 지방자치단체(광역자치단체, 기초자치단체)로 나뉘는데 국가의 경우 문화예술지원의 중심역할을 하는 ‘문화체육관광부’와 산하기관으로 예술교육을 담당하는 ‘한국문화예술교육진흥원’, 문화예술진흥기금을 운용·관리하여 예술창작활동을 지원하는 ‘한국문화예술위원회’로 구분된다. 먼저 한국문화예술교육진흥원의 음악교육지원사업을 살펴보면 ‘학교문화예술교육활성화’, ‘사회문화예술교육활성화’ 사업이 대표적이며, 이 중에서 ‘예술강사 지원사업’은 예술인의 일자리 창출 방안으로써 중요한 의의를 갖는다. 그러나 학교문화예술교육 예술강사의 경우 음악의 여러 분야 중 ‘국악’으로만 지원범위가 한정되므로 서양음악 전반을 아우를 수 있는 다양한 지원방안이 마련되어야 한다. 또한 문예진흥기금을 운용하여 예술의 창작·보급 활동을 지원하는 ‘한국문화예술위원회’는 공모사업에 있어서 보다 공평하고 투명한 심사를 통해 창의적이고 다양한 예술지원이 이루어지도록 공정성에 중심을 두어야 한다. 정부의 간섭에서 벗어난 제3섹터인 ‘지방자치단체’는 예술지원을 위해 각 시 ·도 및 군·구에 문화재단을 설립하여 활발한 예술지원활동을 펼치고 있다. 이 외에 각 교육청에 소속된 학교의 음악교육은 한국판 엘 시스테마인 ‘학생오케스트라사업’, ‘예술·체육중점학교사업’과 같은 다양한 예술지원정책을 통하여 공교육에서 사교육을 흡수하는 방안이 마련되었다. 민간지원은 개인, 기업, 재단으로 나뉘는데 본 연구는 예술지원정책 중 음악교육지원을 중심으로 연구하므로 기업의 문화예술지원 활동을 일컫는 ‘기업 메세나’를 토대로 연구하였다. 연구결과를 살펴보면 기업의 음악지원은 점차 하락세를 보였으며 국악의 경우 49.7%의 감소율로 지원 대상 중 가장 낮은 수치를 보였다. 또한 음악교육지원의 경우 영재발굴에 힘쓰는 ‘금호아시아나문화재단’과 저소득층의 문화예술을 지원하는 ‘LG연암문화재단’을 중심으로 각각의 지원사례를 분석함으로써 기업의 문화예술지원 현황을 개괄적으로 알 수 있었다. 이를 통해 기업 및 기업문화재단의 영재, 또는 저소득층으로 양극화된 지원경향을 볼 수 있었는데, 앞으로는 민간지원인 기업이 다양한 계층으로 지원범위를 넓혀서 보다 많은 문화향유자를 창출하기 위해 노력해야 할 것이다. 본 연구는 이러한 결과를 토대로 우리나라의 예술지원정책 및 음악교육지원정책의 체계와 목적을 이해하고 다양한 문제점을 도출하여 예술 및 음악교육지원정책의 활성화방안을 마련하고자 한다. 또한 장기적인 관점에서의 인력창출방안 및 연주지원정책 마련을 통해 모든 국민을 예술향유자로 만드는데 이 연구가 초석이 되기를 희망한다. ;Music, a part of art, is a treasure house of infinite creativity in the knowledge-based society in which creativity is a source of creation of values and should be taught and supported in various aspects in that it helps realize desirable human nature and human society. Hereupon the purpose of this study is to study by dividing the music education support among the art support policies of Korea into the public sector and the private sector and thereby to deduce problems of art support policies and to grope desirable policy plans. This study analyzed actual cases through various literature, policy data, articles and so on and made efforts to become a more dependable study by segmenting the range of study centering on the government and local autonomous entities for the public support and on the corporation mecenat activities for the private support. The conclusions based on these results of the study are as follows. The public support is divided into the government(the Ministry of Culture, Sports & Tourism, Korea Arts & Culture Education Service, Arts Council Korea) and local autonomous entities(metropolitan councils, basic units of local governments). There are 'the Ministry of Culture, Sports & Tourism' that plays the central role of culture and art support and 'Korea Arts & Culture Education Service' in charge of art education and 'Arts Council Korea' that operates and manages the Korea Culture and Arts Promotion Fund and thereby supports art and creation activities as affiliated organizations in the government. First, the representative music education support businesses of Korea Arts & Culture Education Service are 'the revitalization of school culture and art education' and 'the revitalization of social culture and art education'. Among these, the 'art teachers' business of the revitalization of school culture and art education has an important significance as a plan to create jobs for artists. However, in the case of school art teachers, the application range is limited to only 'Korean classical music' among various fields of music, and thus diverse support plans that can cover the general Western music should be arranged. 'Arts Council Korea' that operates the Korea Culture and Arts Promotion Fund and thereby supports the activities of creation and diffusion of art should focus on fairness so that creative and diverse art support will be conducted through more fair and transparent judgment in public subscription business. In addition, 'local autonomous entities' which are the third sector out of the interference of the government is displaying active art support activities by establishing cultural foundations at each city, do(province), gun and gu for art support. Besides the plan in which public education absorbs private education through diverse art support policies such as 'the student orchestra business' which is the Korean El Sistema and 'the school business with focus on art and physical education' for the music education of schools belonging to each department of education. Private support is divided into individuals, companies and foundations. This study centers on the art music support among the art support policies and thus studied on the basis of 'corporation mecenat' which is the culture and art support activities of companies. As a result of the study, the music support of companies showed a downturn gradually, and the decrease rate of the support for Korean classical music was 49.7% and it was the lowest numerical value among those of the subjects of support. In addition, in the case of music education support, this study analyzed the support cases centering on 'Kumho Asiana Cultural Foundation' that make efforts to scout for talents and 'Yonam Culture Foundation' that supports culture and art of the low-income bracket and thereby came to see the present condition of culture and art support of companies generally. We could see the support tendency of companies and corporation cultural foundations that is polarized to talents or the low-income bracket. Companies that provide private support should make efforts to create more culture enjoyers by widening the range of support to diverse classes. This study is intended to understand the system and purpose of the art support policies and music education support policies of Korea on the basis of these results and to deduce diverse problems and thereby to arrange the plan of revitalization of art support policies. In addition, it is hoped that this study will be a foundation stone for making all Koreans art enjoyers through the arrangement of the plans to create manpower and the performance support policies from a long-term viewpoint.
