유치원 평가에 대한 학부모의 인식

Abstract

본 연구는 2008년 유치원 평가를 받은 유치원의 학부모들을 대상으로 유치원 평가에 대한 전반적인 인식과 유치원 평가 영역 및 지표에 대한 인식을 살펴보는 것에 목적이 있다. 이를 토대로 유치원 평가 제도가 보다 바람직한 방향으로 정착되고，활성화되기 위한 기초 자료를 마련하고자 한다. 연구의 목적을 달성하기 위하여 선정한 연구문제는 다음과 같다. 1. 학부모의 유치원 평가에 대한 전반적인 인식은 어떠한가? 2. 학부모의 유치원 평가 영역 및 지표에 대한 인식은 어떠한가? 본 연구의 대상은 서울에 위치한 공립유치원 중 2008년 유치원 평가를 받은 유치원 4개원의 학부모 220명이다. 연구도구는 유치원 평가에 대한 전반적인 내용과 평가 영역 및 지표에 대한 인식을 알아보기 위해 설문지를 사용하여 조사하였다. 설문지의 응답 문항 수는 총 56문항으로 구성하였으며，공립유치원 학부모 5명을 대상으로 예비조사를 실시 한 후 수정하였고，유아교육 전문가로부터 내용타당도를 검증받아 배부 및 회수하였다. 본 연구에서 수집된 자료의 분석은 연구대상자의 유치원 평가에 대한 전반적 인식을 알아보기 위해 빈도와 백분율을 산출하였고，평가 영역 및 지표에 대한 인식을 알아보기 위해 평가영역별 평균 점수와 표준 편차를 산출하였다. 본 연구의 결과를 요약하면 다음과 같다. 첫째，학부모의 유치원 평가에 대한 전반적인 인식을 살펴본 결과， 유치원 평가를 받은 기관의 학부모들이었음에도 불구하고 과반수 이상이 유치원 평가 제도에 대해 잘 알지 못하고 있었다. 유치원 평가의 개념에 대해서는 학부모들이 국가적 차원에서 실시하는 평가의 개념에 대해 비교적 정확하게 인식하고 있었고，필요성에 대해서 학부모의 대부분이 필요하다고 생각하였다. 유치원 평가 과정에 학부모가 참여할 필요가 있는지에 대해서는 대부분의 학부모가 참여해야한다고 인식하고 있었다. 유치원 평가의 시행이 유치원에 미칠 영향에 대해서는 대부분의 학부모가 교육의 질적 개선 측면에서 긍정적으로 인식한 것으로 나타났다. 많은 학부모들이 유치원 평가 결과가 학부모를 위한 정보 자료로 활용하는 것이 가장 적절하다고 인식하였으며 평가 결과의 공개 범위에 대해서는 과반수 이상의 학부모가 평가를 받은 유치원뿐만 아니라 유치원 학부모 및 지역 사회에 평가 결과를 공개하는 것이 바람직하다고 인식하였다. 또한 대부분의 학부모들은 평가의 결과가 학부모의 기관 선택에 영향을 미칠 것이라고 인식하였다. 둘째，유치원 평가 영역 및 지표에 대한 인식을 조사한 결과 학부모들은 평가 항목들 중 교육환경 영역，건강·안전 영역의 순으로 중요하게 인식한 것으로 나타났다. 유치원 평가 지표에 대하여 학부모는 평가 지표의 전체 항목에 대하여 중요하다고 인식하고 있었고 가장 중요하게 인식한 평가 지표의 항목은 건강·안전 영역의'급간식 식재료를 위생적으로 관리·사용한다'는 지표였다. 셋째，많은 학부모들은 유치원 평가가 교육의 질적 수준을 향상시키는 계기가 될 수 있다는 측면에서 기대감을 드러내면서도 평가의 결과 활용이 유치원들간 과다 경쟁을 유발하는 요인이 될 수 있으며 평가 준비로 인한 교사의 업무 과중이 유아에 대한 지도 소홀로 연결될 것을 우려하는 것으로 나타났다. 또한 유치원 평가에 대한 학부모의 인식 개선을 위해 다양한 방법을 통해 홍보가 이루어질 필요가 있다고 인식하였다.;The purpose of this study is to research the parent`s perception of accreditation system for kindergarten in the 2008 kindergarten accreditation. The study mainly focuses on the following subjects； 1. How do the parents perceive the process of kindergarten accreditation? 2. How do the parents perceive the evaluation criteria? This study was conducted on 220 parents at 4 public kindergartens which participated in the 2008 kindergarten accreditation in Seoul district. A survey was conducted by mail between 31 August and 4 September, and the subjects were asked to returned their complete answer sheets. For data handling, data statistics on relative frequency and percentages were acquired to find out about the recognition of the parent on the kindergarten accreditation and other statistical data on average and standard deviation were calculated for the recognition of the parent on the evaluation criteria. The findings of the study were as follows； First, as for the awareness of the accreditation system, than half of respondents did not fully understand the system, and yet most parents understood concept of the system evaluated on national basis and agreed that the system was necessary for the improvement of the early childhood education. Most parents expected that accreditation system’s result would affect choice of their offspring’s kindergarten. Secondly, study showed that parents had preference mostly on educational environment and following on health/safety measures. As for evaluation criteria, parents took it of most importance over all other subjects. Lastly, large number of parents anticipated that accreditation system for kindergarten would improve the quality of education. And they showed many opinions that, since the system is not aware among many parents, the system should be more advertised.
