청소년의 북한이탈주민 수용정도에 대한 연구

Abstract

Escape of the North Koreans has been steadily increased due to changes of the international relations brought on by the collapse of the old Soviet Union regime and unification of the East and West Germany, insecure domestic affairs of state, severe famine, weakened social restrain after the death of Il-Sung Kin in 1994. Furthermore, since such current obstacles faced by the North korea are not expected to be solved within a relatively short period of time, the figure of North korean refugees, who may desire to settle in the South, are expected to continually arise. If an already insecure North's domestic political affairs shatter, it may provoke a mass escape of the North Korean from their current regime. A large increase in the number of North Korean refugees suggests that there is a possibility of unification of the North and South Korea in the near future, and that our society should formulate more specific and various methods for preparing against social changes after unification. Various exchanges are expected to occur between the South Koreans and the North Korean refugees. However, since the two groups have lived on different political regime for long, various conflicts may arise. Thus, to resolve various conflicts and to promote integration of our society, a long-term systematic preparation and efforts are essential. Especially, a genuine understanding of the each other's circumstances along with emotional integration is mandatory in addition to the merger of political and social systems. The need for such efforts and preparation are specially required for out teenagers, who will be the key figures in the exchanges between the North and South Korea in the era of unification, however have not yet experienced the national identity with the North Korean refugees. Previous studies on the North Korean refugees have been mainly concentrated on analyzing the refugees' perception on how they are being perceived by the South Koreans. However, different from the viewpoint of previous studies, the current study investigate the South Korean's general prejudice and gap they sense from the North Korean refugees from the standpoint of a South Korean investigator to analyze the general South Koreans views and level of reception on the North Korean refugees, and to formulate means to overcome each other's differences, thus, to live in accord after unification. The North Korean refugees serve as a significantly important sample group in devising a harmonious social environment for the North and South Koreans. The current study evaluates the possibility of achieving unified and harmonious social environment for the South Koreans and the North Korean refugees through understanding and reception for each other, thereby, to contemplate means to accomplish prompt harmonization after future unification.;구소련체제의 붕괴와 함께 동·서독의 통일이라는 국제정치 환경의 변화와 1994년 김일성 사후 북한 정치체제의 불안정과 극심한 식량난 및 사회통제의 약화 등으로 인해 북한이탈주민의 탈북이 꾸준히 증가하고 있다. 또한 북한이 처해 있는 어려움이 구조적인 것으로 단기간내 해결되기 어렵다는 점에서 앞으로도 북한을 탈출하여 우리 사회로의 정착을 희망하는 북한이탈주민의 규모는 계속 확대될 것으로 전망된다. 그리고 북한 내부의 문제가 심화될 경우 급변사태에 따른 북한주민의 대량 탈출 가능성은 언제든지 열려 있으며, 이러한 북한 이탈주민의 급작스런 증가는 남북통일이 실현될 가능성이 높다는 것을 암시함과 동시에 이제는 통일에 대한 막연한 기대를 넘어서 통일 이후를 위한 구체적이고 다각적인 대책마련을 해야 할 필요성을 느끼게 한다. 앞으로 남한주민과 북한이탈주민 간에는 다양한 교류가 이루어질 가능성이 높다. 다만, 오랜 기간 서로 다른 체제에서 살아왔기 때문에 두 집단 간에 여러 측면에서 갈등이 야기될 수도 있다. 따라서 이런 갈등을 해소하고 서로 통합하기 위해서 장기간의 체계적인 대비와 노력이 요구된다. 특히 정치적·사회적 체제의 통합 못지않게 상대방의 처지에 대한 이해와 정서적 통합이 필수적인데, 북한이탈주민과의 민족적 동질성을 경험해보지 못한 채로 본격적인 남북교류 혹은 통일시대의 주역이 될 현재의 청소년에게는 이러한 노력과 준비의 필요가 더욱 절실하게 요청된다. 북한이탈주민들에 대한 기존의 연구는 북한이탈주민의 시각에서 남한주민들이 자신들을 어떻게 생각하고 대하는지를 분석하는 연구였다. 그런데 본 연구에서는 기존 인구의 관점과는 달리 남한주민의 시각에서 남한주민들의 북한이탈주민들에 대한 고정관념과 거리감을 살펴봄으로써 남한주민들이 북한이탈주민들에 대해 어떻게 인지하고 있으며 어느 정도 수용하고 있는지를 분석하였다. 그리고 통일 이후 서로의 차이를 극복하고 통합하여 살아갈 수 있는 방안을 모색하는데 주안점을 두었다. 북한이탈주민들은 통일사회에 남북한 주민들이 함께 어울려 살 수 있는 환경이 어떻게 조성될 수 있을 것인지에 대한 표본집단으로서 상당히 중요한 의미를 갖는다. 따라서 본 연구는 앞으로 통일시대를 맞이하여 남한주민과 북한이 탈주민간의 서로에 대한 이해와 포용을 통한 통합과 조화의 가능성을 살펴보고, 통일 이후 빠른 통합을 위해 우리가 취할 수 있는 방안에 대해서도 고찰해 보고자 한다.
