서울시 유치원 교육복지투자우선지역 지원사업의 운영실태 및 구성원의 인식

Abstract

본 연구는 유치원에서 시행 되고 있는 ‘교육복지투자우선지역 지원 사업’에 대한 운영 실태를 알아보고 구성원의 인식에 대하여 조사하여 ‘교육복지투자우선지역 지원 사업’이 유치원에서 효율적으로 이루어고 있는지를 알아보는 것을 목적으로 하였다. 이에 따른 구체적인 연구 문제는 다음과 같다. 1. 유치원 교육복지투자우선지역 지원사업의 운영 실태는 어떠한가? 2. 유치원 교육복지투자우선지역 지원사업에 대한 구성원의 인식은 어 떠한가? 이와 같은 연구문제를 위해 본 연구에서는 조사 연구를 실시하였다. 조사연구에서는 서울시 원장, 장학사, 프로젝트 조정자의 교육복지투자우선지역 지원사업에 대한 이해 및 문제 인식 그리고 개선의 요구를 조사 하였다. 조사 도구는 연구자가 제작한 설문지 3종이며 조사 대상 규모는 68명이다. 설문조사 회수율은 48부(84.5%)이며, 활용된 조사지는 44부(92.7%)이다. 조사 내용은 유치원에서의 교육복지투자우선지역 지원사업에 대한 운영 실태와 원장, 장학사, 프로젝트 조정자의 교육복지 투자우선지역 지원 사업에 대한 인식으로 구분하였으며, 조사 결과는 SPSS프로그램을 사용하여 빈도 분석을 하였다. 본 연구의 결과를 보면 다음과 같다. 첫째, 서울시 유치원의 교육복지투자우선지역 지원사업의 운영 실태 조사에서는 이 사업의 대상이 되는 유아는 대부분 종일반까지 취원하고 있었으며 유치원에서 교육복지투자우선지역 담당 교사의 대부분은 일반 학급과 병행해서 지원 대상 유아를 맡고 있어, 유치원에서의 업무가 과중되고 있는 것으로 나타났다. 유치원 교육복지투자우선지역 지원사업의 컨설팅과 평가 등을 맡고 있는 프로젝트 조정자는 대부분 사회 복지사 자격을 가지고 있는 사회 복지사 들이였으며, 다른 복지 관련 자격증을 소지한 사람도 있었다. 교육복지투자우선지역 지원사업의 목적과 목표에 대한 인식에서는 구성원 모두 높게 나타나 있었으며, 이 사업에 참여하는 태도에서는 많은 수가 능동적으로 참여하고 있었다. 그리고 교육복지투자우선지역 지원사업이 유치원에서 필요한 사업인지에 대한 인식은 구성원의 대다수가 필요하다고 하였으나, 대상 유아가 참여하고 있는 교육 복지 프로그램의 다양성에 대하여는 구성원 모두가 높지 않게 인식하고 있었다. 둘째, 교육복투자우선지역 지원사업 운영 준비과정에 대한 구성원의 인식은 높지 않게 나타났다. 유치원에서 교사 협의회를 통해 저소득층 유아들을 이해하고 지도하기 위한 준비 과정에서는 원장을 포함하여 장학사, 프로젝트 조정자 모두 낮게 인식하고 있었다. 또한 대상 유치원이 적절하게 선정되었는지에 대하여는 장학사, 원장, 프로젝트 조정자 모두 보통으로 인식하고 있었다. 셋째, 교육복지 투자 우선지역 지원 사업의 지원내용에 대한 구성원의 인식에서 이 사업의 주체인 대상 유아에게 개별적으로 지원 되고 있는 지원금에 대하여는 원장, 장학사, 프로젝트 조정자 모두 낮게 인식하고 있음을 보여주고 있으며, 교육복지투자우선지역 지원사업을 효율적으로 실행하기 위한 지원금 및 시설 개선을 위한 지원금의 지원도 충분치 않다고 인식하고 있었다. 또한 대상 유아를 담당하고 있는 교사에 대한 인센티브도 매우 낮은 것으로 나타났다. 그리고 유치원 교육복지투자우선지역 지원사업을 활성화 하기위해 유아 교육 복지 전문가가 필요한가에 대한 인식은 대체로 높았다. 넷째, 교육복지투자우선지역 지원사업의 연계 체제에 가운데 행정적으로 연계가필요한 원장, 장학사, 프로젝트 조정자와의 연계에 대하여는 보통으로 인식하고 있었으며, 보육시설, 초등학교와의 연계는 거의 이루어지지 않는다고 보고 있었다. 다섯째, 원장, 장학사, 프로젝트 조정자는 모두 교육복지투자우선지역 지원사업을 실행하면서 행정업무의 과다, 적절한 프로그램의 실행, 지역 사회 자원 활용, 보육시설과의 연계, 대상 유아 가정과의 연계, 유치원에 적합한 사업 컨설팅에서 어려움을 겪고 있는 것으로 나타났다.;This study was intended to see if the local supporting program with priority by way of educational welfare investment is being operated in the kindergarten efficiently by surveying the participating constituents's acknowledgement and the operation status of this program. Along with this survey, involved problems that need detailed research are as followings: 1. What is the operation status of this program that is being supported by educational welfare investment with priority and under implementation at kindergarten? 2 .What is the constituents'(principal of kindergarten, school commissioner, project coordinator) understanding on this program which is being implemented at kindergarten? The results of this study are as follows: As a results of survey of this program operation status centered on kindergartens of Seoul City Municipality, it was revealed that the children of the low-income group, the object of this program, were mostly taken care of at the whole day classes and the teachers in charge were overburdened with taking care of general classes in the morning time and whole day classes in the afternoon time. Additionally, the project coordinators who were giving consultation and evaluation in this program were mostly qualified for social welfare services with licenses. Principals of the kindergarten, school commissioners and the project coordinators were well acquainted with the objectives and goals of this program and had participated in this program positively. This program was thought to be essentially necessary to support the kindergarten children of low-income families and the children being participated in this program were voiced to have favoured with positive effects. However, participation of the constituents in the various training programs for supporting and understanding the underprivileged children were not so active and any incentives for the teachers in charge of this program were found to be almost nil. Individual supporting payments for the underprivileged children and the kindergartens for implementing this program were not sufficient and efficient operation of this program system was answered to be not properly motored, lacking smooth communication with the relevant families, local communities and elementary schools.
