崔瑀 政權 硏究

Abstract

高麗 武臣政權 100여년중 崔氏執權期는 4代 60여년間으로 이중 崔瑀의 執權期는 약 반을 차지하고 있다. 따라서 本考에서는 崔瑀政權의 考察을 통하여 崔氏執權期는 물론 武臣政權의 特性을 파악해 보고자 한다. 崔忠獻의 長子인 崔瑀는 正4品 將軍과 正3品 知奏事 등의 官職을 통하여 支配者로서의 力量을 쌓았고, 그 自身의 獨自的 家兵도 所有하고 있었다. 執權後 그는 父의 心腹勢力과 동생 珦 및 그 잔당들을 제거함으로써 명실상부하게 1人獨栽體制를 구축하여 나갔다. 또한 父의 失政을 시정하였으며, 自身의 政權에 불만세력으로 作用하는 武臣들을 가차없이 살육, 유배시키는 한편, 政策의 樹立과 行政實務的인 面에서 노출되는 능력부족의 결함을 보완하고자 文臣들을 保護, 重用함으로써 政權 內部의 體制를 정비하여 나갔다. 崔瑀政權을 유지, 가능하게 한 軍事的 基盤은 都房과 別抄軍으로 그는 自身의 幕府인 晋陽府의 부속기관으로, 武臣들의 宿衛機關인 都房을 설치하는 한편 馬別抄, 三別抄 등의 別抄軍들을 통하여 그의 政權을 이끌어 나갔다. 또한 그는 그의 幕府이자, 賓客集團, 心腹集團이요 參謀의 頭腦集團인 晋陽府와 그 부속기관인 政房, 書房과 더불어 敎定都監을 통하여 支配體制를 완성하여 갔다. 그는 正房을 통하여 人事行政權을 장악하는 한편 書房을 설치하여 文人으로 하여금 宿衛케 하였다. 敎定都監은 명칭이 시사하는 바와 같이 情報, 監察 및 秘密警察의 機能을 담당하게 하였다. 崔瑀政權에 參與한 人物들을 分析한 結果 다음과 같은 몇가지 사실을 이해할 수 있다. 먼저 文臣의 경우는 소수 특정 家門 出身者로 崔氏執權者와 婚姻關係를 유지하고 있었으며, 崔氏家와의 通婚이나 社會的 地位와 관계없이 崔瑀에 의하여 발탁된 人物들은 科擧에 합격하고 文章이 뛰어난 寒士들이었다. 그런데 이들 寒士의 경우는 崔瑀의 측근자들에 의한 추천에 의해서만 발탁될 수 있었다. 參與 武臣의 경우는 주로 隊正이나 卒伍 등 하위 武臣職에서 출발하여 軍功이나 通婚 등을 통해 累遷한 人物들이었고, 마지막으로 그는 그의 家奴들에게도 政治的 力量을 부여함으로써 權力을 분산시키는 한편 自身에게 忠誠을 다하게 함으로써, 그의 支配體制를 유지하였고, 아울러 아들인 沆에게 襲權을 가능케 하였다.;Choe U who succeeded to father, choe Chung Hun took power for 31 years from Kojong 6th year(1219) to Kojong 36th year(1249). He accumulated the ability as the ruler, passing through the official post of general and Jijoosa as the eldest son Chung Hun and possessed his own independent soldiers. In those days of taking power of Choe U, there was the inclination of outburst of the scramble for power. Then, he succeeded to father, by re-moving the power of father's confidants, while he cominated Do Bong. After grasping political power, he had maintained the system inside the political power, by protecting civil masters of State and appointing them to a position of trust so as to recover the defect of ability lack being exposed from the aspect of policy establishment and administrative office, while he removed the military masters of State to act as dissatisfaction power of his own political power. There are Do bong, Mabyeolcho and Sambyeolcho etc as the military basis to maintain the political power of Chow U. Do bong took charge of the self-protection of Choe U, and acted the military support of system taking power. And, Choe U founded Magyeolcho shich was the calvary corps. In addition, through the Sambyeolcho which took charge of the function of police for the maintenance of the public order and that of the boyguards, he used them as the basis of military power which enabled his political power during his entire taking power. In addition, he has completed the rule system through Jinyangboo which was his shogunate, confidant group and brain group of staff officers and through Jungbang, Seobang and rest Kyojungdogam which were its affiliated organization. The civil masters of State who participated in Choe U,s political power were the persons who maintained the marriage connection with the persons in power of Choi clan as the persons who came from small number of specific family and they were the persons who were chosen by the person in power regardless of the marriage or social status of the family of Choe clan. Besides, choe U appointed the persons who passed the government service examination and who were excellent in composition. In case of the military masters of State who participated, they were the person whose positions were risen through military merit or marriage etc. after starting from the position of military masters of State of low rank such as Daejung or Jolo etc.
